Recognizing 2025 as a crucial year in achieving the goals of the XXIV District Party Congress Resolution and the 2021-2025 five-year socio -economic development plan, the Party committees and government of Ha Hoa district have implemented comprehensive solutions from the beginning of the year, focusing on economic development and striving to achieve the targets set for 2025.

Ha Hoa focuses on economic development.

Ha Hoa Leather Footwear Joint Stock Company specializes in processing shoe uppers and soles, providing stable employment for over 700 workers with an income of 5-7 million VND per person per month.

Overcoming difficulties to develop the economy.

Ha Hoa district concluded 2024 with significant achievements in implementing socio-economic development tasks. Despite facing numerous difficulties and challenges, particularly the aftermath of Typhoon No. 3 which affected many production activities and the lives of people in the district, the district achieved comprehensive results in all areas thanks to the attention of the province, the high determination and efforts of the Party committee and government from the district to the grassroots level, and the trust and consensus of all sectors of the population. Notably, the district's economy continuously experienced high and stable growth, with a positive shift in economic structure; total social investment in 2024 reached 3,250 billion VND; total state budget revenue was estimated at over 168 billion VND; the average value of products per hectare of agricultural, forestry, and fisheries land reached nearly 120 million VND/hectare; and average per capita income reached 50 million VND/year...

In the agricultural sector, the district has restructured crop production to suit the advantages of each region and locality; reduced the area of ​​some inefficient crops, while promoting the expansion of production scale for some key crops with high economic value, suitable to market demand; and applied science and technology to improve productivity, quality, and value of crops, thus maintaining the growth rate of crop production. In livestock farming, the district focuses on developing large-scale farms, gradually reducing household farming. Aquaculture has received investment and strong development of local and specialty aquatic products with advantages in each region and locality.

As an agricultural company, following the impact of Typhoon No. 3 in September 2024, the banana plantations of Bien Xanh Trading and Service Co., Ltd. in Vinh Chan commune, Ha Hoa district, are gradually recovering. Mr. Ha Van Tu, the company's director, stated: “After the natural disaster, the company developed a plan to restore production, proactively leveling the land and cultivating seedlings to replant damaged areas. For areas that can be restored, we have pruned weak trees, removed withered leaves, and retained trees with the potential for recovery, providing care and fertilizing with phosphorus to help them grow. Currently, we are focusing on planting new seedlings, and we expect some areas to be ready for harvest by the end of 2025.”

Thanks to the involvement of the entire political system and the people, and the active mobilization of resources, the National Target Program for building new rural areas has exceeded the targets set in the Resolution of the District Party Congress. The entire district has 12 communes that have achieved the new rural area standard, and 62 residential areas that have met the standard; the total number of criteria met is 330, averaging 17.36 criteria per commune.

The One Commune One Product (OCOP) program has achieved good results, forming value chain linkages, with some products already having established brands and being consumed in large quantities. The entire district has 23 recognized products, including 3 four-star products and 20 three-star products.

Regarding the industrial and handicraft production sector, by the end of 2024, the entire district had 157 enterprises, 11 cooperatives, and 576 individual households operating primarily in the wood, garment, and forest product processing industries. The output of key products reached a considerable level, notably: Wood processing (peeled timber) production was estimated at 435,392 ; plywood production at over 300,000 ; wood chip, wood shavings, and pellet production at nearly 203,000 tons; and wooden chopsticks at approximately 100,000 packs. Paper production reached 19,900 tons. Processed tea production reached 7,307 tons. Garment production was estimated at 7,000,000 products.

Commercial and service business activities remained stable, meeting the needs of the people. The district has 148 enterprises, 53 cooperatives, and 2,710 individual households operating in the fields of trade, services, and construction. Market management, prevention and control of smuggling, counterfeit goods, and substandard goods were strengthened; regulations on price disclosure and listing were strictly implemented, ensuring price stability...

Implement solutions in a coordinated manner.

2025 is the final year for achieving the goals of the Resolution of the 24th District Party Congress and the 5-year socio-economic development plan for 2021-2025. Based on forecasts of favorable factors, potential, and advantages of the district, along with a continuously improving investment and business environment, many key projects have been and are being effectively exploited.

Comrade Nguyen Ngoc Anh - Deputy Secretary of the District Party Committee and Chairman of the District People's Committee - emphasized: To comprehensively develop all economic sectors, the district requires great effort and determination from the entire political system, implementing synchronously the programs, plans, tasks, and solutions set forth. The district sets a general goal of ensuring growth, recovery, and development of production and business. By 2025, the total social investment capital will reach over 3,000 billion VND; total budget revenue in the district will reach 200 billion VND or more; the average value of products per hectare of agricultural, forestry, and fisheries land (at current prices) will reach 125 million VND/hectare or more; and average per capita income will reach 53 million VND/year or more...

Based on the overall goals and tasks, the district continues to direct the synchronized implementation of solutions to support, remove difficulties and obstacles, and promote production and business. This includes actively implementing policies to support production and business, removing difficulties and barriers so that businesses and people can access support resources conveniently and equally.

Regarding agricultural production, the district continues to direct production according to the correct seasonal schedule, ensuring productivity and quality, increasing production value per unit of cultivated area, and striving for a total annual crop planting area of ​​over 11,000 hectares. It will develop cattle, pig, and poultry farming towards industrial and semi-industrial farm models; strengthen disease prevention and control for livestock and poultry; introduce new models with high-tech applications into production; innovate and improve the efficiency of production organization forms; encourage the development of enterprises, cooperatives, and farms linked with households to expand the scale of concentrated raw material areas, linking them with deep processing of agricultural products and consumption markets. It will decisively direct efforts to improve the effectiveness of the OCOP Program, focusing on expanding the scale and output of goods, improving quality, design, value, and competitiveness of products. By 2025, the district aims to develop 3-4 products to participate in product ranking assessment, achieving a rating of 3 stars or higher. The focus will be on directing and building new rural areas in a substantive and in-depth manner. By 2025, the goal is to have 1-2 communes achieving or exceeding the new rural area standard; 1 commune achieving an advanced new rural area standard; and at least 8 residential areas achieving or exceeding the new rural area standard, including 1-2 model new rural areas.

In addition, the district continues to monitor the situation and implement solutions to support and remove difficulties in production and business for enterprises and industrial and handicraft production facilities; focusing on promoting the development of key industrial and handicraft sectors such as: wood processing, forestry products, tea processing, food processing, garment manufacturing, etc.

Focus on developing and improving the quality of service industries, especially strengthening investment promotion for tourism development, mobilizing resources to invest in the restoration and construction of infrastructure at historical sites and prominent tourist destinations. Effectively control market prices, monitor and inspect the operations of businesses to ensure compliance with legal regulations on pricing, food safety and hygiene, and the sale of goods outside their registered business scope.

In addition, the directive instructs agencies and units to focus on implementing key contents, plans, and programs for economic development; coordinate with investors to effectively carry out compensation and land clearance work, and allocate land for key projects. At the same time, it emphasizes improving the quality of cultural and social fields, and ensuring social security policies...
