Fuel prices are rising.

(Dan Tri Newspaper) - In the price adjustment on September 18th, gasoline and diesel prices increased across the board. Specifically, gasoline prices rose by 200-230 VND/liter.

On the afternoon of September 18th, the Ministry of Finance and the Ministry of Industry and Trade jointly announced a change in retail gasoline and diesel prices. The changes will take effect from 3 PM on the same day.

Accordingly, the regulatory agency decided to increase the price of E5 RON 92 gasoline by 230 VND/liter and RON 95 gasoline by 200 VND/liter. After the adjustment, the retail price of E5 RON 92 gasoline is 19,980 VND/liter and RON 95 gasoline is 20,600 VND/liter.

Diesel fuel increased by 60 VND/liter to 18,700 VND/liter, kerosene increased by 180 VND/liter to 18,540 VND/liter; and fuel oil increased by 40 VND/kg to 15,130 VND/kg. The regulatory agency continues to maintain the policy of not allocating or disbursing funds from the price stabilization fund.

Thus, domestic gasoline prices have reversed course and increased after only one day of decline. From the beginning of the year until now, RON 95 gasoline has increased 22 times and decreased 17 times. Diesel fuel has increased 20 times, decreased 17 times, and remained unchanged once.

The fuel price stabilization fund of several key enterprises still has a large positive balance because this fund has not been used in many recent price adjustment periods. The fund balance as of the end of the first quarter was over 6,079 billion VND. Of this, the balance at Vietnam National Petroleum Group ( Petrolimex ) accounts for half, at 3,082 billion VND.

In other news, the Politburo has just issued Resolution 70 on ensuring national energy security until 2030, with a vision to 2045. Accordingly, regarding the petroleum sector, the Politburo requires that by 2030, oil refineries meet at least 70% of domestic petroleum demand; and petroleum reserves reach approximately 90 days of net imports.

In addition, develop a fully capable infrastructure for importing liquefied natural gas (LNG) to meet the needs of LNG-fired power plants and other applications; and establish LNG energy centers that harmonize with regional needs.

The Politburo requested continued investment attraction in the petrochemical sector, focusing on deep processing, improving the quality of petroleum products, meeting domestic demand, and aiming for exports in line with market needs and the energy transition roadmap.

Furthermore, it is necessary to develop and implement a national energy reserve strategy; a strategy for managing, utilizing, stockpiling, and protecting strategic minerals to serve energy development. Investment should be made in constructing a system of storage facilities for crude oil, petroleum products, natural gas, and coal that are suitable for socio-economic development needs and national energy security, both on land and at sea.

In particular, the Politburo also requested that private enterprises be encouraged to participate in energy storage infrastructure investment projects such as battery storage, LNG storage facilities, and oil and gas storage facilities, both onshore and offshore.
