The establishment of Phong Dien town is planned.

On July 12th, a conference was held in Hanoi to review the project proposal and the report assessing the level of infrastructure development in the area slated for the establishment of a ward within Phong Dien urban area, Thua Thien Hue province.

Attending and chairing the conference were comrades: Le Truong Luu, Member of the Central Committee of the Party, Secretary of the Thua Thien Hue Provincial Party Committee; and Nguyen Tuong Van, Deputy Minister of Construction , Chairman of the Appraisal Council.

The Phong Dien urban classification project in Thua Thien Hue province is the first project submitted to the appraisal council this time, along with the projects for Type I urban areas under central government control and the report reviewing the quality of infrastructure for the establishment of districts and wards. This project is indispensable in completing the urban administrative unit of Thua Thien Hue city under central government control.

To implement the project, Thua Thien Hue province has approved the general plan and the detailed zoning plan, and has focused on investing in infrastructure in the Phong Dien area. Currently, many important projects are being implemented in the district, such as: Phong Dien Industrial Park, Dong Lam Cement Plant, Hue Central Hospital Branch 2, Dien Loc Port, etc. Based on current regulations, local authorities assess that Phong Dien has met the criteria for a type IV urban area, and the six areas slated for wards have met the required standards.

The report from the Appraisal Council indicates that, following its establishment, Phong Dien town is expected to have an area of ​​approximately 945.66 km2 and a total population of 105,597 people (including the converted population); the inner city area is expected to comprise the existing town area and eight communes of Phong Dien district. The proposed areas for establishing Phong Thu, Phong Hai, Phong Hoa, Phong Phu, Phong An, and Phong Hien wards meet 11 out of 13 criteria for wards within a town according to the standards of a type IV urban area…

The appraisal council concluded that the project dossier was prepared in accordance with regulations and met the requirements. Regarding the six areas slated for merger into wards, they basically met the criteria, and the commercial infrastructure showed signs of sustainable development…

During the conference, the members of the Appraisal Council highly appreciated the project proposal. Accordingly, the procedures were comprehensive and in accordance with regulations, fully assessing all criteria and standards according to relevant resolutions; the data was compiled scientifically and completely, consistent with urban planning and development programs; and it met the conditions for applying the special mechanism.

Further comments on the project proposal suggested that the province needs to conduct a more thorough assessment of infrastructure and urban classification to better reflect its development potential; future orientations should further enhance the urban potential of Phong Dien. Additionally, they recommended the issuance of more mechanisms and policies to attract investment and develop tourism; solutions to increase population size and focus investment on criteria that have not yet met standards; intensified dissemination of information on urban issues; streamlining and reorganizing the urban government apparatus; clarification of some aspects of land use planning and infrastructure development in the localities subject to merger; and a specific assessment of investment in each stage…

At the conference, Central Committee member and Secretary of the Thua Thien Hue Provincial Party Committee Le Truong Luu expressed gratitude for the attention and support of central ministries and agencies in the development of Thua Thien Hue in general and Phong Dien district in particular over the past period; he also stated that after the conference, the province will submit a full and detailed report explaining the contents of the appraisal council's comments to the Ministry of Construction for the issuance of the recognition decision.

Concluding the conference, Deputy Minister of Construction Nguyen Tuong Van stated that this project had been carefully assessed and highly appreciated the province's proactive approach. He requested that Thua Thien Hue province pay attention to infrastructure development issues in the communes slated to become or be merged into wards; and assess the suitability of the approved planning levels: the zoning plan for the area slated for ward establishment, the Phong Dien urban master plan, and the approved Thua Thien Hue urban master plan…

“Phong Dien has a convenient transportation system and is located within a chain of urban areas with great potential, which is the basis for building a dynamic urban center. All 18 members of the Appraisal Council unanimously agreed on the areas proposed for the establishment of wards within Phong Dien urban area. With 83.75 points from the members' assessment, the Appraisal Council approved the dossier recognizing the area proposed for the establishment of Phong Dien town as meeting the criteria for a type IV urban area. However, Thua Thien Hue needs to incorporate the opinions of the appraisal council members to finalize the dossier and submit it to the competent authority for approval as soon as possible.” – Deputy Minister of Construction Nguyen Tuong Van emphasized./.
