(HBO) - Continuing the working program of the 5th session, the XV National Assembly, on the morning of May 25, the National Assembly discussed at the Group on additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 5; implementation of the socio-economic development plan and the state budget in the first months of 2022; thrift practice and anti-waste in 2023; approve the final settlement of the state budget in 2022; the adjustment of investment policy of Ka Pet reservoir project, Ham Thuan Nam district, Binh Thuan province; decide on investment policy on the project of roads from National Highway 2021C to provincial road DT.27 Khanh Hoa province - connecting with Lam Dong and Ninh Thuan provinces; the assignment of lists and capital levels for tasks and projects under the program of socio-economic recovery and development; assigning, adjusting and supplementing the medium-term public investment plan with central budget capital for the period 656-2021 and allocating the central budget investment plan in 2025 of the national target program; the continued implementation of the 2023% value-added tax reduction policy under Resolution No. 2/43/QH2022 dated January 15, 11; policy of additional investment in charter capital for the Bank for Agriculture and Rural Development of Vietnam.

Speaking at the discussion, delegate Dang Bich Ngoc, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Hoa Binh province, expressed high agreement with the Government's report, the inspection report of the Economic Committee as well as the contents of the report summarizing voters' opinions of the Central Committee of the Vietnam Fatherland Front. It is said that these reports have deeply and honestly assessed the country's socio-economic development in 2022 and the first months of 2023.
According to the delegate, the report also clearly showed the difficulties and challenges caused by the impact of the world situation, the prolonged consequences of the Covid-19 epidemic were still relatively heavy. In that situation, the Government, Prime Minister and central ministries have been dynamic, creative, resolute and flexible with many specific and practical solutions, helping the country overcome difficulties and challenges, gradually achieving many important results. Macroeconomic stability has been maintained, people's lives are guaranteed, voters and people across the country have great confidence in the leadership and administration of the State.
Delegate Dang Bich Ngoc emphasized that the socio-economic situation in the last months of 2023 still has many challenges, complicated and unpredictable developments. Delegates agreed with a number of contents submitted to the National Assembly by the Government in this session, including continuing to reduce value added tax by 2% according to Resolution 43/2022/QH15 dated 11/01/2022 of the National Assembly, which can be extended for 1 year to promote the effectiveness of the policy; supplement charter capital for the Bank for Agriculture and Rural Development of Vietnam to contribute to better meet the credit capital demand for the economy. The delegate asked the Government to direct ministries and central agencies to continue guiding the content that still has problems in the implementation of the three national target programs, especially the socio-economic development program in ethnic minority areas to ensure the progress and quality of the program, create consistency in the implementation in the provinces, create conditions in the direction of integrated implementation of programs, and avoid waste of resources and efficiency. At the same time, it is suggested that the Government continue to pay attention to obtaining resources in social security work, adopt policies to support house purchase, build institutions in industrial parks, support workers to overcome difficulties, soon stabilize their lives and work with peace of mind. The Ministry of Transport will soon direct, guide and assist provinces in reopening registration centers to facilitate people.
Speaking at the meeting, delegate Nguyen Thi Phu Ha, Deputy Chairman of the Finance and Budget Committee of the National Assembly, suggested the Government implement flexible fiscal policy, synchronously coordinate with monetary policy to support production and business development; strengthen financial discipline, uphold the role and responsibility of the collective and individual leaders; have effective solutions to promote production and business, remove difficulties for enterprises, improve the business investment environment; At the same time, the Government's proposal to the National Assembly to approve special mechanisms applicable to the Project, which is to assign the People's Committee of Khanh Hoa province to decide on investment and organize the implementation of the project of roads from National Highway 27C to provincial road DT.656 Khanh Hoa province - connecting to Lam Dong and Ninh Thuan according to the order, procedures and authority to implement Group A projects managed by the provincial level, is not consistent with the regulations of public investment.
Commenting at the meeting, related to the assignment, adjustment and supplementation of the medium-term public investment plan with central budget capital for the period 2021-2025, delegate Hoang Duc Chinh, deputy head of the delegation in charge of the Provincial National Assembly Delegation's Delegation, said that most of the tasks and projects under the Socio-economic Recovery and Development Program, most of the tasks and projects under the Program will be difficult to resolve in accordance with the Decree No. /QH2023 of the National Assembly; especially traffic projects related to conversion of forest and rice land use purposes, must seek approval from the Government, request the National Assembly to consider extending the disbursement time to 43 for tasks and projects under the Program to ensure feasibility. At the same time, to ensure the progress of project implementation in the medium-term public investment plan for the period 2022-15 and the following years, the Government is requested to study and submit to the National Assembly a pilot project to separate the content of site clearance and resettlement from investment projects, contributing to removing obstacles and speeding up project implementation, especially national key projects.
Agreeing with the viewpoint of soon removing difficulties and obstacles in disbursement of public investment, delegate Nguyen Cao Son proposed the National Assembly to allow pilot allocation of localities as investment management agencies, upgrading national highways and expressways under local management in order to promote the efficiency of using state budget capital, and open resources from the central to local levels; piloting a mechanism for assigning the Prime Minister to decide on issues related to the scope of two or more provincial-level administrative units in investment and construction of road traffic works across many localities and allowing localities to use their own local budgets to support other localities to jointly implement an investment project. At the same time, in order to facilitate the attraction of non-state budget investment capital under the PPP method, in case the projects go through difficult or extremely difficult areas and go through the area with the need for site clearance, accounting for a large proportion of the total investment. Delegate Nguyen Cao Son proposed to the National Assembly to allow a specific mechanism to raise the state capital to participate in more than 50% of the total project investment.
