Infrastructure paves the way for development
Capital from the National Target Program has been creating a clear change in many localities in ethnic minority areas, when essential infrastructure is invested synchronously, meeting the needs of people's living and production development. Dong Yen is one of the localities that clearly benefits from this resource, especially in community service projects.
Secretary of the Dong Yen Commune Party Committee, Pham Hong Thanh, said: In previous years, Dong Yen had almost no real community space. Village meetings, cultural and artistic activities or policy propaganda had to take advantage of people's houses or temporary locations, which were both cramped and lacking in equipment. When the new rural construction program invested in two cultural houses for the commune, each worth more than 3 billion VND, the people were very excited. It was not just a new house, it was a place to connect the community, a space to preserve identity and organize grassroots movements.
Dong Yen currently has more than 18,000 people of 16 ethnic groups. With a large area and dispersed population, the cultural house helps the commune to be more convenient in implementing tasks, especially propaganda work, mobilizing people to implement target programs.
From 2021 to now, the National Target Program for Socio -Economic Development in Ethnic Minority and Mountainous Areas has brought great resources to Tuyen Quang. Project 4 alone, investing in essential infrastructure, has disbursed over VND 2,649 billion, reaching 70.2% of the plan. From this resource, the province has deployed 1,583 infrastructure works such as roads, water works, schools, markets, etc., contributing to significantly improving the living and production conditions of the people. The rate of communes with paved roads from the center to the district has reached 100%; the rate of villages with car roads to the center has also reached 100%.
Creating livelihoods for people
Along with infrastructure construction, the province focuses on supporting livelihoods, helping people increase their income and sustainably reduce poverty. Project 1 on supporting residential land, housing, production land, and domestic water has disbursed more than 480 billion VND; supporting 3,338 poor households to build houses, reaching 102.6% of the plan for the whole period. This is a policy with direct impact, helping people stabilize their lives. In agricultural production, the province supports afforestation with an area of 5,500 hectares and assigns forest protection contracts to more than 3,700 households, contributing to forest protection and creating a stable source of income. The province continues to support the development of production according to the value chain with 44 projects; deploying 20 start-up models, creating conditions for people to access commodity production methods.
Mr. Nguyen Van Dung, Director of the Department of Ethnic Minorities and Religions, said: The province's goal is not only to provide immediate support, but also to create a foundation for people to develop in the long term. Infrastructure investment associated with livelihoods and human resource development is a fundamental solution to improve the quality of life and sustainably reduce poverty. The results achieved are an important foundation for the province to enter the 2026 - 2030 period with higher goals. The province strives for ethnic minority income to be half the national average, reduce the poverty rate to below 10% and strive for 100% of mountainous communes to meet new rural standards.
Developing ethnic minority areas is a long journey, but the results achieved in recent years show the right direction of Tuyen Quang province. Each completed project, each livelihood model formed contributes to creating a new face for the highlands, where change is associated with the aspiration for sustainable development.
