The two-tiered government model is ready to operate.

The system operates without interruption.

On June 24th, leaders of the Phu Xuan District Party Committee and People's Committee held a meeting and discussion with the staff and civil servants of the newly formed Phu Xuan ward – an administrative unit formed by the merger of six old wards and officially operational from July 1st. This is one of the important preparatory steps to ensure the smooth operation of the two-tiered local government model from the very beginning.

According to Vo Le Nhat, District Party Secretary who was assigned to the position of Party Secretary of Phu Xuan Ward, as the ward-level administrative unit with the largest population in the city, it requires a well-organized, disciplined, and efficient administrative apparatus right from the start.

According to Mr. Nhat, this is not just a change in administrative structure, but a shift in management thinking. With a total staff of up to 140 people and a projected reduction of about 40 people in the next 5 years, the restructuring of the organization and assignment of tasks must be scientific , transparent, and prioritize serving the interests of the people.

"No one is allowed to stand aside, no department or office can fall behind," Mr. Nhat said; while also calling on all officials and civil servants to proactively adapt and update new legal regulations, and be ready for the operation of the two-tiered local government model.

According to Mr. Nguyen Viet Bang, Acting Chairman of the Phu Xuan District People's Committee and the newly appointed Chairman of the Phu Xuan Ward People's Committee, the ward's organizational structure is divided into four departments: the Office, the Economic Department, the Culture and Social Affairs Department, and the Public Administration Department. Approximately 25 officials are expected to retire in 2025, therefore, personnel arrangements must ensure continuity, stability, and flexibility.

All key positions must operate in unison from July 1st, ensuring no administrative disruption. The regulations defining the functions and responsibilities of each department and position have now been finalized. "All officials need to proactively study and thoroughly understand legal regulations to provide effective advice and management," Mr. Bang emphasized.

The District Party Committee and the District People's Committee leaders requested that the handover of documents and files from the old wards be carried out directly and carefully, ensuring that no loss occurs. Detailed organizational charts of the new ward's Party Committee, People's Committee, and Front Committee have also been published, helping officials quickly grasp the structure and workflow.

A spirit of proactiveness, continuity, and innovation.

In Huong So ward ( Hue City), the model of the Huong An ward Public Administrative Center (a ward merged into the new model) has been put into trial.

On the very first day, the Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Hue City, Nguyen Van Phuong, personally inspected the center's operations: using the QR code system to look up procedures, obtain queue numbers, and assess the infrastructure and operational equipment.

Chairman of the City People's Committee Nguyen Van Phuong assessed that the system is basically stable; at the same time, he noted the need to continue reviewing and supplementing any shortcomings to ensure smooth service for the people when it officially comes into operation.

According to Mr. Nguyen Dinh Tuan, Chairman of the People's Committee of Huong An (new) ward, all equipment has been fully installed, including 10 transaction booths, of which 8 are currently operational. Personnel have also been strengthened and are ready to receive and process administrative procedures on-site for the people.

The breakthrough of the two-tiered local government model is the decentralization of some administrative powers from the district level to the ward level. Documents such as construction permits, land transactions, business registration, etc., will be processed directly at the ward-level public administrative center.

"We have assigned staff to assist people step-by-step in familiarizing themselves with the new procedures. All of this is aimed at providing faster and more convenient service," Mr. Tuan informed.

According to Vo Le Nhat, Secretary of the Phu Xuan District Party Committee, the district has established a specialized task force comprising members of the Standing Committee, officials from the former wards, and the People's Committee office to support the new ward in completing legal procedures…

Chairman of the Hue City People's Committee, Nguyen Van Phuong, highly appreciated Phu Xuan's proactive approach in preparing personnel, infrastructure, and organizational structure for the new wards. "The leaders of the new wards are no longer people waiting for instructions, but must proactively act and demonstrate their role and responsibility to the people," Mr. Nguyen Van Phuong emphasized.
