A breakthrough in policies to attract talent.

On March 13, Prime Minister Pham Minh Chinh, Head of the Socio -Economic Subcommittee of the 14th National Congress of the Party, chaired the fourth meeting of the subcommittee.


In many important directives and suggestions, the Prime Minister emphasized the thinking, methodology, and approach in further refining the draft Socio-Economic Report: closely adhering to reality, respecting reality, starting from reality, using reality as a yardstick; possessing stronger fighting spirit and revolutionary character; higher feasibility, practicality, and effectiveness; having foresight, thinking deeply and doing big things, overcoming the limitations of reality and overcoming one's own limitations.

To attract talented individuals to work in the public sector, more attractive policies regarding income, housing, etc., and more special mechanisms are still needed (illustrative image).

Regarding the tasks and solutions outlined in the draft report, the Prime Minister further emphasized several points, particularly the continued promotion of the three strategic breakthroughs (in institutions, infrastructure, and human resources).

In terms of human resources, focus on developing high-quality human resources, establishing mechanisms to attract and retain talent through policies on income, housing, and visas to attract scientists , experts, billionaires, celebrities, etc.

Currently, we are accelerating the development of breakthroughs in science, technology, innovation, and digital transformation in accordance with Resolution 57 of the Politburo. This is the foundation for rapid and sustainable development.

This requires enormous resources, with human resources being the most important factor. Without talented people, innovation and creativity are impossible.

Experience has shown that talent is a fundamental and root factor in changing the face of a nation and its people. However, efforts to attract and utilize talent in recent times have not yielded the desired results.

At the end of 2024, the Government issued Decree No. 179, stipulating groundbreaking policies that create a legal basis for attracting and utilizing talent to work in the public sector.

Accordingly, the basic salary and income allowances for talented individuals are significantly higher than before. For example, outstanding students entering the civil service receive a starting salary of 13.7 million VND/month; scientists and leading experts appointed as senior specialists or equivalent receive a salary of over 58 million VND/month.

In the context of our vigorous efforts to streamline organizational structures, the restructuring process will serve as a prerequisite, a condition, and an opportunity for agencies, organizations, and units to innovate in the recruitment and utilization of personnel. The content of Decree 179 will be an important basis for implementing policies to attract, value, and effectively utilize the talents of high-achieving individuals in the public sector.

For policies to truly be implemented, their execution must ensure fairness, transparency, and avoid subjective biases and favoritism in the evaluation and selection of talent.

Decree 179 is considered one of the key policy breakthroughs in attracting talent. However, more groundbreaking policies are still needed, including higher salaries, better housing, and more special mechanisms.

On the journey into a new era, an era of national progress, the role and contributions of talented individuals are crucial. Therefore, it is urgent to renew our thinking and attitudes in recognizing and evaluating talent; without discrimination based on region, hometown, age, background, or whether they are domestic or foreign.

Talent assessment and recruitment must be based on the actual person and the actual work; it must prioritize the quality and effectiveness of work through specific measurable results.
