Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the nationwide implementation of the elimination of temporary and dilapidated houses (hereinafter referred to as the Steering Committee), concluded as follows: With the special attention of the Party and the State, the involvement of ministries, sectors, and localities, and the active participation of organizations, communities, businesses, and the people, in the past period, approximately 340,000 households of people with meritorious services to the revolution and over 800,000 poor and near-poor households facing housing difficulties have been supported to have stable and safe housing, enabling them to rise out of poverty sustainably.

However, to date, the whole country still has over 315,000 households facing housing difficulties (approximately 106,000 households of war veterans, 46,000 households under national target programs, and 153,000 other poor and near-poor households) that need support to improve their housing to ensure safety and stability for "settling down and making a living," contributing to the implementation of preferential policies for war veterans, achieving the goal of sustainable poverty reduction, and ensuring social security.

In recent times, many housing policies for people with meritorious services to the revolution, poor households, and households affected by natural disasters have been issued and effectively implemented. Conclusion No. 97-KL/TW of the recent 10th Central Committee Conference clearly stated: Fully and promptly implement poverty reduction policies and promote the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide" in 2025.

The Prime Minister acknowledged, commended, and highly appreciated the Ministry of Labour, Invalids and Social Affairs for its prompt coordination with the Central Committee of the Vietnam Fatherland Front and relevant ministries and agencies in successfully implementing the live television program to launch the campaign to eliminate temporary and dilapidated houses in early October, mobilizing the largest resources ever (nearly 6,000 billion VND); and for promptly submitting to the Prime Minister the Decision on the establishment and operating regulations of the Steering Committee and for meticulously preparing the first meeting of the Steering Committee.

Eliminating temporary and dilapidated housing for poor and near-poor households is a particularly important political task.

The announcement stated that providing housing support for those who have rendered meritorious services to the revolution, and eliminating temporary and dilapidated housing for poor and near-poor households, is a particularly important political task with profound humanitarian significance. It emphasized the principle of "Party leadership, State management, Fatherland Front and mass organizations providing support, and the people being the masters." The program's implementation should be guided by the spirit of: "clear thinking, high determination, great effort, decisive action, working with high spirits, focusing on key priorities, completing each task thoroughly, clearly assigning responsibilities, tasks, timelines, and expected results."

Local authorities at all levels play a decisive role in the success of the Program, paying particular attention to promoting the role and assigning responsibility to leaders in reviewing and identifying eligible beneficiaries, mobilizing and effectively utilizing resources; and developing plans with specific roadmaps to ensure the achievement of the goal of eliminating temporary and dilapidated houses nationwide by 2025.

Diversify resources in a way that is inclusive, comprehensive, widespread, and all-encompassing. The central government allocates state budget funds for programs and projects supporting housing for people with meritorious service to the revolution, national target programs, and housing support projects for poor and near-poor households. Ministries, sectors, and localities allocate sufficient funds for these programs according to the plan. At the same time, encourage all citizens and businesses to diversify forms of support with the spirit of: "everyone contributes what they can, those who have labor contribute their labor, those who have resources contribute resources, those who have much contribute much, those who have little contribute little."

Strengthening propaganda efforts, creating motivation and social inspiration, generating movements, and organizing implementations such as campaigns and events to eliminate temporary and dilapidated houses will create social consensus so that everyone supports, shares, and joins hands to help with the spirit of "leaving no one behind".

Ministries, sectors, and localities should effectively inspect, supervise, and urge the implementation of housing support policies for people with meritorious services to the revolution, poor households, near-poor households, and national target programs as prescribed, ensuring that there is no duplication of beneficiaries, and preventing exploitation, profiteering, corruption, and waste.

Housing support is provided at 60 million VND per household for new construction and 30 million VND per household for repairs.

Regarding the restructuring of the Steering Committee, the Announcement clearly states that Ms. Pham Thi Thanh Tra, Minister of the Interior, has been added as a member of the Steering Committee; and Mr. Nguyen Thanh Lam, Director General of Vietnam Television, has replaced Mr. Le Ngoc Quang as a member of the Steering Committee.

Urgently establish Steering Committees at the provincial, district, and commune levels, chaired by the Party Secretary of the respective level, to ensure unified leadership and direction from the central to local levels; this should be completed before November 30, 2024. The Steering Committees at each level shall specify the operational regulations of their respective committees.

