More importantly, it is crucial to strengthen the bonds and foster a spirit of solidarity among districts and counties within the capital city.
Maintain the leading position.
According to Nguyen Van Chi, Deputy Head of the Standing Office of the Hanoi New Rural Development Program Coordination Office, the funding provided by the districts to the counties has helped the city's National Target Program for New Rural Development achieve faster progress in both quantity and quality. The appearance of Hanoi's rural areas is increasingly improving, continuing to maintain its leading position nationwide in new rural development.
As of October 2024, all 18/18 district-level administrative units of Hanoi have been recognized by the Prime Minister as meeting the standards for new rural areas. 382/382 communes have completed the construction of new rural areas, 188 communes have achieved advanced new rural area standards, and 76 communes have been recognized as achieving model new rural area status.

Recently, Thanh Tri district had the honor of becoming the first locality in Hanoi to be recognized by the Prime Minister as a "District meeting the standards of advanced new rural development". Three other districts, including Dong Anh, Gia Lam, and Hoai Duc, have also completed the assessment process and are submitting their dossiers to the Central Council for New Rural Development Assessment for consideration and recognition as having completed the task of "Advanced New Rural Development District".
In addition, Hanoi has now met and basically met 8 conditions as stipulated in Decision No. 321/QD-TTg of the Prime Minister. The Hanoi Rural Development Program Coordination Office is actively completing the dossier to submit to the competent authority for consideration and assessment of the city's completion of the rural development task in 2024.
According to Do Manh Hung, Chairman of the People's Committee of Ba Vi District, the locality faced extremely difficult starting points; not only was it far from the central area and had diverse terrain, but the district also had 7 out of 14 communes inhabited by ethnic minorities and mountainous regions. Therefore, it wasn't until mid-September 2023 that Ba Vi District was recognized by the Prime Minister as having achieved the new rural standard – becoming the last district-level administrative unit in Hanoi to reach the goal.
In the achievements of building new rural areas after nearly 15 years of effort in Ba Vi district, along with the great attention and investment from the city, and the concerted efforts of all sectors of the people, Mr. Do Manh Hung emphasized the spirit of solidarity, mutual support, and active assistance from the government and people of the inner city districts.
“The district has received hundreds of billions of VND in support from districts such as Tay Ho, Thanh Xuan, Hoan Kiem, Cau Giay… to implement the investment and construction of dozens of socio-economic infrastructure projects. This is an extremely important prerequisite to help Ba Vi complete and improve the criteria, and achieve the goal of becoming a new rural district…” - Mr. Do Manh Hung emphasized.
Mutual support, for a developed Hanoi.
Hanoi recognizes that building new rural areas is a long-term process with a starting point but no end point. Therefore, relevant departments and localities need to continue to pay attention, mobilize, and allocate resources to complete and improve the criteria for building new rural areas; striving to build rural areas into livable places.
Regarding the districts, the City Party Committee requested continued attention and allocation of funds to support the counties, with a focus on assisting remote, mountainous, and ethnic minority areas that still face many difficulties. At the same time, it called for strengthening connections and mutual support in other areas of socio-economic life, for a Hanoi that is increasingly developing comprehensively.

Deepen district-county relations.
The funding from the districts to support the counties is balanced and allocated from the State budget, or in other words, the financial support from the people of the districts to the people of the counties who are still facing many difficulties. This sharing is a great motivation and resource that helps the counties complete many criteria for physical infrastructure and socio-economic infrastructure, thereby taking another step towards the goal of new rural development.
According to Do Minh Tuan, Vice Chairman of the Soc Son District People's Committee, the district's rural development efforts faced numerous difficulties due to its low starting point. Therefore, support from other districts was extremely important, helping the locality achieve the "New Rural District" status in 2021.
“We are well aware that the support resources from the districts are a very valuable gesture of sharing. Therefore, managing and effectively utilizing socio-economic infrastructure projects is both an obligation and a responsibility, so as not to disappoint the people of the inner-city districts…” - Mr. Do Minh Tuan shared.
Speaking with a reporter from the Economic & Urban Newspaper, Vice Chairman of the Tay Ho District People's Committee Nguyen Thanh Tinh said that, in reality, the locality still faces certain difficulties regarding investment budget; however, compared to suburban districts, the resources are better. Following the direction of the Hanoi City Party Committee, from June 2020 (when Resolution 115 was issued by the 14th National Assembly) to the present, the district has allocated nearly 341 billion VND to support 8 districts in building new rural areas.
“The Party Committee, the government, and the people of Tay Ho district consider this support as a way of sharing the difficulties faced by suburban districts that still face many challenges. This is also a shared responsibility of the Party Committee, the government, and the people of Tay Ho district in achieving the city's development goals, including Program No. 04-CTr/TU of the Hanoi City Party Committee for the 2021-2025 term,” Mr. Nguyen Thanh Tinh added.
To date, the projects funded by the districts are proving to be very effective. The districts are continuing to direct agencies and units to manage and utilize socio-economic infrastructure projects efficiently and for their intended purpose. This is primarily to avoid wasting public assets and to live up to the generosity of the districts.
According to Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen, the correct and humane policies of the 14th National Assembly, the attention and guidance of the Hanoi Party Committee and People's Committee, and the synchronized and effective implementation from the city level to the grassroots have contributed to creating strong changes in the appearance of rural areas and improving the quality of life for the people.
“Resolution 115 of the 14th National Assembly has contributed to positive achievements in building new rural areas in Hanoi; bringing rural areas closer to urban areas. More importantly, it has contributed to strengthening the connection and solidarity between localities, building an increasingly strong political system in the capital city…” - Mr. Nguyen Manh Quyen emphasized.
New values need to be established.
Along with the investment support from districts for infrastructure upgrades in the counties, developing new linkages to maximize the strengths of these localities is extremely important.
To achieve this, districts and counties need to proactively engage in exchanges to establish new values, thereby building cooperation orientations in various fields to promote long-term economic, cultural, and social development, in line with the practical needs of the capital city.
