The 13th Congress of the Vietnam Trade Union, for the term 2023-2028, took place from December 1-3 at the National Convention Center in Hanoi, with the participation of 1,095 delegates representing the will, aspirations, and wisdom of more than 11 million trade union members nationwide.

After three days of work, with a spirit of promoting democracy, focusing intellect, and high responsibility, the Congress completed all the planned agenda items. The Congress announced the list of the new Executive Committee, consisting of 168 members. Accordingly, the number of members of the Executive Committee of the Vietnam General Confederation of Labor, 13th term, is 177. At the Congress, 185 comrades were nominated to elect 168 members, leaving 9 vacancies to be filled after the Congress when qualified candidates are found.

According to the election results, the General Confederation of Labor and its affiliated units have 37 members, of which 31 were elected at the congress, and 6 positions will be filled through supplementary elections after the congress; the central and equivalent industry trade unions, and the general corporation trade unions affiliated with the General Confederation of Labor elected 22 members, of which 20 were elected at the congress, and 2 positions will be filled through supplementary elections after the congress...

The Congress elected 28 delegates to the Presidium; Mr. Nguyen Dinh Khang - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Party Committee of the Vietnam General Confederation of Labor - was elected Chairman of the Vietnam General Confederation of Labor for the 13th term; and elected 5 delegates, including Mr. Phan Van Anh, Mr. Ngo Duy Hieu, Ms. Thai Thu Xuong, Mr. Huynh Thanh Xuan, and Mr. Nguyen Xuan Hung, as Vice Chairmen of the Vietnam General Confederation of Labor for the 13th term. The Congress also elected the Inspection Committee of the Vietnam General Confederation of Labor for the 13th term, consisting of 17 delegates.

Speaking at the closing session, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang stated: The success of the 13th National Congress of the Vietnam Trade Union strongly encourages cadres, union members, workers, and employees nationwide to seize opportunities, overcome challenges, continue to innovate the organization and activities of trade unions, create new strength for the working class and the Vietnam Trade Union organization, and contribute to the successful implementation of the country's industrialization, modernization, and international integration.

With the new spirit and momentum from the Congress, it is proposed that all levels of trade unions, immediately after the Congress, organize the study, understanding, and widespread dissemination of the Congress's results and tasks to all cadres, union members, workers, and employees nationwide; develop action programs and specific projects and plans to put the Congress's Resolution into practice, creating a strong transformation in the workers' movement and the activities of the Vietnam Trade Union.

"The Congress calls on trade union officials, members, and workers nationwide to unite, uphold a sense of responsibility, innovate, promote self-reliance and self-improvement, and resolutely overcome all difficulties and challenges to successfully implement the Resolution of the 13th National Congress of the Vietnam Trade Union, contributing to the realization of the goal of building a prosperous and happy country, striving to become a developed country by the middle of the 21st century, following the socialist orientation," the President of the Vietnam General Confederation of Labor emphasized.

Previously, 100% of the delegates attending the Congress unanimously voted to approve the Congress Resolution. Regarding the goals, targets, breakthroughs, programs, and specialized resolutions to implement the Resolution of the 13th Congress of the Vietnam Trade Union, the Congress Resolution sets out the following objectives: To innovate the organization and operation of trade unions, build a strong and comprehensive Vietnam Trade Union, focus on effectively performing its functions and tasks, meeting the requirements of the new situation, with the main focus on representing, caring for, and protecting the legitimate rights and interests of union members and workers; and actively and proactively participate in state management and socio-economic management.

Complete the organizational model, attract and gather a large number of workers to participate in trade unions; build a team of trade union officials who are intelligent, courageous, dedicated, responsible, reputable, and have good working methods. Innovate and strengthen propaganda and mobilization work, enhance the political acumen, educational level, professional skills, industrial work style, labor discipline, and legal awareness of union members and workers; build a modern, strong working class, contributing to realizing the aspiration for a prosperous and happy country.

By the end of the term, leading up to the 100th anniversary of its founding, the Vietnam Trade Union will be comprehensively strong, a reliable support for workers, and a solid political and social foundation for our Party and State.

The Congress Resolution sets out 7 annual targets, 3 targets for the entire term, and 3 breakthroughs, including: Strengthening dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest periods, and occupational safety and health; Focusing on developing union membership and establishing grassroots trade unions in non-state-owned enterprises; Building a team of grassroots trade union chairpersons that meet the requirements of the task, especially chairpersons of trade unions in non-state-owned enterprises.
