On the afternoon of September 18, the Ministry of Finance and the Ministry of Industry and Trade jointly announced changes to retail gasoline prices. The effective time is from 3:00 p.m. the same day.

Accordingly, the regulatory agency decided to increase the price of E5 RON 92 gasoline by VND230/liter and RON 95 gasoline by VND200/liter. After adjustment, the retail price of E5 RON 92 gasoline is VND19,980/liter and RON 95 gasoline is VND20,600/liter.

Diesel oil increased by 60 VND/liter to 18,700 VND/liter, kerosene increased by 180 VND/liter to 18,540 VND/liter; fuel oil increased by 40 VND/kg to 15,130 VND/kg. The management agency still maintains not to draw from or spend from the price stabilization fund.

Thus, domestic gasoline prices have reversed after only one decrease. Since the beginning of the year, RON 95 gasoline has increased 22 times and decreased 17 times. Diesel has increased 20 times, decreased 17 times and remained unchanged once.

The fuel price stabilization fund of some key enterprises still recorded a large positive level because this fund has not been used in many recent management periods. The fund balance as of the end of the first quarter was more than 6,079 billion VND. Of which, the balance at the Vietnam National Petroleum Group ( Petrolimex ) accounted for half, at 3,082 billion VND.

In another development, the Politburo has just issued Resolution 70 on ensuring national energy security until 2030, with a vision to 2045. Accordingly, regarding the petroleum sector, the Politburo requires the target that by 2030, oil refineries will meet at least 70% of domestic petroleum demand; petroleum reserves will reach about 90 days of net imports.

In addition, develop a facility with full capacity to import liquefied natural gas (LNG) according to the needs of LNG power sources and other needs; form centralized LNG energy centers to harmonize regions.

The Politburo requested to continue attracting investment in the petrochemical sector towards deep processing, improving the quality of petroleum products, meeting domestic demand and aiming for export in accordance with market demand and the energy transition roadmap.

In addition, develop and implement a national energy reserve strategy; a strategy for managing, using, reserving and protecting strategic minerals to serve energy development. Invest in building a system of crude oil, gasoline, gas and coal reserves in accordance with the needs of socio-economic development and national energy security both on land and at sea.

In particular, the Politburo also requested to encourage private enterprises to participate in investment projects in energy storage infrastructure such as storage batteries, LNG warehouses, gasoline and oil warehouses both on land and at sea.
