The summer opening ceremony and free swimming lessons took place at the Quang Ninh Provincial Youth Cultural Center. This activity also aimed to implement the Provincial Party Committee's directive on preventing injuries and drowning accidents; and managing and educating young people and students during the summer.
Attending the program were Mr. Nguyen Xuan Ky - Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Quang Ninh; Mr. Bui Quang Huy - First Secretary of the Central Committee of the Youth Union; Ms. Nguyen Pham Duy Trang - President of the Central Council of the Young Pioneers, along with hundreds of young people in the area.
Following the opening ceremony of the summer activities, in response to the 2024 Action Month for Children, leaders of Quang Ninh province and the Central Youth Union inaugurated a free swimming class for children during the summer of 2024.
Simultaneously, there are experiential activities at clubs, art classes, skills classes, sports classes, and classes that develop critical thinking and life skills.
As part of the program, the organizers awarded 200 scholarships (1 million VND each) to underprivileged children who excelled in their studies in the area.
The Central Committee of the Youth Union and the Central Council of the Young Pioneers have donated projects and gifts to the children of Quang Ninh province.
In addition to activities taking place at the Provincial Youth Cultural Center, localities throughout the province also simultaneously launched summer programs in accordance with the province's directive on implementing the "3 reductions, 3 increases" in the care, management, and protection of children during the summer.

Specifically, the "three reductions" are: minimizing the number of teenagers and students involved in traffic accidents, injuries, and drowning; reducing the number of teenagers and students involved in drug use in any form; and reducing the number of teenagers and students engaging in bad behavior and violating the law.
"Three increases" refers to strengthening the skills of young people, especially in swimming, life skills, and talents; increasing the organization of summer activities; and strengthening the responsibility of the entire political system for the task of managing and educating young people.
