Affirming the role

When Hue was recognized as a centrally-governed city, its economic scale was considered, but the most important reason for the central government and the entire country's trust and recognition of Hue was its rich cultural heritage. When discussing Vietnamese culture, Hue must be mentioned. Therefore, General Secretary To Lam affirmed: "Hue deserves to become a centrally-governed city," along with the message: "The whole country is for Hue, Hue is for the whole country."

Resolution 60-NQ/TW, dated April 12, 2025, of the 13th Central Committee of the Communist Party of Vietnam was issued, along with a list of 34 provinces and cities after mergers and consolidations, and proposed names and administrative centers. Hue is one of the localities not subject to mergers or consolidations.

The preservation of Hue's status as a centrally-governed city further affirms its role and position, built upon the foundation of Vietnam's first cultural heritage site. This also reflects the central government's expectations for Hue's increased role in the future, as the country enters a period of national development. This includes not only promoting its cultural heritage but also positioning Hue as an economic hub and leading force in the region.

Speaking at the ceremony commemorating the 50th anniversary of the Liberation of Hue (March 26, 1975 - March 26, 2025) and the 95th anniversary of the establishment of the Hue City Party Committee (April 1930 - April 2025), Standing Committee member of the Party Central Committee Tran Cam Tu stated: With new opportunities and favorable circumstances, we are facing a historical chance to usher the country into a new era, an era of national progress; this is also the time to orient our future. Along with the rest of the country, the demands and tasks placed on Hue City - one of the six centrally-governed cities of Vietnam - are increasingly high. Hue must develop in a manner commensurate with its new role and position.

“The Party and the State hope that Hue City will continue to strongly promote its historical and cultural traditions, the spirit of unity, the aspiration to excel, accelerate innovation and creativity, and resolutely achieve the set goals and plans; creating a strong impetus to build Hue into a sustainably developed, safe, peaceful, friendly, and happy city,” Standing Committee member of the Party Central Committee Tran Cam Tu expressed his wish.

Be more proactive at work.

In his article "Rising to the Edge in International Integration," General Secretary To Lam addressed solutions to promote comprehensive integration in culture, society, tourism, environment, education and training, health, and other fields. Regarding culture, integration must be linked to the preservation, promotion, and dissemination of national culture; developing cultural industries, content industries, and cultural products and brands with global competitiveness and quality. General Secretary To Lam emphasized that the requirement is to integrate while maintaining national identity; integration and assimilation, not assimilation.

Clearly, in this new phase, the challenge of asserting Hue's role is crucial. Never before has Hue had such a great opportunity to affirm its position, role, and influence as it did recently when the Politburo issued Resolution 59-NQ/TW on January 24, 2025, on international integration in the new context. In the development orientation linked to this resolution, the fields of culture and tourism, healthcare, education, and science and technology are prioritized for promotion – areas where Hue has strengths and a pioneering spirit.

Therefore, as Hue enters a new phase of development, it is crucial to consider what it can do to both preserve and promote its values, while contributing to the country's deeper integration into the global community across various fields, especially culture. It needs to proactively leverage its advantages, transforming existing values ​​into strengths for economic development.

One proposed solution for Hue is to develop human resources in a focused and targeted manner, emphasizing high-quality personnel for priority sectors and fields to meet requirements. Policies should be implemented to attract and retain talented individuals and skilled experts. The goal is to build a truly exemplary team of cadres, Party members, leaders, and managers at all levels, especially those in leadership positions, who possess the necessary qualities, capabilities, and prestige to meet their responsibilities and adapt to change.

At a recent working session of the Party Central Committee, the Secretary of the Hue City Party Committee, Chairman of the City People's Council, and Head of the Hue City National Assembly Delegation, Le Truong Luu, with departments, agencies, and localities, emphasized the need for proactiveness in the work ethic. The city is entering a new phase, so the mindset and work ethic must be new. It is essential to be proactive in seeking tasks and providing advice in resolving issues, rather than waiting for directives or requests from higher levels. During the process of managing and implementing tasks, if any problems arise or specific tasks need to be changed for greater efficiency, proactive reporting is necessary for timely adjustments.
