
For many years, the electricity supply used by Dong Giang and Tay Giang districts has been drawn from the Thanh My 220kV substation. As a result, the electricity quality has been unstable and the substation has been operating at full capacity. Local authorities explain that both districts have to share the Thanh My substation located in Nam Giang because they do not have their own 110kV substation.
According to a representative from Dong Giang Power Company, the unit receives power from the 220kV Thanh My substation, passing through Nam Giang - Dai Loc - Dong Giang - Tay Giang, spanning 250km. Due to the long transmission line and its location mostly in the forest, thunderstorms are frequent during the summer, striking the power lines and causing power outages. During the rainy season, falling trees also cause power outages.
Dong Giang district is making efforts to attract more businesses to explore investment opportunities in several large-scale tourism and industrial projects. However, supplying electricity to these tourist areas and factories is impossible.
Dong Giang has attracted investors to build the Dong Giang Heaven's Gate Eco-tourism Area. However, the area is only operating at about 80% capacity because the electricity supply has not yet met the demand.
In May 2024, the Provincial People's Committee agreed to allow the Central Power Corporation to invest in the Dong Giang 110kV substation project and its connection in Dong Giang district.
Mr. Do Huu Tung, Acting Chairman of the People's Committee of Dong Giang District, shared that this project plays an important role in promoting and directly contributing to economic development and solving social problems not only in Dong Giang but also elsewhere.
The completed project will create opportunities to attract investment, boost industrial and agricultural production, and improve people's lives. However, to date, the investor has begun construction of some foundation pillars, but has not yet started the 110kV substation due to disagreements over the disposal site for excess soil from the project.
On May 19, 2025, the District People's Committee agreed to utilize the unused waste disposal area of a transportation infrastructure project, with an area of 7,842.5 m², for the waste disposal site of the Dong Giang 110kV Substation project. However, the aforementioned area has not yet been compensated or cleared, while the 110kV Substation project has not allocated funds for this item. Furthermore, the land use plan for the project's waste disposal site has not yet been approved.
Therefore, the local authorities have requested the Provincial People's Committee to consider providing financial support for compensation and land clearance; surveying and demarcating land plots; and updating land use right certificates for the people when the State reclaims land, with an amount exceeding 998 million VND.
Alternatively, the province could agree on a policy allowing Dong Giang district to use its budget to carry out land clearance for the waste disposal site for this project. At the same time, consideration should be given to approving the addition of the waste disposal site for the project to the 2025 land use plan.
