(Dan Tri) – Examining the draft Law amending and supplementing a number of articles of the Law on Advertising, the National Assembly's Committee on Culture and Education agreed to increase advertising space in printed newspapers.
On the morning of February 8, authorized by Prime minister GovermentMinister of Culture, Sports and Tourism Nguyen Van Hung presented the Proposal on the draft Law amending and supplementing a number of articles of the Law on Advertising.
Regarding the completion of regulations on the management of advertising activities in the press, online environment and cross-border advertising services, the draft Law amends 3 articles and adds 1 clause.
Specifically, the draft Law amending advertising activities in printed newspapers stipulates that the advertising area in printed newspapers must not exceed 30% of the total area of a newspaper publication or 40% of the total area of a magazine publication, except for newspapers and magazines specializing in advertising, and must have signs to distinguish advertising from other content.
According to the Minister of Culture, Sports and Tourism, in newspapers and television, the draft law also increases the advertising time on pay TV channels and in feature film programs; displaying advertising products with official information content in the form of running text or a series of moving images.
The Draft Law also amends and supplements regulations on requirements for online advertising activities; responsibilities of advertisers, advertising service providers, and advertising publishers domestically and internationally; and online advertising activities provided by foreign organizations and individuals across borders into Vietnam.
In addition, there is also a process to prevent and remove illegal online advertisements. The draft law also states the responsibility to detect and identify illegal advertisements, and organizations and individuals providing advertising services must handle illegal advertisements as required.
The bill also supplements the current regulations on the definition of cross-border advertising service provision activities in Vietnam.
Reviewing the draft Law, Chairman of the Committee on Culture and Education of the Congress Nguyen Dac Vinh said that regarding the regulations on advertising in printed newspapers, the Committee agrees with the viewpoint of increasing advertising space in newspapers and magazines to help press agencies increase revenue and better implement the financial autonomy mechanism.
However, to protect the interests of readers, this agency proposed to study and adjust in the direction of specific regulations on the ratio of area and advertising position for each type of newspaper and magazine publication.
Regarding advertising on radio and television, the Committee on Culture and Education agrees with the proposal to assess the policy impact to clarify the basis to increase the persuasiveness of the amendment to increase the advertising area on pay TV channels from 5% to 10%.
Regarding advertising on feature films, this agency basically agrees with the revised and supplemented viewpoint towards increasing advertising duration.
However, the Committee on Culture and Education proposed to continue reviewing and ensuring the reasonable number of ad breaks in feature film programs to protect the rights of the audience. At the same time, clarify the grounds to increase the persuasiveness of amending this regulation.
