RT reported on November 11th that the FSB stated that the Ukrainian military intelligence agency (HUR) coordinated with the British intelligence agency MI6 to carry out this plot. Their goal was to have the plane shot down over Romanian airspace, causing an international incident involving NATO.
A MiG-31 pilot said that last year, a man who introduced himself as Sergey Lugovsky approached him, initially seeking advice, then using money to persuade him to defect.

After the pilot refused, a Ukrainian agent using the name Aleksandr approached the MiG-31's navigator, offering $3 million and a foreign passport in exchange for the navigator directing the aircraft to fly over an air base near Constanta, Romania.
However, this plot was thwarted by the FSB.
Kyiv has previously provided money and support to defectors. In 2023, Russian Mi-8 helicopter pilot Maksim Kuzminov defected to Ukraine with the assistance of HUR. Two other crew members, unaware of Kuzminov's plan, were killed when the helicopter landed on the other side of the front line. Kuzminov was assassinated a year later in Spain, where he lived under a new identity and with a Ukrainian passport.
In 2022, the FSB accused former Bellingcat investigator Christo Grozev, a Bulgarian-born journalist, of participating in a failed Ukrainian attempt to recruit Russian military pilots.
