General Secretary To Lam demonstrated this confidence when he, along with President Luong Cuong, Prime Minister Pham Minh Chinh , and many current and former leaders of the Party and State, attended the 11th National Emulation Congress held yesterday (December 27).

Vietnam has overcome "headwinds" and achieved many successes.

In his opening remarks at the congress, Prime Minister Pham Minh Chinh stated that over the past five years, the country has faced countless difficulties and challenges, which were not only temporary but also historical moments.

However, under the leadership of the Party and the involvement of the entire political system, we have overcome "headwinds," "turned the tide, and transformed the situation." The "reorganization of the nation" revolution has also laid the foundation for the country to enter a new era of development.

The Prime Minister emphasized that the country's significant achievements have been positively contributed to by patriotic emulation movements. Many emulation movements, with their scale, depth, and strong widespread impact, have contributed to creating "miracles" and outstanding "milestones".

For example, the movement "The whole country unites, works together, and competes to prevent and overcome the COVID-19 pandemic"; the emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste"; the movement "Eliminating temporary and dilapidated houses by 2025"; the movement "500 days and nights to complete 3,000km of expressways"; the movement "Rapid construction to complete the 500kV circuit 3 Quang Trach - Pho Noi and Lao Cai - Vinh Yen power lines"; the "Digital literacy movement"; the "Lifelong learning" movement; the "Quang Trung Campaign" to rapidly repair and rebuild houses for people affected by recent natural disasters; the "Wave and computers for children" program...

"The positive results from the movements over the past period have affirmed that emulation is deeply ingrained in everyone, every household, every sector, and every field; creating motivation, inspiring, spreading confidence, encouraging and motivating the entire nation to actively work, create, and contribute," the Prime Minister affirmed.

When good examples multiply, people live better, more beautiful, more compassionate, and more humane lives.

General Secretary To Lam emphasized that the congress is an opportunity to honor the most beautiful flowers in the garden of patriotic emulation. What is valuable about these exemplary individuals is not only their achievements and willpower to overcome difficulties, but also the qualities that create those achievements.

These qualities include honesty, dedication, responsibility, discipline, creativity, and a sense of community; prioritizing the common good over personal gain; valuing honor as sacred and noble; and using work efficiency as a measure of labor quality.

"Outstanding role models are the 'original energy source' for development," the General Secretary said, affirming that when exemplary role models are multiplied, spiritual life improves day by day, and life becomes more meaningful, humane, and filled with warmth.

Along with recognition, it is crucial to "properly position" the emulation and reward system: using quality and effectiveness as the standard; basing it on practical contributions; and focusing on direct workers and grassroots levels.

In the new phase, according to the General Secretary, patriotic emulation must become a dynamic ecosystem so that all correct policies are transformed into practical actions; political tasks are transformed into a sense of responsibility, specific work, and clear goals. Specifically, the patriotic emulation movement in the new phase focuses on nine major orientations.

This includes emulation campaigns closely aligned with political tasks and specific goals; using the results of serving the people as the benchmark. Each movement must have clear actions, measurable criteria, verifiable products, and be thorough and reliable at every step, with clear results. Every level must consider fulfilling tasks and serving the people better as both a responsibility and an honor.

Along with that, there is a competition for innovation, scientific and technological development, and digital transformation. The competition aims to build a professional, honest, and modern administration; upholding discipline, order, and exemplary responsibility. The competition also focuses on reforming administrative procedures, improving service quality, reducing compliance costs; overcoming avoidance and shirking responsibility; and ensuring that actions match words.

Competing to develop culture, education, health, and social welfare; improving the quality of life; building the Vietnamese people of the new era... Competing towards the grassroots; focusing on remote areas, border regions, and islands; valuing direct laborers and frontline forces. Competing to strengthen national defense and security; maintaining political stability and social order; firmly protecting independence, sovereignty, unity, and territorial integrity...

A major orientation is to promote the healthy and efficient development of the private economy; improve the quality of enterprises and national competitiveness...

The General Secretary noted that emulation campaigns must be linked to green transformation and sustainable development: saving energy, using resources efficiently, reducing emissions, protecting the living environment; developing a circular economy and a civilized, responsible lifestyle...

At the congress, General Secretary To Lam awarded the title of Hero of the People's Armed Forces to 7 collectives, including: the Special Forces Command (Ministry of National Defense), the 15th Army Corps (Ministry of National Defense), the Military Training and School Department (General Staff, Vietnam People's Army), the Rescue and Disaster Relief Department (General Staff, Vietnam People's Army), the Hanoi City Police (Ministry of Public Security), the Personnel and Organization Department (Ministry of Public Security), and the Inspectorate of the Ministry of Public Security.

