
To ensure that the study and emulation of President Ho Chi Minh's teachings truly spread and yield positive results, the Women's Union at all levels in the province has effectively implemented the breakthrough "Focus on building strong grassroots Women's Union branches" by implementing several solutions to improve the effectiveness of the Union's activities. The Union has diversified its activities to attract members and women to participate, following the motto "using the consensus and trust of women as a measure of the quality and effectiveness of the Union's activities." The Union at all levels has promoted the application of information technology to enhance the capacity of its staff in digital transformation and the use of social media in propaganda and mobilization of members to participate in Union activities. To date, 100% of grassroots Women's Union branches have conducted propaganda and reported on activities on Zalo, Facebook, and fanpages; Women's Union branches have created Zalo groups; and branch meetings are conducted in person or online to facilitate member participation.

Implementing the breakthrough initiative "Leveraging the potential and advantages of developing products and activities related to tourism," the Women's Union at all levels has launched and established clubs and economic development models that leverage local advantages; provided support, advice, and capacity building for members of cooperative groups, businesses, and cooperatives headed by women; and conducted training on rural tourism development. To support the enhancement of women's economic empowerment, the Women's Union at all levels has intensified efforts to encourage members to utilize their internal resources; helped members access loans for production and business development; and coordinated with local authorities to review the needs and aspirations of poor and near-poor households to create lists for monitoring and assistance. In 2023, over 15,930 households with poor and near-poor women in the province received support from the Women's Union at all levels; of which nearly 2,830 households had women who escaped poverty or near-poverty.

Ms. Do Thi Thu Thuy, President of the Provincial Women's Union, shared: "Learning and following Uncle Ho's teachings has been linked by all levels of the Women's Union with the implementation of various campaigns and emulation movements. A prime example is the emulation movement 'Building the Vietnamese Woman of the New Era,' building criteria for Dien Bien women to be friendly, creative, aspirational, and developing, which has been widely implemented through many creative forms, encouraging a large number of members to participate. As a result, the awareness of members has been significantly raised, and more and more women are meeting the criteria of the emulation movement, namely having knowledge, morality, health, and responsibility towards themselves, their families, and society. Actively participating in building new rural areas in conjunction with the campaign 'Building a family with 5 no's and 3 clean's' and the model 'Family with 5 yes's and 3 clean's, the Women's Union at all levels mobilizes members to work together to carry out projects and tasks contributing to building new rural areas and civilized urban areas." In emulation of learning from and following President Ho Chi Minh's example, in 2023 the Association launched a movement to jointly build solidarity houses for poor women with the theme "A house of 1,000 dong from a million loving hearts," by mobilizing each official and member to contribute 1,000 dong or more to the province's program to eliminate temporary housing. The Provincial Women Entrepreneurs Club built one house of love for a poor woman with a total value of 90 million dong. In addition, the Association at all levels continued to effectively implement the "Godmother" program to call upon and connect with philanthropists to sponsor orphaned children in the area; and implemented many activities to care for poor women and children...

By promoting the study and emulation of President Ho Chi Minh's teachings through concrete and practical actions, the Women's Union at all levels in the province has created a clear transformation in the awareness, sense of responsibility, work style, ethics, and lifestyle of its cadres and members. The study and emulation of President Ho Chi Minh's teachings is increasingly widespread and has become a regular practice for its members. This has helped the Women's Union at all levels to effectively carry out its key tasks and emulation movements, contributing to affirming the role and position of women in contemporary society.
