According to the plan to merge the Department of Transport and the Department of Construction, after the merger, the department will have 10 specialized departments, reducing 5 out of 19 units, achieving a reduction rate of 26.3% compared to before the reorganization. This includes a reduction of 1 specialized department and 1 state-funded public service unit, namely the Mobile Vehicle Weight Control Station under the Department of Transport.
Since the implementation of Resolution 18-NQ/TW of the 12th Central Committee, from 2017 to the present, the two departments have reduced 3 specialized divisions and 4 public service units, achieving a reduction rate of 33.3%. In terms of staffing, the number of positions has decreased by 1 department director, 1 head of a specialized division, and 4 heads and 4 deputy heads of public service units. Regarding office space, after the merger, one office at 71 Ngo Quyen Street, Dong Ha City, will be eliminated.
According to the plan, the department's leadership structure will consist of one director and six deputy directors. The two units also proposed that the Party Committee of the Provincial People's Committee consider submitting to the Standing Committee of the Provincial Party Committee the assignment of duties to one department director, ensuring that the position is suitable to the capabilities and aspirations of the staff member.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Duc Tien emphasized that this restructuring of the apparatus will be an opportunity for the two departments to unify the tasks that have previously been handled concurrently. The Provincial People's Committee agreed to maintain the number of staff as in the draft plan and reduce one public service unit as proposed. Regarding public service units undergoing equitization according to the Government 's roadmap, this must be done; for public service units proposed to be retained, the basis and regulations must be clarified.
The Provincial People's Committee has assigned the Department of Internal Affairs and its working groups to coordinate with other departments to finalize the project proposal for submission to the Provincial People's Committee for consideration and presentation to the Provincial Party Standing Committee. After receiving general guidance from the central government, the province will implement the project according to the directives to ensure compliance with regulations.
