Breakthrough solutions for highway projects

On the morning of September 8, the Ministry of Transport coordinated with the three provinces of Ninh Binh, Thanh Hoa, and Nghe An to organize a conference to review the implementation of the North-South Expressway construction project in the Eastern region in the 2017-2020 period, from Ninh Binh to Nghe An.

Reporting at the conference, Mr. Le Quyet Tien, Director of the Department of Construction Investment Management, Ministry of Transport, said that the project to build a number of expressway sections on the North-South Eastern route in the 2017-2020 period has implemented 11/11 component projects with a total length of 652.86km.

The new National Highway 45 - Nghi Son has just been put into operation.

Up to now, 8/11 projects have been completed and put into operation, including 1 BOT project and 7 public investment projects with a length of 518km.

3 projects are being implemented, of which My Thuan 2 bridge is expected to be completed in 2023, 2 BOT projects Dien Chau - Bai Vot and Cam Lam - Vinh Hao are expected to be completed in 2024.

The North-South expressway construction projects from Ninh Binh to Nghe An have been put into operation, including 4 component projects, with a length of 171.85km and an investment of 27,353 billion VND, passing through 4 provinces (Nam Dinh 5.1km, Ninh Binh 24.4km, Thanh Hoa 98.8km, Nghe An 43.5km).

The completion of the expressway from Ninh Binh to Nghe An and its operation has shortened the travel time from Hanoi to Nghe An (Dien Chau) to only about 3 - 3.5 hours, meeting the demand for passenger and cargo transportation between the provinces in the Northern and North Central regions; minimizing accidents and traffic congestion on National Highway 1.

At the same time, create conditions to promote regional economic development and form and develop industrial parks, cultural and tourist centers of Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An provinces and the North Central region.

Minister Nguyen Van Thang emphasized that during the implementation process, there were many difficulties and obstacles that greatly affected the progress such as: the Covid-19 pandemic, difficulties in materials, fluctuations in raw material prices, unusual weather, the rainy season coming earlier and lasting longer than usual, etc.

With the spirit of "overcoming the sun, overcoming the rain", organizing construction "3 shifts, 4 teams", working through holidays, Tet... At the construction sites of highway projects passing through the North Central region, thousands of engineers and workers have been working day and night, promoting the spirit of "going first to pave the way".

"When the sun is bright enough, we do asphalt concrete construction, and when it rains a lot, we switch to making bridges, culverts, guardrails, and signs. The weather may be unfavorable, but output cannot help but increase. That spirit, that momentum, that flexible solution has created impressive breakthroughs at construction sites," said Minister Nguyen Van Thang.

The Minister also shared that he was “very touched by the support and assistance of the contractors” during the recent completion period. Although during the bidding process, there was competition to win the project, but in the final stage, the contractors were ready to support each other.

The Minister said there are large contractors willing to support machinery and even hundreds of workers for small contractors...

Up to now, the expressway section from Ninh Binh to Nghe An has been completed on schedule and with quality in accordance with technical requirements, increasing the total length of expressways in operation nationwide to 1,822km.

From the difficulties that have been overcome, to promote the results that have been achieved, Minister Nguyen Van Thang said that it is necessary to mobilize the active and responsible participation of the entire political system from the central to local levels and the whole society for the common development of the country.

At the same time, closely follow reality, proactively and promptly detect difficulties and obstacles to propose solutions, mechanisms and policies to resolve them in the direction of minimizing administrative procedures and intermediary stages, concentrating responsibilities, shortening implementation time; in the spirit as the Government has thoroughly grasped "wherever difficulties are, solve them there, at which level, solve them at that level, avoid phenomena of pushing and shirking responsibilities that affect the progress and common goals of projects.
