Innovation in organization and operation of Trade Unions

The 13th Congress of the Vietnam Trade Union, term 2023 - 2028 took place from December 1-3 at the National Convention Center, Hanoi with the participation of 1,095 delegates representing the will, aspirations and intelligence of more than 11 million trade union members nationwide.

After 3 working days, with the spirit of promoting democracy, concentrating intelligence and high responsibility, the Congress completed all the contents of the proposed program. The Congress announced the list of the new Executive Committee of 168 comrades. Accordingly, the number of members of the Executive Committee of the Vietnam General Confederation of Labor, term XIII, is 177 members. At the congress, 185 comrades were introduced to elect 168 members, 9 members were vacant to be completed after the congress when there are qualified personnel.

According to the election results, the General Confederation of Labor and its affiliated units have 37 comrades, of which 31 comrades were elected at the congress, 6 comrades are missing and will be elected after the congress; Central and equivalent industry unions, and general corporation unions affiliated to the General Confederation of Labor elected 22 comrades, 20 comrades were elected at the congress, 2 comrades are missing, and will be reorganized after the congress...

The Congress elected 28 delegates to the Presidium; Mr. Nguyen Dinh Khang - Member of the Party Central Committee, Secretary of the Party Delegation of the Vietnam General Confederation of Labor to hold the position of President of the Vietnam General Confederation of Labor, term XIII; elected 5 delegates, including: Mr. Phan Van Anh, Mr. Ngo Duy Hieu, Ms. Thai Thu Xuong, Mr. Huynh Thanh Xuan, Mr. Nguyen Xuan Hung to hold the position of Vice Presidents of the Vietnam General Confederation of Labor, term XIII. The Congress also elected the Inspection Committee of the Vietnam General Confederation of Labor, term XIII, consisting of 17 delegates.

Speaking at the closing session, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang commented: The success of the 13th Congress of the Vietnam Trade Union strongly encouraged cadres, union members, workers, civil servants and laborers nationwide to seize opportunities, overcome challenges, continue to innovate trade union organizations and activities, create new strength for the working class and the Vietnam Trade Union, contributing to the successful implementation of the cause of industrialization, modernization of the country and international integration.

With the new spirit and momentum from the Congress, it is recommended that trade unions at all levels immediately after the Congress organize well the research, dissemination and wide dissemination to all cadres, union members, workers, civil servants and laborers nationwide about the results of the Congress and the tasks set forth by the Congress; develop action programs and specific projects and plans to put the Congress Resolution into practice, creating a strong change in the workers' movement and activities of the Vietnam Trade Union.

“The Congress calls on trade union officials, union members and workers nationwide to unite, uphold the spirit of responsibility, innovate and create, promote the will of self-reliance and self-strengthening, determination to overcome all difficulties and challenges, organize and successfully implement the Resolution of the 13th Congress of the Vietnam Trade Union, contributing to realizing the goal of building a prosperous and happy country, striving to make our country a developed country with a socialist orientation by the middle of the 21st century,” the President of the Vietnam General Confederation of Labor emphasized.

Previously, 100% of the delegates attending the Congress unanimously voted to pass the Congress Resolution. In particular, regarding the goals, targets, breakthroughs, programs, and specialized resolutions to implement the Resolution of the 13th Congress of the Vietnam Trade Union, the Congress Resolution set out the goals: Innovating the organization and operation of trade unions, building a strong and comprehensive Vietnam Trade Union, focusing on performing well its functions and tasks, meeting the requirements of the new situation, focusing on representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers; actively and proactively participating in state management and socio -economic management.

Complete the organizational model, attract and gather a large number of workers to join the union; build a team of union officials with intelligence, courage, enthusiasm, responsibility, prestige and good working methods. Innovate and strengthen propaganda and mobilization work, improve the political courage, educational level, professional skills, industrial style, labor discipline, legal awareness of union members and workers; build a modern and strong working class, contributing to realizing the aspiration to develop a prosperous and happy country.

By the end of the term, towards the 100th anniversary of its founding, the Vietnam Trade Union will be strong in all aspects, a reliable support for workers, and a solid political and social foundation of our Party and State.

The Congress Resolution sets out 7 annual targets, 3 targets to strive for by the end of the term and 3 breakthroughs including: Promoting dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest hours, and occupational safety and hygiene; Focusing on developing union members and establishing grassroots unions in non-state enterprises; Building a team of grassroots union chairmen to meet task requirements, especially union chairmen in non-state enterprises.
