Over the past time, the TCD work of the Provincial People's Council has undergone many innovations and brought practical results. Standing members of the Provincial People's Council assign the Standing members of the Provincial People's Council to TCD on the 27th of every month at the TCD headquarters of the Provincial People's Council, and assign TCD civil servants every Wednesday at the provincial TCD headquarters. Standing committees of the People's Council, delegations, delegates of the Provincial People's Council and the Office of the National Assembly Delegation and the Provincial People's Council have well performed their roles and responsibilities in publicizing and posting the TCD calendar according to regulations for people to access, monitor and supervise.
Standing committees of the People's Council, delegations, delegates of the Provincial People's Council and the Office of the Delegation of the National Assembly and the Provincial People's Council received and guided 1.304 turns of citizens; district level received 4.190 turns of citizens; at commune level 19.848 citizens came to present complaints, denunciations, reflections and recommendations. Through the work of TCD, the Standing Committee, the Provincial People's Council Committees, the Provincial People's Council delegates have the conditions to receive and grasp the thoughts and aspirations of the people and problems affecting the interests of the people, as well as supervise the performance of the duties and public duties of officials and civil servants. Timely transfer petitions, petitions and complaints of the people to the competent agencies and units for settlement and ensure the interests of the people.
As a result of receiving and handling complaints and denunciations from July 1, 7 to December 2014, 31, the Provincial People's Council has received 12 complaints, denunciations, recommendations and reflections from citizens. Through classification, there are 2022 applications eligible for processing; 1.552 duplicates, the application is not eligible. As a result of processing, out of 831 applications eligible for processing, they advised to handle application transfer, guide and reply to citizens of 721 applications, reaching 831%. The number of cases receiving replies was 831 applications, reaching 100%.
The district-level People's Council has received 939 complaints, denunciations, recommendations and reflections from citizens. Through classification, there are 678 eligible applications for processing; 261 singles, singles are not eligible. As a result of processing, out of 678 applications eligible for processing, they advised to handle application transfer, guide and reply to citizens 546 applications, reaching 80,5%. The number of cases receiving replies was 406 applications, reaching 74,4%.
The commune-level People's Council has received 2018 complaints, denunciations, recommendations and reflections from citizens. As a result of processing, out of 1816 applications eligible for processing, they advised to handle application transfer, guide and reply to citizens 1.610 applications, reaching 88,7%. The number of cases receiving responses was 1.284 applications, reaching 79,8%.
Through research, review, classification and processing of applications, it was found that the majority of complaints, denunciations, petitions and complaints from citizens are mainly related to administration, land disputes, management and issuance of land use right certificates; complaints and requests for reconsideration of civil court judgments, complaints about the enforcement of civil judgments; complaints, petitions, reflections on some other contents... Most of the complaints, denunciations, recommendations and reflections of citizens are classified, handled and transferred to competent agencies for consideration and settlement according to the provisions of law, creating a high consensus among the people.
The supervision and settlement of complaints, denunciations, recommendations and reflections of citizens are carried out regularly, closely and in accordance with the provisions of law. Thereby, agencies, organizations and units have strengthened the handling of complaints, denunciations, recommendations and reflections of citizens in accordance with the law. In general, the rate of handling letters of agencies in the province is quite high.
“Over the past time, the Provincial People's Council has performed well its roles and responsibilities in TCD work, ensuring it is in accordance with the law. To supervise the responsibilities of heads of agencies, organizations, units, branches and levels in TCD work, handling complaints and denunciations of citizens, in order to limit complaints and denunciations in large numbers and over-level, contributing to stabilizing the security and order situation, and promoting socio-economic development in the locality.
