Driving forces for development in ethnic minority areas.

In recent years, socio-economic infrastructure in the ethnic minority areas of the province has received comprehensive investment, opening up new development opportunities for localities still facing many difficulties. From paved roads to schools, cultural centers, clean water facilities, and telecommunications, the face of the highlands is changing every day, creating a foundation for improving living standards and narrowing the development gap.

Infrastructure paves the way for development.

Funding from the National Target Program has been creating significant changes in many localities inhabited by ethnic minorities, with essential infrastructure being invested in comprehensively, meeting the living and production development needs of the people. Dong Yen is one of the localities that has clearly benefited from this resource, especially in community service projects.

According to Pham Hong Thanh, Secretary of the Party Committee of Dong Yen commune: "In previous years, Dong Yen almost lacked proper community spaces. Village meetings, cultural and artistic activities, and policy dissemination had to be held in people's homes or temporary venues, which were cramped and lacked equipment. When the New Rural Development program invested in two community centers in the commune, each costing over 3 billion VND, the people were very happy. It's not just a new building; it's a place to connect the community, a space to preserve cultural identity, and a venue for organizing grassroots movements."

Dong Yen currently has over 18,000 inhabitants belonging to 16 ethnic groups. With its large geographical area and scattered population, the community center helps the commune to more easily implement its tasks, especially in the work of disseminating information and mobilizing the people to participate in targeted programs.

From 2021 to the present, the National Target Program for socio -economic development in ethnic minority and mountainous areas has brought significant resources to Tuyen Quang province. Specifically, Project 4, investing in essential infrastructure, has disbursed over 2,649 billion VND, reaching 70.2% of the plan. From these resources, the province has implemented 1,583 infrastructure projects such as roads, water supply facilities, schools, and markets, contributing significantly to improving the living and production conditions of the people. The percentage of communes with paved roads from the center to the district has reached 100%; the percentage of villages with roads accessible by car to the center has also reached 100%.

Creating livelihoods for the people.

Alongside infrastructure development, the province focuses on supporting livelihoods, helping people increase their income and achieve sustainable poverty reduction. Project 1, which supports land for housing, production land, and clean water, has disbursed over 480 billion VND; supporting 3,338 poor households in building houses, achieving 102.6% of the plan for the entire period. This policy has a direct impact, helping people stabilize their lives. In agricultural production, the province supports reforestation with an area of ​​5,500 hectares and contracts forest protection to more than 3,700 households, contributing to forest protection while creating a stable source of income. The province continues to support the development of production along the value chain with 44 projects; implementing 20 startup models, creating conditions for people to access commodity production methods.

Comrade Nguyen Van Dung, Director of the Department of Ethnic Minorities and Religions, stated: "The province's goal is not only to provide immediate support, but also to create a foundation for the long-term development of ethnic minorities. Investing in infrastructure linked to livelihoods and human resource development is a fundamental solution to improve the quality of life and achieve sustainable poverty reduction. The achievements are an important foundation for the province to enter the 2026-2030 period with higher goals. The province strives to increase the income of ethnic minorities to half the national average, reduce the poverty rate to below 10%, and aim for 100% of mountainous communes to meet the new rural development standards."

Developing ethnic minority areas is a long journey, but the results achieved in recent years show that Tuyen Quang province is on the right track. Each completed project, each livelihood model established, contributes to creating a new face for the highlands, where change is linked to the aspiration for sustainable development.
