
In order to ensure the progress and quality of the national key project, the Ring Road 4 - Capital Region, the Hanoi City Investment and Construction Project Management Board has issued a document requesting relevant authorities to urgently intervene and decisively address the illegal dumping of mud, soil, and waste within the project area.
According to the Project Management Board's report, serious violations of construction regulations and environmental sanitation have occurred in some areas where the Ring Road 4 Project is being implemented. Participating units, including Hanoi Ring Road 4 Expressway Joint Stock Company and Vietnam Construction and Export Corporation (Vinaconex), have repeatedly reported that some individuals are taking advantage of times when there are few people around to illegally dump mud, waste, and debris directly on the construction site.
According to Mr. Tran Van Kinh, Head of the construction department for package XL-D.01.04 of Construction Corporation No. 1, the illegal dumping of mud, soil, and waste within the construction area not only alters the site's condition and directly affects the project's progress but also hinders the planned transportation and disposal of waste. Mr. Kinh stated that the volume of illegally dumped waste is enormous, raising questions about the responsibility for cleanup and disposal in the future.

In reality, most violations occur at night or during off-peak hours, concentrated along sections of the route passing through An Khanh commune and Yen Nghia ward. The indiscriminate dumping of waste not only pollutes the environment and detracts from urban aesthetics but also directly impacts the quality of the construction, hindering progress. Furthermore, this situation poses a potential traffic safety hazard and incurs additional cleanup and disposal costs for contractors and project businesses.
Given the aforementioned complex situation, to ensure the project is implemented on schedule as directed by the city, the Project Management Board has requested the People's Committees and Police of the relevant localities to strengthen coordination, intensify patrols and inspections, and promptly detect and strictly handle violations. The emphasized point is the need to resolutely deal with violations by organizations and individuals, prevent recurrence, and maintain discipline and order on the construction site.
Responding to a reporter from Nhan Dan Newspaper, Lieutenant Colonel Phan Ho Quan, Deputy Head of Yen Nghia Ward Police, said that in recent times, the ward police force has implemented a comprehensive set of measures to strengthen inspections and strictly handle violations related to illegal waste dumping.
From December 15, 2025 to the present, the ward police have handled two cases of illegal waste dumping with a total fine of 25 million VND. The violations mainly involved dumping construction waste in unauthorized locations, affecting urban aesthetics and the living environment of residents.
In addition, the authorities also advised on the removal of an illegally constructed waste collection point near the Yen Nghia bus station, contributing to the remediation of environmental pollution and improving the quality of life for the people.
