- To make health insurance a sustainable "social security pillar," in recent times, all levels and sectors in the province have focused on reviewing and encouraging people to maintain their insurance cards continuously, ensuring their right to medical examination and treatment, and contributing to maintaining the health security network from the grassroots level.
Over the years, health insurance policies have increasingly affirmed their role as an important pillar in the social security system. For the people, especially informal workers, the elderly, and households engaged in agriculture and forestry with average living standards, health insurance cards are a practical support system when they unfortunately fall ill or suffer from diseases.
Increase physical activity.
In reality, in some areas, maintaining continuous self-paid health insurance (also known as family health insurance) remains difficult. Some people are complacent, thinking that because they rarely go to the hospital, they don't need to participate; some households, due to unstable income, are late in paying, forget the card's expiration date, or let the card's coverage be interrupted before rejoining when they need medical treatment.

Ms. Nong Thu Huong's family in Van Quan commune once let their family health insurance card expire due to financial difficulties. Ms. Huong recounted: "My family works in agriculture, and our income is seasonal and unstable. Therefore, whenever it was time to pay the health insurance premium, I would hesitate, sometimes even lacking the money to renew it. At the beginning of 2025, my family was in such financial difficulty that we stopped participating in health insurance. At the end of 2025, my child unfortunately had an accident and broke their arm, requiring hospitalization for over two weeks. Because we didn't have health insurance, my family had to pay over 20 million VND in hospital fees, which was incredibly expensive."
It's not just Ms. Huong's family; in fact, over the past period, there have been many cases in the province where people have not participated in or have stopped paying for health insurance cards. Only when they or their loved ones unfortunately suffer accidents or illnesses and need to go to the hospital do they realize the burden of medical expenses. Unexpected hospital fees not only create economic pressure but also make it more difficult for many families during treatment.
Based on this reality, in recent times, Party committees, authorities at all levels, and functional agencies in the province have intensified propaganda and mobilization efforts to help people understand the true and complete meaning of health insurance policies. Instead of just general propaganda, the Social Insurance agency, organizations promoting participation in social insurance and health insurance, and mass organizations have focused on analyzing specific benefits, using cases where the health insurance fund covered significant costs as evidence, helping people change their perception from "only needing it when sick" to proactively participating and maintaining their health insurance cards regularly. As a result, people have gradually understood and changed their thinking; many have better understood the value of health insurance and are proactively participating. Just from the beginning of 2026 to the present, the entire province has had 2,015 people participating in self-paid health insurance (400 new participants and 1,615 people who had previously stopped contributing but have now rejoined). By the end of May 2026, the entire province will have 797,387 people participating in health insurance, accounting for 96.37% of the population, an increase of more than 13,800 people compared to the same period in 2025, exceeding the 2026 target by 1.2%.
With these results, the health insurance policy in the province continues to be maintained, expanded, and increasingly affirms its role in the social security system, becoming a "pillar of support" for each family against health risks.
To achieve these results, the provincial Social Insurance agency directed local Social Insurance agencies to closely coordinate with the People's Committees of communes/wards, organizations supporting the development of social insurance and health insurance participants, and collection staff to review data on those who have not yet participated, those whose cards are about to expire, and those who have stopped contributing, in order to promote and encourage new or renewed participation. The communication efforts not only focused on disseminating general policies but also concentrated on analyzing specific benefits, contribution levels, payment methods, deductions for household participation, and the financial risks of interrupted health insurance coverage.
Go through each group, keep each card.
Mr. Ha Dinh Hai, Deputy Director of the Provincial Social Insurance Agency, said: "When the health insurance coverage rate has reached a high level, the task of maintaining and improving the quality of coverage becomes even more important. To maintain this, we have determined that we must specifically review each group, each locality, and each case whose card is about to expire in order to disseminate information and remind people to renew their cards promptly, ensuring their rights. Maintaining health insurance cards and preserving the 'social security pillar' for the people is not only the responsibility of the Social Insurance Agency but also requires the joint efforts of Party committees, government agencies, mass organizations, medical facilities, and each family."

Currently, the province maintains 5 organizations supporting the development of voluntary social insurance and family health insurance participation, with 184 collection points and nearly 500 staff members. This force directly monitors the local area, coordinating with commune and ward People's Committees to identify those who have not yet participated, those whose cards are about to expire, and those who have stopped paying, in order to disseminate information, remind them of deadlines, and advise them on specific benefits for each target group.
Along with organizations supporting the development of participants, the steering committees for the implementation of social insurance and health insurance policies at the commune and ward levels play a crucial role in bringing policies to the grassroots. Using data on those who have not yet participated or whose cards are about to expire, provided by the social insurance agency, the steering committee assigns members to coordinate with villages, neighborhoods, mass organizations, and collection staff to review, disseminate information, and encourage participation according to target groups. The methods of dissemination are also flexibly adjusted through village and neighborhood meetings, Zalo groups, public address systems, and direct meetings with individual households.
Ms. Hoang Thanh Hoa, Vice Chairman of the People's Committee and Deputy Head of the Steering Committee for the implementation of social insurance and health insurance policies in Na Sam commune, said: "To ensure people's rights when receiving medical treatment, members of the Steering Committee regularly visit villages to disseminate information, explain in detail how contributions are reduced if participating as a household, and how the health insurance fund covers medical expenses. As a result, many households have gained a better understanding and proactively renewed their health insurance cards for family members. In June 2026 alone, we conducted outreach in 7 villages and successfully encouraged over 100 people to participate in health insurance."
According to the authorities' summary, in 2025, the entire province will have more than 1.1 million people receiving medical examinations and treatment under health insurance, an increase of over 32,400 compared to 2024, with a total cost of nearly 798 billion VND. In the first five months of 2026, the entire province will have 427,260 people receiving medical examinations and treatment under health insurance, with the amount paid out exceeding 306 billion VND. |
Through grassroots outreach and awareness campaigns, the Provincial Social Insurance Agency and relevant agencies have recognized that a segment of the population, especially the elderly, students, and households engaged in agriculture and forestry with average living standards, have a need for health insurance but face financial difficulties. Based on this reality, the Provincial Social Insurance Agency has collaborated with relevant departments and agencies to advise the province on the issuance and implementation of policies to provide additional health insurance contributions for those in near-poor households, multidimensionally poor households lacking basic social services; households engaged in agriculture, forestry, and fisheries with average living standards; and those involved in maintaining security and order at the grassroots level. Currently, the Provincial Social Insurance Agency is coordinating with relevant agencies to propose policies to provide additional health insurance contributions for people aged 60 to under 75, students, and other disadvantaged groups, thereby reducing financial burdens and minimizing disruptions to health insurance coverage.
In addition, ensuring the rights of health insurance beneficiaries to receive medical examination and treatment continues to be a collaborative effort between the Social Insurance and Health sectors. Specifically, the provincial Social Insurance agency regularly coordinates with the Department of Health and medical facilities to resolve issues related to medical examination and treatment, and the payment of health insurance medical expenses, creating favorable conditions for cardholders when seeking medical care.
Continuous participation in health insurance is crucial, contributing to a shift from passive to proactive and comprehensive healthcare. When each citizen actively participates and renews their health insurance card on time, the universal health insurance policy will become a sustainable foundation for caring for and protecting the health of the people.