Regarding the level of support: A unified housing support level will be agreed upon for all eligible individuals (except for households under social welfare programs - who are unable to contribute financially) at 60 million VND per household for new construction and 30 million VND per household for repairs.

For households participating in the two national target programs: mobilize additional social resources to ensure the above level is achieved; no retroactive application will be made to households that have completed new construction or house repairs.

Regarding housing support beneficiaries (excluding households of people with meritorious services to the revolution): it was agreed to support the elimination of temporary and dilapidated houses for poor and near-poor households based on data reported by localities to the Ministry of Labor, War Invalids and Social Affairs.

Regarding land for housing construction: the policy is to support housing construction on undisputed residential land, with the Chairman of the People's Committee at the district and commune levels making decisions according to the decentralization of authority or reporting to the competent authority as prescribed.

Regarding housing designs: the Ministry of Construction will provide guidance, and the Chairman of the Provincial People's Committee will make specific decisions to ensure they are appropriate to the characteristics of each locality.

Regarding materials and labor: localities need creative and flexible solutions and approaches; strengthen inspection and supervision of the prices of construction materials for housing in the area, mainly using locally sourced materials; mobilize all forces to support and encourage the community to assist families, and encourage families themselves to participate in construction. The military and police forces should participate in supporting the transportation of materials and construction to reduce costs.

Assigning tasks to ministries, sectors, and localities.

The Prime Minister has assigned the Ministry of Labour, Invalids and Social Affairs to chair and coordinate with the Central Committee of the Vietnam Fatherland Front, the Ministry of Finance, and relevant units to: review and finalize the plan for grouping localities, the plan for self-mobilization and allocation of support resources; the methods and procedures for providing support, transferring support funds, and organizing implementation; and to inform and guide ministries, sectors, localities, businesses, organizations, and individuals on the plan for allocating support resources to ensure effective and targeted implementation; ensuring there is no duplication, loss, or waste.

The Ministry of Construction, in coordination with relevant agencies, will provide guidance on criteria for identifying temporary and dilapidated houses as a basis for determining eligible beneficiaries of support programs.

The Committee for Ethnic Minorities proactively researched, proposed solutions, and organized specialized conferences to address difficulties and obstacles in implementing housing support under the National Target Program for socio-economic development in ethnic minority and mountainous areas.

The Ministry of Finance, in coordination with relevant ministries and agencies, will submit to competent authorities a proposal for the early allocation of 2025 housing support funds from the National Target Program for Sustainable Poverty Reduction and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, so that localities can implement and execute the program.

The State Bank of Vietnam continues to encourage credit institutions to actively participate in eliminating temporary and dilapidated houses nationwide.

The Ministry of Information and Communications, Vietnam Television, Vietnam Radio, Vietnam News Agency, and other news agencies and press organizations should proactively develop effective communication plans and strategies, actively mobilizing support to strongly spread the movement, creating a vibrant atmosphere of emulation, and fostering social consensus so that people and businesses support, share, and collectively take responsibility in helping to eliminate temporary and dilapidated houses.

The People's Committees of provinces and centrally-administered cities should focus on organizing and implementing comprehensively and decisively the housing support program for people with meritorious services, and the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025".

Simultaneously, review and take responsibility for the data; implement housing support for people with meritorious services to the revolution, for poor and near-poor households, ensuring that it is provided to the correct beneficiaries, according to standards and quotas, without duplication with support activities from the state budget, and in compliance with the procedures and regulations of the law, preventing loss, waste, corruption, and negative practices. For additional temporary or dilapidated houses that arise, localities shall mobilize resources to provide support.

We propose that the Central Committee of the Vietnam Fatherland Front directly implement and guide the Vietnam Fatherland Front at all levels in: receiving donations from organizations and individuals to support the elimination of temporary and dilapidated houses through the Fund for the Poor; and monitoring the implementation of housing support policies for people with meritorious services to the revolution, poor households, and near-poor households nationwide.

Starting in December 2024, the Steering Committee at all levels will hold monthly meetings to review, monitor, and inspect the implementation of tasks, and promptly resolve difficulties and obstacles.

Ministries and agencies that are members of the Steering Committee, according to their assigned functions and tasks, shall compile the results of the Program's implementation monthly and send them to the Ministry of Labour, Invalids and Social Affairs for consolidation and reporting to the Head of the Steering Committee.
