One of the key tasks to ensure the growth target for 2026, as identified by Quang Ninh province, is the implementation of three strategic breakthroughs. Resolution No. 318/NQ-HĐND on the Socio-Economic Development Plan for 2026 states: Along with focusing on implementing breakthroughs in economic growth, the focus is on establishing a new growth model, and it is necessary to vigorously implement three strategic breakthroughs and effectively exploit new development spaces.

Specifically, the province will continue to develop and improve a synchronous, modern, and multimodal socio-economic infrastructure system, promoting regional and intra-regional linkages, infrastructure serving digital transformation and green transformation; accelerate administrative reform, improve the investment and business environment, and enhance provincial competitiveness; promote the application of science and technology , foster innovation, and effectively implement strategic breakthroughs in developing high-quality human resources and skilled labor…

In the first quarter of 2026, local Party committees, governments, departments, and agencies promptly developed plans and conducted reviews, identifying shortcomings and weaknesses to elevate the three strategic breakthroughs in the new phase, specifically tailoring them to the actual context of the province and the region.

To continue developing and perfecting a synchronous and modern socio-economic infrastructure system, the province is promoting decentralization and delegation of authority, proactively monitoring the global situation, especially the Middle East regional conflicts affecting fuel prices, transportation costs, logistics, and supply chains, in order to promptly direct the implementation of solutions to ensure supply, prevent disruptions to the supply chain, and stabilize production in the area.

Alongside this, Quang Ninh continues to steadfastly implement the principle of using public investment to drive and activate all legitimate resources of society. In the first quarter, the province proactively directed work with investors on large projects to promote strategic, regionally linked projects such as: the Hai Phong - Ha Long - Mong Cai railway line, the Hanoi - Quang Ninh high-speed railway, the Bac Luan III bridge, and the development of the Con Ong - Hon Net seaport system... The province also directed the acceleration of urban and residential area renovation and upgrading, contributing to improving infrastructure quality and expanding development space; strengthening the urging of sectors and localities to speed up investment preparation progress and minimize the time for resolving administrative procedures… Therefore, the growth rate of the construction industry in the first quarter of 2026 reached 25.71%, achieving 100% of the set scenario.

Simultaneously, Quang Ninh continues to make breakthroughs in improving the quality of administrative reform and enhancing the investment and business environment. In the first quarter, the Provincial People's Committee issued 35 decisions announcing the list and 25 decisions approving internal procedures for 565 administrative procedures, ensuring 100% of administrative procedures are announced as required; and continued to reduce processing time. To support and develop businesses, the province directed the establishment of a "barrier-free" conversion team, providing hands-on guidance in consulting, preparing documents, and converting from household businesses to enterprises; and supporting administrative procedures related to taxes for businesses in accordance with the law. In the first quarter, the number of newly established businesses in the province reached 943, a 2.3-fold increase compared to the same period last year, with a total registered capital of VND 4,791.5 billion. The total foreign direct investment attracted to the province reached nearly VND 78 trillion (26 new projects, 3 projects with increased capital).

Regarding breakthroughs in human resources, the province continues to effectively implement the "Digital Literacy Movement" in 2026; promoting training and improving digital skills with 357 training courses for over 34,000 officials and civil servants. 100% of education programs integrate digital skills and AI applications; 99% of officials, civil servants, and public employees can use digital platforms to serve their work. During the quarter, the province continued to implement comprehensive and effective policies and solutions in developing social housing and housing for workers and laborers, linked with cultural and educational institutions... contributing to attracting high-quality human resources and skilled labor to work and live in the province. At the same time, the province is implementing the IOC and SOC centers; researching the construction of a shared provincial data center; and developing institutional and policy frameworks for piloting the establishment of a digital and free knowledge economic zone...

Despite the challenging context of the first quarter of 2026, the three strategic breakthroughs in Quang Ninh are continuing to move forward strongly. This has created significant momentum and is a crucial factor contributing to the province's growth in 2026.
