The total capital plan for implementing national target programs in the district is VND 460 billion 811 million. In which, the national target program for socio-economic development in ethnic minority and mountainous areas is 279 billion 869 million VND; The National Target Program for Sustainable Poverty Reduction is 5 billion 842 million VND and the National Target Program on new rural construction is 175 billion 100 million VND.
After 2 years of implementation, up to now, the district has allocated and disbursed capital plan of over 124 billion VND; in which, the national target program for socio-economic development in ethnic minority and mountainous areas disbursed 78 billion 296 million VND, equal to 42,6% of the plan; The national target program for sustainable poverty reduction disbursed 611 million VND, equal to 3.% of the plan; The national target program on building new rural areas has disbursed 45 billion 152 million dong, equaling 48,9% of the plan.
In the process of implementing projects and sub-projects under the National Target Programs, some contents are still slow, such as the national target program for sustainable poverty reduction; the national target program for socio-economic development in ethnic minority and mountainous areas... Up to now, this content has not provided specific guidance on support norms for the project, for the value chain, etc., so it cannot be implemented; progress on disbursement and implementation of capital construction projects under the National Target Programs is still slow.

At the meeting, Van Yen district proposed and recommended to the Supervisory Delegation of the Provincial People's Council and the Provincial People's Committee after receiving instructions from their superiors to soon issue support norms and have specific instructions on support norms for the project, production plans for the value chain, support for community production, etc., for sub-projects under the NTP program for local implementation.
At the same time, it is suggested that the province continue to have mechanisms and policies to support the construction of roads for specific villages and support policies for children of ethnic minorities in communes in extremely difficult areas.

That said, through monitoring, the monitoring team found a number of shortcomings and limitations, Vice Chairman of the Provincial People's Council Vu Quynh Khanh suggested that the District People's Committee should take the initiative in building and completing documents directing, operating and guiding the implementation; continue to do well the propaganda, dissemination and improvement of capacity and awareness of each cadre and civil servant; regularly organize inspection and supervision teams to evaluate the implementation of programs, in order to promptly answer and remove difficulties and problems at the grassroots level, in order to ensure the progress of projects.
Promoting the role of the Fatherland Front Committee and socio-political organizations in propagating the program's contents in a specific, detailed, realistic, suitable manner for each audience, creating consensus in society.
The district should further raise the sense of responsibility of the leader in directing, operating, allocating and disbursing investment capital and have drastic solutions to continue disbursing the allocated capital according to the plan; propose drastic solutions to direct communes to implement new rural criteria to ensure sustainability, people's living standards to be substantially improved.
