Located on the coastal strip, Vinh Hai commune was formed by merging three communes: Nhon Hai, Thanh Hai, and Vinh Hai. It boasts the vast Nui Chua National Park, with its rich and diverse ecosystem, recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO) as a World Biosphere Reserve. Alongside it is the Ninh Thuan 2 Nuclear Power Plant – a key national energy project currently underway, contributing to a breakthrough in sustainable economic development and industrialization of the country.

The Vinh Hai area also boasts a beautiful coastal road, part of the vital Provincial Road 702, creating a vibrant new rural landscape. Among its attractions, Vinh Hy Bay is renowned for its year-round clear blue waters and refreshing breezes, along with numerous eco- tourism destinations that are a highlight on the South Central Vietnam tourism map.

Lieutenant Colonel Tran Duc Vuong, Head of the Vinh Hai Commune Police, added that this area has 9,642 households with nearly 30,000 residents living in 15 villages, including 2 villages with a large Raglai ethnic minority population. Nearly 90% of the commune's residents specialize in cultivating grapes, onions, garlic, and exploiting coastal fisheries with the My Tan fishing port.
Over the past year, the Vinh Hai Commune Police have consistently demonstrated unity, overcome difficulties, and maintained strict discipline and order in their work. They have implemented a comprehensive range of professional measures and regularly advised the local Party committee and government on mobilizing the strength of the entire political system to build a solid foundation of public support through the "All People Protect National Security" movement. This has enabled them to proactively and effectively carry out the task of maintaining political security, ensuring social order and safety, and promoting peaceful living conditions.

To ensure the movement truly spreads widely and positively impacts every village and residential area, the Vinh Hai Commune Police always effectively implements the motto "Maintaining security and order from the grassroots," focusing on "Prevention is key," and "The people are the center."
One effective measure is to strengthen the dissemination of legal information, guide administrative procedures, provide information on security and order, warn about the methods of operation of various types of criminals and violations of the law... through various forms, both directly and via radio, Facebook, Zalo groups, and at the same time, build models that closely reflect the realities of local social life, are close to the people, and help the people with concrete actions so that people will have more trust, admiration, and actively participate in protecting security and order.


Accordingly, in addition to maintaining models such as "Security Cameras," "People's Self-Management Teams for Security and Order," "Security and Order Linkage Clusters between Agencies, Businesses, Schools and Local Authorities," and "Schools Ensuring Security, Traffic Safety, and Fire Prevention," the Vinh Hai Commune Police have developed a new model: "Crime Prevention and Control Checkpoints," establishing three checkpoints on Truong Sa, Hoang Sa, and the Northern Ring Road to monitor entry points and conduct round-the-clock patrols in key areas with a high risk of crime.
In particular, the "My Family Has Someone Participating in Crime Prevention" model, implemented across all 15 villages, involves each household assigning one person to join the Zalo group for security and order, promptly receiving urgent information from the commune police and quickly reporting and requesting action on emerging incidents. Many residents of Vinh Hai commune believe that this model not only enhances the effectiveness of local security and order protection but also serves as a bridge connecting commune police officers and soldiers, fostering closer and friendlier relationships, and actively supporting residents in protecting their peaceful lives.

Surprisingly, the "Free English Class," which opened on June 8, 2026, at My Phong Primary School, has attracted 150 primary school students who register for two-hour sessions on Monday, Wednesday, and Friday evenings. These classes are taught by Lieutenant Le Minh Vu and Lieutenant Tran Duc Anh, both of whom were outstanding students at the People's Security University and the People's Police University.

Drawing on their acquired knowledge and passion for English, the two teachers researched numerous materials, combined with discussions and learning pedagogical methods and skills from experienced teachers to deliver accurate and easily understandable lessons. Student Pham Thien Phuc, residing in My Phong village, Vinh Hai commune, expressed: “Teacher Vu and Teacher Anh are very kind to me and my friend Nguyen Nhat Duong. Both teachers explain lessons in a very clear and easy-to-remember way, so the students in the class are very happy. At the end of each lesson, the two teachers also guide us on how to prevent traffic accidents and school violence…”

Meanwhile, the "Free Swimming Class," which opened on June 20, 2026, has attracted 150 students under 15 years old. They receive training in swimming techniques, knowledge on preventing drowning accidents in rivers, streams, ponds, lakes, and coastal beaches, and skills in handling dangerous situations. Each swimming lesson takes place in the late afternoon every weekday. The swimming pool and related equipment are provided by businesses, while the "swimming instructors" are officers and soldiers from the Vinh Hai Commune Police.
“Many parents are truly pleased that their children's summer vacation time is being used productively through the “Free Swimming Classes” and “Free English Classes.” These two classes, part of the “Soldier's Embrace” model, are community-oriented actions within the “Three Best” emulation movement of the Vinh Hai Commune Police, creating a positive impression on a large number of local people. This model needs to be replicated so that the Commune Police can continue to accompany, support, and assist people in caring for cultural education and physical training for young people, contributing to preventing violations of the law and social evils early and from afar; at the same time, enhancing the image of a courageous, humane, and people-serving police officer.”

Witnessing the atmosphere of the two free classes, organized as professionally as specialized classes in the cultural, physical education, and sports environment, many people in Vinh Hai commune were moved and admired the sense of responsibility, kindness, and affectionate feelings of the "lecturers" and "coaches" wearing police uniforms.
