On July 12, in Hanoi, a conference was held to appraise the Project and Report on the assessment of the infrastructure development level of the area planned to establish a ward in Phong Dien urban area, Thua Thien Hue province.
Attending and chairing the conference were comrades: Le Truong Luu, member of the Party Central Committee, Secretary of Thua Thien Hue Provincial Party Committee; Nguyen Tuong Van, Deputy Minister of Construction , Chairman of the Appraisal Council.
The Phong Dien urban classification project in Thua Thien Hue province is the first project to be submitted to the appraisal council in this period, along with the projects for type I urban areas under the Central Government and the Report on reviewing the quality of infrastructure for establishing districts and wards. This is an indispensable project in completing the urban administrative unit of Thua Thien Hue urban area under the Central Government.

To implement the project, Thua Thien Hue province has approved the master plan, zoning plan, and focused on investing in infrastructure in Phong Dien area. Currently, many important projects are being implemented in the district such as: Phong Dien Industrial Park, Dong Lam Cement Factory, Hue Central Hospital, Facility 2, Dien Loc Port, etc. Compared with current regulations, local authorities have assessed that Phong Dien has met the criteria for a type IV urban area, and the 6 areas planned to establish wards have met the prescribed standards.
The report of the Appraisal Council shows that the plan after establishment, Phong Dien town is expected to have an area of about 945.66 km2, a total population of 105,597 thousand people (including converted population); the inner city area is expected to be the area of 1 town and 8 current communes of Phong Dien district. The area planned to establish Phong Thu, Phong Hai, Phong Hoa, Phong Phu, Phong An, Phong Hien wards meets 11/13 standards of wards belonging to the town according to the standards of type IV urban areas...
The Appraisal Council believes that the Project dossier is implemented in accordance with regulations and meets the requirements. For the 6 areas expected to merge into wards, the criteria are basically met, the commercial infrastructure shows sustainable development...
Participating in the conference, the members of the Appraisal Council highly appreciated the project dossier. Accordingly, the procedures were comprehensive, in accordance with regulations, fully assessing the criteria and standards according to relevant resolutions; the data was scientifically and fully synthesized, consistent with the planning and urban development program; and qualified to apply special mechanisms.
Giving further comments on the project, the members of the appraisal council said that the province needs to further assess the infrastructure and urban classification to suit the development potential; future orientation needs to further promote the potential of Phong Dien urban area. In addition, issue more mechanisms and policies to attract investment and develop tourism; have solutions to increase population size and focus on investing in criteria that do not meet standards; promote propaganda on urban issues, arrange and streamline the urban government apparatus effectively; clarify some contents on land use planning, infrastructure development in localities subject to merger; specifically assess the investment situation in each period...
At the Conference, Member of the Party Central Committee, Secretary of the Thua Thien Hue Provincial Party Committee Le Truong Luu thanked the attention and support of the central ministries and branches in the development process of Thua Thien Hue in general and Phong Dien district in particular in the past time; at the same time, he said that after the conference, the province will have a report explaining fully and specifically the contents of the comments of the Appraisal Council to submit to the Ministry of Construction to issue a Decision of recognition.
Concluding the conference, Deputy Minister of Construction Nguyen Tuong Van said that this is a project that has been carefully assessed and highly appreciated the province's initiative. He suggested that Thua Thien Hue Province pay attention to issues of infrastructure development in communes expected to become wards or merge into wards; it is necessary to assess the suitability of planning levels: zoning planning of the area expected to establish wards, Phong Dien urban master plan, Thua Thien Hue urban master plan that has been approved...
“Phong Dien has a convenient transportation system, located in a chain of urban areas with great potential, which is the basis for building a dynamic urban area. 18/18 members of the Appraisal Council agreed on the areas expected to establish wards in Phong Dien urban area. With 83.75 points from the assessment of the members, the Appraisal Council approved the dossier recognizing the area expected to establish Phong Dien town as meeting the criteria for a type IV urban area. However, Thua Thien Hue needs to absorb the opinions of the appraisal council members to complete the dossier and submit it to the competent authority for approval as soon as possible”. – Deputy Minister of Construction Nguyen Tuong Van emphasized./.
