Quarterly meeting on mass mobilization work (third quarter)

Also attending were members of the Provincial Party Standing Committee: Do Viet Anh, Head of the Provincial Party Committee's Mass Mobilization Department; Tran Song Tung, Vice Chairman of the Provincial People's Committee; Nguyen Hoang Ha, Chairman of the Provincial Committee of the Vietnam Fatherland Front; leaders of several agencies, units, departments, branches, and socio- political organizations of the province; the Standing Committee of the Hoa Lu District Party Committee; and representatives of exemplary models of effective mass mobilization.

Speaking at the conference, delegates unanimously agreed with the draft report on the results of mass mobilization work in the third quarter and tasks for the fourth quarter of 2024. The report affirmed that in the third quarter, the situation of the people, religion, ethnic groups, political security, and social order and safety in the province remained stable. The people mourned the passing of the late General Secretary Nguyen Phu Trong – an exceptionally outstanding leader, a shining example of studying and following the thoughts, ethics, and style of Ho Chi Minh , a loyal communist party member with great prestige in the Party, State, and people of Vietnam; cadres, party members, and the people strictly observed the regulations on the State Funeral.

In the third quarter, the Provincial Party Committee and its Standing Committee directed Party committees and organizations at all levels to seriously implement the preliminary and final reviews of the Party's directives and resolutions on mass mobilization work according to the plan; led and directed the continued implementation of key tasks and solutions for socio -economic development, promoting economic growth, and improving the investment environment; and focused on resolving difficulties and obstacles in production and business activities. Attention was also paid to effectively handling citizen complaints and denunciations.

Strengthening propaganda efforts to implement political tasks and major events of the country and the province; protecting the Party's ideological foundation, combating and refuting erroneous and hostile viewpoints, disseminating positive information, and combating, preventing, and handling harmful and toxic information. Providing timely, decisive, and effective guidance on monitoring the situation and implementing measures to prevent, combat, and mitigate the consequences of Typhoon No. 3; focusing intensely on flood-affected areas in Nho Quan and Gia Vien districts.

The mass mobilization work of state agencies has been effectively implemented. The activities of the Vietnam Fatherland Front, political and social organizations, and mass associations have continued to innovate in content and methods, focusing on the grassroots level, and have participated in resolving many new and difficult issues in the locality. All levels, sectors, and strata of the people actively participated in supporting the provincial "Gratitude and Social Welfare" Fund in 2024 and supporting those affected by Typhoon No. 3. In addition, the people actively responded to patriotic emulation movements and the "Skilled Mass Mobilization" emulation movement; "Gratitude and Social Welfare" activities and social welfare work have been strengthened, contributing to creating social consensus to successfully implement the province's political tasks.

At the conference, delegates presented their views on the results and difficulties encountered in implementing mass mobilization work in the third quarter, and proposed key solutions for the coming period.

Comrade Mai Văn Tuất, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivered the concluding remarks at the conference.

In his concluding remarks at the conference, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, acknowledged and highly appreciated the efforts of all levels and sectors in implementing mass mobilization work in the third quarter.

Regarding the key tasks of mass mobilization work in the fourth quarter, the comrade suggested that, in addition to the tasks mentioned in the draft report, it is necessary to continue to seriously and effectively implement the directives and resolutions of the Central Committee and the province on mass mobilization work, in conjunction with implementing the theme of the Provincial Party Committee's work for 2024. Focus on disseminating Directive No. 35-CT/TW, dated June 14, 2024, of the Politburo and the Plan and documents of the province on the Party Congresses at all levels leading up to the 23rd Ninh Binh Provincial Party Congress and the 14th National Party Congress to a wide range of cadres, Party members, and the people.

Promote and effectively coordinate the implementation of administrative unit restructuring in the province. Maintain a firm grasp of the people's situation and the situation regarding ethnic and religious affairs. Advise on and organize effective thematic conferences on religious affairs. Improve the effectiveness and quality of the four Steering Committees: the Steering Committee for Religious Affairs; the Steering Committee for the Implementation of Grassroots Democracy Regulations; the Steering Committee for the "Skilled Mass Mobilization" emulation movement; and the Steering Committee for coordinating mass mobilization activities in building and defending the Fatherland. Advise on the consolidation of the organizational structure of the Fatherland Front Committees at all levels, political and social organizations, and social associations. Coordinate the organization of the plan for the promotion examination for specialists and civil servants in the Party and political-social organizations.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council noted: Mass mobilization work must continue to participate in land clearance, economic development, new rural construction, flood and storm prevention, and overcoming the consequences of Typhoon No. 3. Continue to organize, implement, and supervise the implementation of resolutions of the Provincial People's Council related to mass mobilization and social welfare work, contributing to bringing the resolutions into life. Promote the patriotic emulation movement, practically celebrating the National Emulation Congress and the Party Congresses at all levels for the 2025-2030 term. Accelerate the compilation of the book "100 exemplary models of 'Skilled Mass Mobilization' in Ninh Binh province, 2021-2025".

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also discussed and clarified some of the suggestions and proposals made by the delegates at the conference.

* Earlier, delegates visited the exemplary "Effective Mass Mobilization" model of veteran Le Duc Vinh, Director of Phu Vinh Investment and Construction Co., Ltd. in Dam Khe Ngoai village, Ninh Hai commune, Hoa Lu district. Veteran Le Duc Vinh participated in combat in the Laotian battlefield and was wounded in 1972 with an 81% disability rate. He was discharged from the army in 1976 and returned to his hometown.

Delegates visited the exemplary "Effective Mass Mobilization" model of veteran Le Duc Vinh, Director of Phu Vinh Investment and Construction Co., Ltd. in Dam Khe Ngoai village, Ninh Hai commune, Hoa Lu district.

With the motto "Disabled but not useless," veteran Le Duc Vinh has continuously overcome difficulties, strived to improve, and set a leading example in patriotic emulation movements in his locality.

In 1989, he invested in building a mini water supply station system. To date, after 35 years, thanks to Mr. Vinh's efforts and the support of various levels of government and agencies, the water supply station system has been fully completed, ensuring the supply of clean water for the people of Ninh Hai commune, some villages in the two neighboring communes of Ninh Thang and Ninh Van, and Ninh Khanh Prison.

Currently, the company provides regular employment for 5 workers and nearly 30 seasonal workers, with an income of 7-8 million VND per person per month. The company's investment in building a clean water facility is of significant importance, contributing to Ninh Hai commune achieving the model new rural standard by 2022.
