Practical effects from monitoring

Through many forms of supervision and social criticism as well as promoting the role of the People's Inspection Committee and the Community Investment Supervision Committee at the grassroots level, the Fatherland Front at all levels of Bac Kan province has contributed together with local Party committees and authorities to effectively implement policies in the province, protecting the legitimate rights and interests of the people.

According to Ms. Do Thi Minh Hoa - Chairwoman of the Vietnam Fatherland Front Committee of Bac Kan province, the supervision work was ensured by the Vietnam Fatherland Front at all levels in the province and implemented effectively in 2024. Specifically, the Vietnam Fatherland Front at all levels chaired 165 supervision sessions, of which the provincial level supervised 3 sessions. After the supervision, the Standing Committee of the Vietnam Fatherland Front Committee at all levels sent recommendations to Party committees, authorities, supervision subjects and relevant sectors to direct the resolution of the Front's recommendations. In addition to supervision, during the year, the Vietnam Fatherland Front of Bac Kan province organized 10 social criticism workshops, contributing comments to 71 documents; the Vietnam Fatherland Front at district and commune levels organized conferences to contribute comments to more than 340 draft documents. The Front's comments and social criticisms have been received, explained and clarified by the drafting agency, contributing to the development and completion of policies and mechanisms in the province to ensure feasibility.

Focusing on promoting the role of the People's Inspection Board and the Community Investment Supervision Board in supervision activities, during the year, the People's Inspection Boards of communes supervised 342 times, the Community Investment Supervision Board supervised 334 times. The content focused on supervising the construction of traffic works in residential areas, building new and repairing village cultural houses and residential groups. For example, in Thanh Thinh commune (Cho Moi district), through supervision, the contributions of the Community Investment Supervision Boards to detect problems and limitations that need to be addressed in the construction of works in the district have brought about effectiveness, ensuring suitability and benefits for the people. Mr. Trieu Van Hung - Head of the Front Work Committee, Deputy Head of the Investment Supervision Committee of the Na Giao village community said that the members of the Community Investment Supervision Committee are qualified people with knowledge of construction, thereby bringing many advantages when supervising the construction of projects.

Also in 2024, the Standing Committee of the Vietnam Fatherland Front Committee of Bac Kan province held a conference to review the "Community Supervision" model in implementing the National Target Program on New Rural Construction. Accordingly, 10 "Community Supervision" models were built in 10 communes in Ba Be, Na Ri, Bach Thong, Cho Moi and Cho Don districts. After a period of implementation, the activities of the "Community Supervision" models have brought about practical results, contributing to limiting negative aspects at the grassroots level, making transparent the management of State capital and assets of community investment projects in the locality, creating trust among the people, no complaints or denunciations arising at the time of implementation, contributing to maintaining stability in the locality. The handling of shortcomings in construction was discovered, recommendations were made to overcome and promptly handled when there were feedbacks.

Promoting the achievements in supervision work, in the coming time, the Vietnam Fatherland Front at all levels of Bac Kan province will continue to pay attention to and direct community supervision activities, and guide the Community Investment Supervision Board to develop a comprehensive supervision plan to maximize the role of investment programs and projects for socio -economic development for ethnic minority areas in the province.