President Luong Cuong awarded the title of Hero of Labor to 10 collectives and individuals, including 5 collectives: Cho Ray Hospital (Ministry of Health), Doan Thi Diem Primary School (Hanoi), Viettel Cambodia Company (Viettel International Investment Corporation, Military Industry and Telecommunications Group, Ministry of National Defense), Thai Binh Seed Group Joint Stock Company (Hung Yen), and TH Milk Joint Stock Company of Nghe An province.

And the five individuals include Mr. Nguyen Viet Cuong - Chairman of the Board of Directors of Phu Cuong Kien Giang Investment Joint Stock Company and Chairman of the Board of Directors of Phu Cuong Group Joint Stock Company in An Giang province; Ms. Nguyen Thi Phuong Thao - Chairman of the Board of Directors of Vietjet Aviation Joint Stock Company; Mr. Vu Huu Le - Director of Hong Ha Mechanical and Construction Company Limited (Lao Cai); Mr. Ta Van Tram - Director of Tien Giang General Hospital; and Mr. Nguyen Huy Quy - Chairman of the Board of Directors and General Director of Thang Long Investment, Construction and Mineral Exploitation Joint Stock Company.

Real people - real work - real results

At the congress, Prime Minister Pham Minh Chinh launched the patriotic emulation movement for the period 2026-2030 with the theme: "Emulating innovation, creativity, accelerating progress, and making breakthroughs to bring the country into an era of prosperous, strong, civilized, and happy development."

According to the Prime Minister, emulation campaigns must be linked to the "three real" criteria: real people - real work - real results. In this context, the satisfaction and enthusiastic response of the people is the measure of the value of the emulation movement. At the same time, it is necessary to thoroughly overcome the problems of formalism, superficiality, inefficiency, talk a lot but do little, and inconsistency between words and actions in emulation campaigns.

The Prime Minister also emphasized that emulation campaigns must follow a process of "publicly disclosing criteria, transparent results, and genuine recognition." Awards must be given to the right people, for the right work, for the right achievements, and at the right time, so that "emulation is sowing, and awards are harvesting"...

Out of a total of 2,223 delegates attending the congress (198 invited guests and 2,025 official delegates), Tuoi Tre newspaper recorded the stories and shared experiences of several delegates about their aspirations to contribute to the country and to life.

Mr. Vu Huu Le

Mr. Vu Huu Le, Director of Hong Ha Mechanical and Construction Company Limited (Lao Cai province), is one of five individuals awarded the title of Hero of Labor at the congress, and is also the oldest recipient.

Mr. Le has attracted attention because, despite his advanced age, he remains full of energy and enthusiasm for his work. Together with his workers, he has created 11 types of machinery for agriculture and daily life, with thousands of Hong Ha branded products available throughout the provinces, helping farmers reduce labor and increase productivity.

Many products have been granted patents by the Intellectual Property Office, becoming typical rural industrial products.

Mr. Le said this was his fourth time attending the congress, and more importantly, this time he was honored to be awarded the title of Hero of Labor by the Party and the State, which is both a recognition and a motivation for him to continue contributing.

Although he is about to turn 91, he has never thought about retiring because he is still passionate about his work and wants to repay the debt of gratitude to the Party and the State for giving him the opportunity to study. He further shared that attending the congress was also an opportunity to learn from other exemplary figures. Singer Phuong My Chi shared that when she received the news that she would be attending the National Emulation Congress, she felt extremely proud and happy, and also grateful for being trusted.

For Chi, patriotism isn't a distant or grandiose concept, but rather begins with understanding and appreciating the very specific values ​​that make up Vietnamese identity. Chi loves Vietnamese culture because she finds it beautiful and rich in emotion. From that love, she wants to convey it through music from the perspective of a young person, with her own experiences, feelings, and thoughts.

Every time she receives feedback from fans saying that a song, an image, or a project has made them feel prouder of Vietnam, Phuong My Chi feels that it is a very ordinary form of patriotism in which she is fortunate to have contributed a small part.

"Therefore, patriotism is about loving the very genuine aspects of the Vietnamese people. That's why whenever I encounter something, I always remind myself to research thoroughly, to do it correctly, and to respect what has been preserved by many generations. For me, that's also a quiet way to live fully with the patriotism of my time," Phuong My Chi shared.

Associate Professor Dr. Le Thanh Phong, Deputy Head of the Student Affairs Department at the University of Technology - Vietnam National University Ho Chi Minh City, said that attending the National Emulation Congress was not only an honor, but also made him feel proud and happy.

Currently, he and his research team are focusing on developing mechanical and automation devices, robots with applications of artificial intelligence, the Internet of Things, digital transformation, etc., to help solve problems in various fields such as agriculture, industry, healthcare, smart cities, and manufacturing practices.

He shared that Resolution 57 on breakthroughs in science and technology development, innovation, and digital transformation is closely linked to his research directions.
