
Accordingly, the provincial education sector has determined that vocational training must closely follow the labor market needs and production and business conditions in the locality. Mr. Phung Chi Dinh, Deputy Head of the Department of Continuing Education and Vocational Training, Provincial Department of Education and Training, said: Vocational education is currently moving towards training based on "contract orders" from businesses, strengthening the link between the training process and the labor requirements of businesses. When learners clearly see job opportunities after training, the demand for participating in vocational education at all levels also increases significantly. The scale of enrollment and training at all levels of vocational education is therefore increasing rapidly, from over 18,600 people in 2020 to over 20,900 people in 2025.
Currently, vocational education institutions in the province have proactively connected with businesses in training and employment. Accordingly, students are organized to visit and learn at businesses operating in industrial zones, in the fields of logistics, processing, assembly, import and export, and agricultural and forestry processing cooperatives in the province. In addition, training institutions sign cooperation programs with businesses inside and outside the province, annually sending students for internships, practical training, and real-world work experience, gradually developing industrial work habits and vocational skills during their studies.
Hoang Duc Thanh, a student in class K10 of the Electrical and Information Technology Faculty at Lang Son College, shared: "Through the experiential learning sessions at the company, I have gained a better understanding of the production process, job requirements, and the necessary skills to be able to work stably after graduation."
Alongside the innovation of training content and methods, the provincial education sector has identified digital transformation in vocational education as a crucial solution to enhance training effectiveness. Accordingly, vocational education institutions have promoted the application of information technology in management and teaching; gradually digitizing learning materials and innovating assessment methods towards flexibility and modernity. To date, 100% of vocational education institutions in the province have basically implemented management software, online teaching, built digital learning resource repositories and digital libraries; and organized online classroom observation and assessment, contributing to improved management efficiency and training quality.
Notably, the provincial education sector has directed a review and adjustment of training programs towards integrating digital competencies. By the end of 2025, approximately 90% of vocational training programs at the college and intermediate levels will incorporate digital competency standards as learning outcomes; Lang Son College, in particular, plans to integrate this content into all its current training programs. This is an important preparatory step to help graduates adapt to an increasingly modern work environment.
Besides the system of vocational education institutions, the provincial education sector continues to promote the role of the community learning center network in improving the quality of local labor. Currently, community learning centers are maintained in 100% of communes and wards; every year, thousands of specialized courses, technology transfer classes, and vocational training courses are organized for rural laborers. Before organizing these courses, the centers always seek the opinions of the people to select training content that suits the needs and production conditions of each locality, ensuring practicality and effectiveness. As a result, the classes always attract a large number of participants, helping people access new knowledge and apply it directly to production, such as repairing agricultural machinery, planting and intensively cultivating key crops, and developing livestock farming towards commercial production.
Thanks to the synchronized implementation of various solutions, the quality of the workforce in the province has been steadily improving. The percentage of trained workers in the province has increased steadily over the years, from 57.2% in 2021 to 64% in 2024 and is estimated to reach approximately 65% in 2025. The percentage of people aged 15 and over with professional and technical qualifications continues to improve; many communes have over 50% of their working-age population with professional and technical qualifications, with those holding university degrees or higher accounting for over 20%.
It can be affirmed that significant results have been achieved in improving the quality of human resources in the province over the past period. Training is increasingly aligned with practical needs, the requirements of businesses, and the trend of digital transformation, thereby contributing to raising the level and skills of workers and better meeting the demands of the labor market.
