This is one of the typical units in applying information technology and digital transformation in the Ho Chi Minh City Border Guard force. According to its functions and tasks, the Ho Chi Minh City Port Border Guard is responsible for protecting the security of the port gate and implementing the management and control of entry and exit in the areas along the downstream of the rivers: Saigon, Dong Nai, Nha Be, Long Tau, Soai Rap. Every day, at the port gate area, there are quite a lot of ships entering, exiting, and anchoring, along with hundreds of small watercraft, tens of thousands of road vehicles entering and exiting the ports.
To facilitate businesses and people in production, business and tourism activities, the unit actively reformed administrative procedures with many effective solutions; notably the application of information technology to electronic border procedures at seaports in the work of checking and controlling people and vehicles entering, exiting and transiting; issuing licenses at port gates; monitoring areas and procedures according to the one-stop-shop-one-stamp mechanism at the headquarters of the Ho Chi Minh City Maritime Port Authority and specialized state management agencies on seaports. Major Tran Ha Vy, Head of the Procedure Team, said: “We have a lot of work, but thanks to actively reforming administrative procedures, applying information technology and implementing the “one-stop-shop”, border procedures are carried out quickly, safely, shortening the waiting time of people and businesses”.

In recent years, thoroughly grasping and implementing the decisions of the Prime Minister and the Ministry of National Defense on administrative reform and digital transformation in the field of border gates and immigration control, the Ho Chi Minh City Border Guard in general and the Ho Chi Minh City Port Border Guard in particular have implemented electronic border procedures at seaports according to the national single window mechanism, creating convenience, reducing costs and time for immigration procedures for businesses, meeting the trend of international integration; implementing immigration control by barcode at port border gates, shortening the time for passengers.
According to Lieutenant Colonel Nguyen Van Dinh, Commander of the Ho Chi Minh City Port Border Guard, the application of information technology in electronic border procedures has shortened almost the entire time for ships and boats to wait for procedures to be completed; ensured publicity and transparency in administrative procedures; avoided inconvenience and overlap between state management agencies at the port, creating openness in the border gate and port areas.
Mr. Do Huu Lai, a water transport service agent, said: “The regularity, modernity and professionalism of border guards in handling procedures and documents related to seaports and immigration have contributed to the benefits of the business. We are very confident and secure when carrying out border procedures at the Ho Chi Minh City port gate.”
