Agricultural tourism: Finding a way to break through.

Providing sustainable livelihoods for the people.

To develop agricultural tourism, the State has implemented numerous strategies and policies to promote its development, such as Decision No. 263/QD-TTg dated February 22, 2022, approving the National Target Program for New Rural Development for the period 2021-2025, which assigns the Ministry of Culture, Sports and Tourism to lead and coordinate with the Ministry of Agriculture and Rural Development (MARD) to promote agricultural tourism development; and the Vietnam Tourism Development Strategy to 2030, which sets out the task of promoting community tourism, agricultural and rural tourism, and ecotourism.

Thanks to government incentives, localities have begun investing in and developing agricultural tourism. Several typical agricultural tourism programs have become brands attracting tourists, such as: the rice harvest season tour in Duong Lam ancient village (Hanoi); visiting Dong Ho folk painting village (Bac Ninh); Moc Chau farm (Son La); Tra Que vegetable village (Hoi An, Quang Nam); enjoying the terraced rice fields during the harvest season in Mu Cang Chai (Yen Bai), Sa Pa (Lao Cai)...

These activities contribute to providing more sustainable livelihoods for the community, helping to preserve and promote the ecological and cultural values ​​of agriculture and rural areas.

Assessing the effectiveness of agricultural tourism, the Ministry of Agriculture and Rural Development believes that tourism has made a significant contribution to changing the "face" of many rural areas, turning many localities into "livable countryside." Rural tourism not only promotes socio-economic development and shifts the rural economic structure but also preserves landscape, ecological, environmental values, and traditional cultural identity; contributing to narrowing the income and enjoyment gap between rural and urban residents.

Rural tourism is also an important factor in promoting agricultural and rural development through livelihood transformation, boosting consumption of agricultural products, increasing people's income, supporting the maintenance of traditional crafts, developing valuable local products, creating trust and attachment to the homeland, and attracting investment in the agricultural and rural sectors.

The advantages have not been fully exploited.

While agricultural tourism offers significant benefits, the reality is that we haven't fully exploited the potential and advantages that nature has bestowed upon us. According to experts, agricultural and rural tourism is currently developing spontaneously and haphazardly, lacking unique creativity, thus failing to create added value and differentiation for its products. Many destinations struggle to connect with stakeholders such as investors, tourism experts, and travel agencies to develop products that attract tourists.

In reality, the agricultural tourism industry currently lacks professionalism. Activities are often spontaneous, small-scale, and lack a branding strategy. Meanwhile, cooperation between travel agencies and destinations offering agricultural tourism activities is limited. The linkage for developing agricultural tourism between localities within the province and across the country has not been effectively implemented…

According to Le Quoc Thanh, Director of the National Agricultural Extension Center, Vietnam's agriculture is very diverse and rich, with each region having different ecological characteristics and products. This is a favorable condition for developing agricultural tourism. However, to develop agricultural tourism, it must start with agricultural products, and farmers themselves must have knowledge of tourism to create diversity and effectiveness.

According to Associate Professor Bui Thi Nga (Vietnam Academy of Agriculture), developing agricultural tourism helps farmers transition from traditional agriculture to agriculture combined with entertainment and experiences, bringing high efficiency to both the agricultural and tourism sectors. Therefore, it is necessary to improve and continuously enhance the quality and diversify agricultural tourism products to meet the needs of tourists and increase their spending on agricultural tourism products and services outside of tours and supplementary services.

Furthermore, it is necessary to strengthen cooperation between travel businesses and destinations offering agricultural tourism activities. This includes promoting the development of agricultural tourism linkages between localities within the province and across the country; creating conditions for connecting destinations with travel businesses to improve and develop agricultural tourism products, as well as attracting domestic and international tourists.

The World Tourism Organization (UNWTO) forecasts that agricultural and rural tourism will become a strong growth segment in the coming years; by 2030, the number of tourists participating in this type of tourism globally will account for 10%, with revenue of approximately US$30 billion, and annual growth of 10-30%, while traditional tourism types only grow at an average of 4% per year. Therefore, if we know how to leverage our inherent advantages, agricultural and rural tourism in Vietnam in general and Hanoi in particular will certainly become a "gold mine" for the national green economy.
