    On the morning of March 26, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly Standing Committee opened the 3th Conference of full-time National Assembly Deputies.

    Speaking at the opening of the Conference, National Assembly Chairman Vuong Dinh Hue clearly stated that implementing the Law on Organization of the National Assembly and the Working Regulations of the National Assembly, from the beginning of the term until now, the National Assembly Standing Committee has paid great attention, Regularly and periodically organize conferences of full-time National Assembly deputies. This is consistent with the provisions of the Law on Promulgation of Legal Documents.

    From the beginning of the term until now, 4 full-time conferences of National Assembly deputies have been organized. Delegates contributed 323 comments on 25 bills and 1 draft resolution.

    Important issues are brought to the full-time Conference of National Assembly Deputies. Thus, from the beginning of the term until now, the National Assembly has voted to pass 32 bills, of which 25 bills have followed the process of asking for opinions from full-time National Assembly deputies; has received and refined many valuable and very relevant opinions from full-time National Assembly delegates and some part-time National Assembly delegates.

    Some difficult law projects such as the Land Law (amended), the Law on Medical Examination and Treatment (amended), etc., thanks to the activities of the National Assembly Delegates working on a full-time basis, the quality has been improved and achieved. received a high level of consensus and votes from National Assembly deputies when considering and approving bills.

    The 5th conference of full-time National Assembly deputies is expected to take place in 2,5 days to discuss and give opinions on 8 law projects, including the Capital Law (amended); Law on Organization of the People's Courts (amended); Social Insurance Law (amended); Road rules; Law on Road Traffic Order and Safety; Law on National Defense, Security and Industrial Mobilization; Law on Archives (amended); Law amending and supplementing a number of articles of the Law on Asset Auctions.

    These eight draft laws were considered and commented on by the National Assembly at the 6th Session with 969 opinions expressed in groups and halls and 30 opinions sent in writing by National Assembly delegates.

    All of these opinions have been directed by the National Assembly Standing Committee to fully synthesize, maximize absorption, edit and explain to complete the draft laws. At the same time, the National Assembly Standing Committee has also directed National Assembly Committees to coordinate closely with agencies assigned to preside over the development of law projects.

    The Chairman of the National Assembly said that from the beginning of the term until now, there has been close coordination, from early on, from afar and companionship between the drafting agency and the verification agency from the beginning of submitting the law project until its final conclusion.     Agencies have coordinated very closely with each other, organizing many seminars, discussions, surveys, and gathering opinions from experts, scientists, relevant agencies and organizations to revise draft laws; At the same time, the Chairman of the National Assembly and Vice Chairmen of the National Assembly along with the leaders of the Government, the Supreme People's Court and relevant agencies and organizations, the agency in charge of verifying, the agency in charge of drafting also agreed. Organize many more rounds and turns before submitting to the National Assembly Standing Committee for comments.

    As for the Capital Law project (amended), the National Assembly Party Committee worked with the Standing Committee of the Hanoi Party Committee twice; Law on Court Organization (amended) project, the Chairman of the National Assembly, the Vice Chairmen of the National Assembly and many National Assembly Committees have worked with the Party Committee of the Supreme People's Court twice...; closely followed policy groups, viewpoints, goals, and guiding principles when developing the law project.

    On that basis, during the regular sessions in February and March 2, the National Assembly Standing Committee gave opinions on these 3 bills.

    Thus, the progress of the law projects submitted to the National Assembly for consideration and approval at the 7th Session is made earlier than in previous sessions. The conference of full-time National Assembly deputies was also held earlier. Therefore, there is still time for preparations before the 7th Session.

    In order for the discussion to be highly effective, the Chairman of the National Assembly requested delegates to consider the political basis and draft laws that have so far been thoroughly grasped and fully institutionalized in a serious manner, closely following the main themes. Is the Party's policy on each issue or not?

    The Chairman of the National Assembly noted the consideration of the constitutionality, legality, and synchronization of the legal system in accordance with international conventions, agreements, and conventions to which Vietnam is a member. Delegates reviewed these important contents to ensure the completeness and uniformity of the legal system.

    Along with that, have the delegates reviewed the content of the law projects so far and have they closely followed the major policies set out when the law was developed? What content is new and what additional issues are different and more numerous than the old policy? Full compliance with legal regulations, especially the impact assessment process of new policies Are amendments proposed?

    The Chairman of the National Assembly requested National Assembly delegates to give their opinions on major issues and issues that so far still have different opinions or different solutions; Review issues related to the application of laws and transitional provisions.

    Among the eight bills this time, there are bills with many unique and outstanding policies and mechanisms that are different from the provisions of current law. Normally, the contents and regulations in the draft law are different from the proposed law. Other laws that need to be amended or supplemented can be implemented right in the draft law.

    The draft Law on the Capital (amended) and the draft Law on National Defense, Security and Industrial Mobilization have many outstanding specific policies. If these two bills and other bills are amended immediately, they can related issues are very complicated and there is not enough time to handle them. Therefore, the agency in charge of verifying and drafting proposed and received approval from the National Assembly Standing Committee to handle the matter in the application of the law.

    The Chairman of the National Assembly emphasized that this is a very difficult and quite complicated task for some legal projects. Therefore, legislative techniques and legal application issues are very important to ensure feasibility and not overlap with other legal projects when promulgated.

    Stating that this conference is very important to the completion of the legislative tasks of the Session, the Chairman of the National Assembly hopes that the delegates will contribute many enthusiastic, responsible and valuable opinions to the Committee. The National Assembly Standing Committee continues to direct the research, acquisition, and completion of draft laws of the best quality to submit to the National Assembly for consideration and approval at the next 7th Session.

    The Chairman of the National Assembly emphasized that the process of developing the above Law projects as well as building laws from the beginning of the term until now needs to continue to thoroughly grasp the principles of Resolution No. 27-NQ/TW dated November 9, 11 Conference.
