MANY SUPPORT SOLUTIONS
To create conditions for poor and near-poor households and families entitled to preferential policies to have a stable place to live, every year, the Party Committee, the government, the Vietnam Fatherland Front Committee of Cai Lay district and 16 communes and towns survey and understand the circumstances of each family, ensuring that housing support is provided openly, transparently, and to the right beneficiaries.
At the same time, enhance the role and responsibility of all levels and sectors in coordinating propaganda and mobilization of organizations and individuals to support the Fund for the Poor, implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide by 2025"...

In 2024 and the first months of 2025, Cai Lay district built and renovated 356 houses for people with meritorious service, their relatives, and households in difficult circumstances, with a total budget of over 19 billion VND from the budget and other mobilized sources. Each completed house reflects the affection and responsibility of the local government, the sharing of the community, and creates motivation for families to strive for a stable life.
In his new home, Mr. Tran Thanh Thoan (My Hoa hamlet, My Long commune) shared: “Because we didn't have stable jobs, despite working hard to make a living, my wife and I hadn't been able to rebuild our house. With the local government's support of 60 million VND, plus the help of relatives, the joy of having a new, sturdy house has become a reality for my family. Since having a new house and a stable place to live, our family life has become less difficult than before. My wife and I can focus on developing our economy and providing better education for our two children.”
Implementing the National Target Program for Sustainable Poverty Reduction, Cai Lay district has deployed many livelihood support models to help poor and near-poor households improve their living conditions. In 2024, the locality implemented 15 Livelihood Diversification and Poverty Reduction Model Development Projects with a total budget of over 2.3 billion VND. Families received support in the form of seedlings, livestock, construction costs for raising breeding goats and cattle, and the improvement and care of orchards, etc.

The People's Committees of the 16 communes and towns in the district have focused on transferring scientific and technical knowledge, encouraging households to exchange production experiences, and checking the effectiveness of livelihood support models.
“Raising two young children alone has made my family's finances extremely difficult. Thanks to the local government's support in providing 6 breeding goats through the “Goat Breeding” model, I have built a barn and utilized natural grass resources for raising them. After two batches of selling the kids, I see that the model is initially proving economically effective, creating additional income for my family,” said Ms. Vo Thi Thuy Duong, from Hamlet 2, Phu An Commune.
IMPROVING THE PEOPLE'S LIVES
Ensuring social security and improving people's lives is a consistent goal that Cai Lay district focuses on. Party committees, government agencies, the Vietnam Fatherland Front Committee, and mass organizations in the district uphold a high sense of responsibility, concentrating on mobilizing resources to support people in developing their economy and achieving sustainable poverty alleviation.
In particular, patriotic emulation movements and campaigns launched by the Vietnam Fatherland Front Committee of the district and its member organizations have spread widely, connecting people's hearts to join hands and contribute.
In 2024 and the first months of 2025, Cai Lay district implemented many movements and activities to care for the material and spiritual lives of the people. The Vietnam Fatherland Front Committees at all levels and political and social organizations in the district mobilized more than 40.3 billion VND for the Fund for the Poor and social welfare programs.
100% of families entitled to preferential policies and meritorious individuals receive preferential treatment as prescribed. The locality also focuses on vocational training, job creation for laborers, and promoting economic restructuring. The average per capita income of the district currently reaches over 81 million VND/person/year. The poverty rate in the district at the end of 2024 was reduced by 0.71% and the near-poverty rate by 1.77%.
By taking good care of the people's lives, Cai Lay district has achieved outstanding results in socio-economic development, creating trust and consensus to bring about comprehensive development for the locality.
