Digital transformation is becoming one of the key pillars for the Dong Nai City Police to improve management effectiveness, service quality for the people, and build an increasingly professional, elite, and modern force.

The improvement of institutions, the development of data and digital infrastructure, and the gradual application of artificial intelligence (AI) at the grassroots level demonstrate that digital transformation is no longer an option, but an essential requirement for the police force to enhance management effectiveness and meet development demands in the new era.

Digital transformation from practical work experience.

Recently, the Dong Nai City Police have clearly demonstrated their pivotal role in advising and organizing the implementation of digital transformation tasks, contributing to the promotion of digital government, digital economy , and digital society development in the area.

Notably, the Dong Nai City Police Department has advised the City People's Committee to issue many important directives on digital transformation and Project 06; and simultaneously implemented comprehensive solutions on improving institutions, building data, developing digital infrastructure, ensuring cybersecurity, and reforming administrative procedures. These results affirm that digital transformation in the police force is not just a matter of technology, but a new approach to improving service quality and operational capacity.

In particular, the City Police Department has advised on the consolidation of the Steering Committee for the development of science, technology, innovation, digital transformation, and Project 06 of the city; advised on the issuance of a data architecture framework, data governance framework, data dictionary, and a list of common data, creating an important foundation for building a synchronized and unified digital data ecosystem throughout the city. At the same time, the City Police Department has also built and connected 15 specialized databases with the National Population Database. Along with that, the work of cleaning and standardizing data in the fields of social insurance, land, education, taxation, and residence continues to be promoted. Based on that data, the online public service system received more than 276,000 applications during the period, with an online application rate of over 97%. This figure shows that digital transformation has moved beyond the "experimental" phase and is now addressing specific, daily matters for citizens and businesses.

Notably, at the grassroots level, digital transformation models are also being implemented by police units and localities. For example, at Long Thanh Ward Police Station, the unit has launched an AI Digital Assistant Club model with 12 members and built the Long Thanh Police Digital Assistant system, directly integrated into the official website.

Major Le Huy Thong, Head of Long Thanh Ward Police, said: "This is not an ordinary chatbot, but a specialized AI Agent designed based on internal data, business processes, and a strict authorization mechanism. The system has currently updated 53 administrative procedures of the unit. After more than two months of testing, the model recorded over 500 to about 600 inquiries, contributing to reducing the number of citizens who have to come directly to the headquarters just to ask about repetitive procedures by about 30%, while saving about 50 working hours per month. Beyond administrative reform, the AI ​​model in Long Thanh also opens up a new direction in disseminating and educating the public about the law online."

The AI ​​Digital Assistant Club has organized 3 training courses on AI application skills, demonstrating that digital transformation not only changes the way people are served but also fosters a "digital mindset" among officers and soldiers at the grassroots level.

Digital literacy activities have also been expanded to many units throughout the city. For example, in Xuan Phu commune, the commune police have innovated their methods of disseminating legal information to students through vivid videos; promotional materials on preventing and combating school violence have spread widely on social media, achieving over 621,000 views on the Dong Nai City Police fanpage and over 759,000 views on the Government Information fanpage.

Meanwhile, the Tan Tien Commune Police focused on issuing identity cards and electronic identification (VNeID) to children under 14 years old, having received and completed applications for over 300 cases, and assisting in activating and updating electronic identification for hundreds more. These approaches demonstrate that digital transformation within the Dong Nai Police force is moving in a very practical direction: close to the people, responsive to their needs, and producing measurable results.

Improve the platform, accelerate conversion.

At the Conference on Reviewing the Implementation Results of Resolution No. 57, Project 06, Digital Transformation and Administrative Reform on June 11th, Colonel Lam Van Long, Deputy Director of the Dong Nai City Police, acknowledged and commended the proactive and innovative efforts of the units. He also requested that police units and localities continue to raise awareness and responsibility of leaders in digital transformation; promote the digitization of records and effectively utilize data to serve operational work; strengthen the application of AI, ensure information security and cybersecurity; promote good models and innovative approaches, focusing on citizens and businesses as the central service, and resolutely achieve the digital transformation goals and tasks for 2026. The guiding principle is that digital transformation must be linked to leadership responsibility, work processes, and actual service results.

Following the directives of the city's police leadership, it's clear that the immediate solution is not just investing in software or equipment, but creating a synchronized "three-legged stool": institutions, data, and people. In this, institutions must come first to protect personal data, ensure cybersecurity, and standardize processes; data must be cleaned, connected, shared, and centrally managed; and people must be trained to use the system, exploit data, and master the technology.

Discussing this matter, Lieutenant Colonel Nguyen Hai Duong, Deputy Head of the Cyber ​​Security and High-Tech Crime Prevention Department (PA05) of the Dong Nai City Police, said: Following the direction of the city's police leadership, PA05 has advised on the development and implementation of a system for receiving and managing applications for information security levels in Dong Nai City.

According to Lieutenant Colonel Nguyen Hai Duong, in the coming time, the unit will continue to advise the People's Committee of Dong Nai province to issue regulations on protecting personal data in the activities of state agencies in Dong Nai. Periodically and unexpectedly, they will advise the Chairman of the People's Committee of Dong Nai province to organize inspections and evaluations of the implementation of regulations ensuring cybersecurity and network information safety in the city to achieve higher efficiency in digital transformation.

Reportedly, the City Police have deployed the 3.0 version of the online document management system to 100% of its units and localities; the processing of electronic files, digital signatures, and working in a digital environment have been intensified, creating a foundation for a more sustainable transformation of the working environment.

Digital transformation in Dong Nai Provincial Police is not just being implemented in isolation but is becoming a widespread trend. According to PA05, the Dong Nai City Police Department has so far developed a system for receiving and managing applications for information security level ratings in Dong Nai City. This has resulted in the creation of 110 information systems on the software (including 95 information systems of the People's Committees of wards and communes - level 1 and 15 information systems of departments and agencies - level 2); the creation of 119 accounts, including 5 administrator accounts managed by PA05 and 114 operational accounts for users to test; and the development of basic user manuals for the system.
