North Highway Rest Stop Project

The fifth North-South Expressway rest stop project has found an investor.

The investment project for the construction and operation of the rest stop at Km205+092, part of the Vinh Hao - Phan Thiet component project on the Eastern North-South Expressway, must be completed within 18 months.

The Director of the Vietnam Expressway Department has just signed a decision approving the results of the investor selection for the project to build and operate the rest stop at Km205+092, part of the Vinh Hao - Phan Thiet component project on the Eastern North-South Expressway.

Accordingly, the winning bidder is the Thành Thành Nam - Châu Thành - Việt Hàn - Sài Gòn Investment - Thành Thành Công Lâm Đồng Joint Stock Company (a consortium comprising Thành Thành Nam Joint Stock Company, Châu Thành Petroleum Trading and Service Company Limited, Việt Hàn Automobile Joint Stock Company, Sài Gòn Investment Joint Stock Company, and Thành Thành Công Lâm Đồng Tourism Company Limited).

The winning bid price for this project includes a monetary value of VND 81.009 billion paid to the state budget; a preliminary project implementation cost of VND 316.491 billion; and a compensation, support, and resettlement value of VND 36.37 billion. The project has an overall timeline of 18 months, with 12 months allocated for the completion of public service facilities; the project's operational period after investment completion is 25 years.

The Ministry of Transport assigns Project Management Board 7, acting as the bidding entity, to organize and implement the next steps based on the approved investor selection results, in compliance with the Law on Bidding and Decree No. 23/2024/ND-CP detailing some provisions and measures for implementing the Law on Bidding regarding the selection of investors for projects that require bidding according to the regulations of the relevant industry and sector.

During implementation, it is important to negotiate with the winning bidder to minimize the construction time of public works projects to serve the essential needs of people and vehicles using the route.

The investment project for the construction and operation of the Km205+092 rest stop, part of the Vinh Hao - Phan Thiet component project, includes the construction of a pair of rest stops, with the right-hand rest stop having a total area of ​​5.5 hectares and the left-hand rest stop having an area of ​​approximately 7.5 hectares.

The project includes three types of facilities to serve the rest needs of commuters. Specifically, the public service facilities (providing free services) include: parking lots; rest areas; temporary rest rooms for drivers; restrooms; information centers; areas for organizing and launching traffic safety awareness campaigns; and areas for rescue and first aid personnel.

Commercial service facilities include: food and beverage service areas; product display and sales areas; fuel stations; electric vehicle charging stations; vehicle maintenance and repair workshops; car washes; restaurants; entertainment and recreation areas; children's playgrounds; auxiliary facilities; and other essential services to meet the needs of the people.

Supporting facilities include: local or rest stop emblems; places for producing and processing local specialties; community gathering places (for organizing fairs, cultural activities); and supporting facilities that are eligible for investment incentives.

Previously, the Ministry of Transport also approved the winning bidder for four projects to build and operate rest stops on the Eastern North-South Expressway, including: the rest stop at Km90+900 under the Cam Lam - Vinh Hao component project; the rest stop at Km144+560 under the Vinh Hao - Phan Thiet component project; the rest stop at Km329+700 under the Mai Son - National Highway 45 component project; and the rest stop at Km47+500 under the Phan Thiet - Dau Giay component project.
