I expect this Party Congress to become a strategic milestone, guiding the sustainable development of the country in the new phase, with healthcare and science and technology as two decisive pillars. It is essential to reaffirm that investment in healthcare is investment in development. A modern approach needs to shift strongly from "treating diseases" to comprehensive healthcare, with preventive medicine, public health, and primary healthcare as the foundation. In the context of the explosion of artificial intelligence, big data, biotechnology, and precision medicine, I expect the Congress to unify policies and create a breakthrough policy framework to promote the digital transformation of healthcare in a substantive way. The connection between healthcare and science and technology must form an innovation ecosystem where scientific ideas are tested, applied, and disseminated into the practical work of caring for the people's health.

When infrastructure in special economic zones is fully invested, localities will be able to effectively exploit their existing potential and advantages, especially developing green and sustainable tourism linked to the marine economy and traditional fishing. Currently, the lives of people in the special economic zones are basically stable; however, to gradually improve their living standards, it is necessary to continue improving the infrastructure foundation, thereby attracting investors to the locality, creating more impetus for socio-economic development and improving the quality of life for people on the island.

Besides strategic direction, I hope for strong and clear incentive policies to create conditions for young intellectuals to develop their research, innovation, and entrepreneurial capabilities in the field of green materials, contributing to the country's economic development. This includes mechanisms for financial support for applied research, a technology testing environment, policies to promote linkages between scientists, businesses, and the State, as well as creating market outlets for green material products.
