Removing obstacles for projects in Ca Na

Many projects in Ca Na commune are facing obstacles related to land acquisition and legal basis, posing a risk of delays for the province's key industrial and energy complex. Therefore, the Khanh Hoa Provincial People's Committee has requested relevant departments, agencies, and localities to take decisive action to resolve difficulties so that investors can soon implement the projects.

Land acquisition issues

According to a report from the People's Committee of Ca Na commune, there are three key projects in the commune: the Ca Na Industrial Park Infrastructure Construction and Business Project, the Ca Na LNG Thermal Power Plant Project, and the Vietnam Power No. 1 Wind Power Project. The implementation of these projects is facing certain difficulties.

Specifically, the Ca Na Industrial Park Infrastructure Construction and Business Project - Phase I, covering an area of ​​378 hectares, is invested by Trung Nam Ca Na Industrial Park Infrastructure Investment Joint Stock Company (a member of Trung Nam Group). Currently, the Provincial People's Council has not yet issued the land acquisition list for this project in 2026. Furthermore, this project is not considered an urgent project and is not included in the list of public investments funded by the state budget, therefore there is insufficient legal basis for the Commune People's Committee to carry out land allocation and leasing procedures. Upon reviewing the documents, the project is facing difficulties due to the presence of a seawater supply canal system and pumping station equipment belonging to the Quan The Salt Project, which was invested with state budget funds. This is the only seawater supply canal serving production for the Quan The Salt Project, and a suitable plan for compensation and relocation is needed.

Mr. Nguyen Ngoc Thao, Deputy General Director of Trung Nam Group, stated: “The Ca Na Industrial Park infrastructure construction and operation project is a pivotal project for the entire industrial, port, and energy complex in Ca Na. Therefore, the company has requested the Provincial People's Committee to expedite the completion of procedures to hand over land and site to the investor for project implementation. Initially, the province is considering allowing the investor to lease and take over approximately 172.5 hectares of cleared land currently managed by the Ca Na Commune People's Committee. Based on this, the investor will be eligible to commence construction of technical infrastructure components, ensuring progress in accordance with the investment plan.”

Regarding the Ca Na LNG Thermal Power Plant Project (covering approximately 265.7 hectares), invested by the Trung Nam - Sideros River joint venture, the project area has been included in the land acquisition list for 2026. However, the investor has not yet signed a contract with the land clearance unit. Overall, the approved project will directly affect more than 200 households currently living, working, and producing in the area. The People's Committee of the commune is coordinating and supporting the investor to quickly sign a contract with the land clearance unit so that the commune can proceed with the next steps.

For the Vietnam Power Wind Project No. 1 (covering 10.5 hectares), invested by GCL Pacific Wind Power Co., Ltd., the biggest challenge currently is that the project is located in the Thuận Nam and Cà Ná communes, making land acquisition difficult. In addition, there is no road access to the project area, causing difficulties for the investor during construction.

Facilitating projects

Given the difficulties faced by investors in projects in Ca Na commune, the local authorities hope that the Provincial People's Committee will soon create favorable conditions and resolve these obstacles so that the projects can be implemented as soon as possible. Mr. Dinh Van Hoa, Chairman of the Ca Na Commune People's Committee, stated: “The projects currently underway in the commune are all important projects that significantly impact the economic development of the locality as well as the southern region of the province. If given the opportunity to implement them soon, these projects will make a substantial contribution to the province's double-digit growth target.”

At a recent meeting with leaders of departments, agencies, and the People's Committee of Ca Na commune regarding land clearance for the aforementioned projects, Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, requested that departments, agencies, and localities quickly coordinate with the investor to resolve difficulties and create favorable conditions for the enterprise to implement the project. Specifically, for the Ca Na Industrial Park Infrastructure Construction and Business Investment Project, the Department of Agriculture and Environment, the Department of Industry and Trade, the Provincial Economic Zone and Industrial Park Management Board, and the People's Committee of Ca Na commune will provide support and resolve obstacles; the water diversion ditch will be implemented using public investment; and the access road to the project will be handled by the Provincial Investment and Construction Project Management Board. For the Vietnam Power No. 1 Wind Power Project, the Provincial People's Committee agreed to allow the enterprise to negotiate directly with local residents to build a temporary road for transporting construction equipment. After the project is completed, the enterprise will be responsible for restoring the original condition of the land.

Regarding the Ca Na LNG Thermal Power Plant Project, Vice Chairman of the Provincial People's Committee Trinh Minh Hoang stated that this is a key national project of great importance. If put into operation soon, the plant will bring in billions of dong in revenue annually for the province. Therefore, he requested Ca Na commune, together with the Provincial Land Fund Development Center, to review and clear the salt land and sea area to hand over to the investor; and to inspect and promptly arrange resettlement for households in the area requiring land clearance. The implementation of projects requires the joint efforts of the locality and relevant departments to overcome difficulties for businesses and contribute to the socio-economic development of the province.
