With the theme "Building a clean and strong Party and political system; promoting the strength of solidarity; mobilizing all resources, realizing development aspirations; building Lang Son into a growth pole of the Northern Midlands and Mountains", the Lang Son Provincial Party Congress took place over 3 days (from September 24 to 26). The Congress has the task of comprehensively assessing the implementation results of the Resolution of the 17th Provincial Party Congress, term 2020 - 2025; determining the vision, goals, directions, tasks and main solutions for the term 2025 - 2030; discussing and contributing opinions to the draft documents to be submitted to the 14th National Congress of the Party; electing the 18th Provincial Party Executive Committee and electing the Provincial Delegation to attend the 14th National Congress of the Party.
Speaking at the opening of the congress, comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation emphasized: Looking back at the 17th Congress term of the Provincial Party Committee, we are pleased to see that the entire Party Committee, government and people of all ethnic groups in the province have united, promoted the spirit of innovation and creativity, overcome difficulties and challenges, and achieved many important and quite comprehensive achievements in all fields.
The socio-economy continues to develop, maintaining a rapid and sustainable growth momentum; the investment and business environment has been positively improved; many large investment projects have been implemented connecting with border economic zones, inter-regional and infrastructure of industrial parks and industrial clusters of the province has been gradually completed, creating the basis and premise for innovation of the growth model, promoting the province's economy in the coming time. The cultural and social fields have made much progress, social security has been ensured, the material and spiritual life of the people has been improved. National defense and security work, national border sovereignty have been maintained, effectively implementing the foreign policies and guidelines of the Party and State. Judicial reform, prevention and fight against corruption, waste and negativity have been carried out seriously and effectively. The work of Party building and building the political system has achieved many important results; discipline and order have been maintained; Resolutely implement the arrangement of administrative apparatus and units according to the 2-level local government model.
The Provincial Party Secretary pointed out: The 18th Provincial Party Congress, term 2025 - 2030, has extremely important tasks: In particular, the Congress will summarize and evaluate the implementation results of the Resolution of the 17th Provincial Party Congress, term 2020 - 2025. On that basis, it will point out the advantages, disadvantages, causes and draw lessons; propose directions, goals, tasks and solutions for the term 2025 - 2030. Based on the discussion results of the Party Congresses at all levels, the Congress will continue to discuss and contribute opinions to the draft documents to be submitted to the 14th National Congress of the Party. The Congress will select comrades who are truly exemplary in terms of qualities and intelligence, who have the spirit of innovation, who dare to think, dare to do, and dare to take responsibility, to be elected to the Provincial Party Committee for the 18th term, 2025-2030. The Congress will select and elect the Provincial Party Committee's delegation to attend the 14th National Congress of the Party, ensuring standards and structure, representing the Party Committee's intelligence, the will and aspirations of cadres, party members and people in the province, contributing to the success of the 14th National Congress of the Party.
On behalf of the Presidium, comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee presented the political report (summary) of the Provincial Party Committee's Executive Committee, term XVII, to the Congress. The report assessed: After 5 years of implementing the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress, with the solidarity and determination of the Provincial Party Committee, the Provincial Party Committee Standing Committee, the efforts of the entire political system, the consensus and active participation of the people and the business community, Lang Son province has achieved many important results.
The province's socio-economy continues to develop, maintaining rapid and sustainable growth momentum, and the economic structure is shifting in the right direction. Notable points include: GRDP per capita increased from 44.2 million VND (2020) to 71.1 million VND (2025), equivalent to an increase from 1,917 USD to 2,900 USD; the average GRDP growth rate in the past 5 years is estimated at 7.1%; the border gate economy has developed rapidly, creating a driving force for the province's economic growth; the total budget revenue for the past 5 years reached 48,187 billion VND (an increase of 50.2% compared to the previous period). Investment and improvement of the business environment have been strongly promoted: The Provincial Competitiveness Index (PCI) increased by 33 levels; new enterprises and cooperatives have continuously increased.
The national target programs for the period 2021 - 2025 have achieved many positive results, the rural appearance has many innovations, the socio-economic infrastructure, production and business capacity have been improved; agriculture and forestry have many new and effective production models. Administrative reform and digital transformation have made strong progress, ranking in the top group of the country; education and training have achieved many positive results, with 317 schools meeting national standards; healthcare has been invested in, the quality of medical examination and treatment has been improved; social security has been implemented with attention, by the end of August 2025, all 6,508 temporary and dilapidated houses have been eliminated.
The work of building the Party and the political system has been strengthened and achieved many positive results. Continued innovation, ensuring the comprehensive leadership of the Party, strict, effective and efficient management and administration of all levels of government. The quality and effectiveness of Party building work in terms of politics, ideology and ethics have been improved; studying and following Ho Chi Minh's ideology, ethics and lifestyle have become increasingly systematic, effective and have clearly changed.
National defense and security have been strengthened, politics have been stable, social order and safety have been ensured, and national border sovereignty has been maintained. Judicial reform has been actively implemented. Foreign affairs activities have become increasingly effective, foreign relations have been expanded, and international integration capacity has been enhanced.
Along with the achievements, there are also some limitations, which are: In the 20 main targets of the Resolution, 2 targets have not yet reached the set targets; the border gate economy has not yet fully promoted the potential and strengths of the province; the quality of human resources has not yet met the increasing demands of the labor market; the propaganda work of the Central's resolutions, directives and conclusions, the organization of the implementation of the province's mechanisms and policies in some places has not yet met the requirements; the work of judicial reform has still encountered some difficulties, obstacles and inadequacies in the implementation process; the work of developing union members and members of socio-political organizations still faces many difficulties; the content and methods of operation of some party organizations and socio-political organizations at the grassroots level are still limited, and in some aspects have not kept up with the requirements of the new situation.
In the program, comrade Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, briefly presented the review report of the Provincial Party Committee, term XVII, 2020 - 2025, to the congress. Accordingly, the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee have closely followed the principles and regulations of the Party, the leadership and direction of the Central Committee; led and directed the drastic and comprehensive implementation in all aspects of work, achieved many achievements in all fields; basically completed the goals and tasks of economic and social development, ensuring national defense and security, Party building, and building the political system.
In her speech at the Congress, Comrade Bui Thi Minh Hoai, Politburo member and Secretary of the Hanoi Party Committee, warmly congratulated and commended the achievements that the Party Committee, government, armed forces and people of all ethnic groups in Lang Son province have achieved in the past time. In addition to the results and achievements, she also highly appreciated the seriousness, openness and frankness in assessing the remaining shortcomings and limitations of the province as stated in the Political Report, namely: 2 targets have not yet met the goals set by the 17th Provincial Congress; Party building and political system building still have aspects that have not met the requirements; some Party committees and organizations have not been really resolute in directing, organizing implementation and in inspection and supervision; The potential and strengths of the province have not been fully exploited... The comrade suggested that the Congress focus on discussing thoroughly, analyzing and evaluating more clearly the causes, especially subjective causes, and drawing lessons to direct and propose remedial measures in the coming time.
He expressed his basic agreement with the contents stated in the Political Report along with the determination, will and aspirations of the Lang Son Provincial Party Committee for the 2025-2030 term, which were expressed in the Congress theme. He emphasized a number of issues that the province needs to implement in the coming time: The Party Committee, government, army and people of Lang Son province continue to thoroughly grasp, effectively and promptly implement the Party's guidelines, policies and laws of the State, and the directions of the Politburo and the Secretariat, headed by General Secretary To Lam; Party committees at all levels in the province need to continue to promote the work of building and rectifying the Party and the political system to be clean and strong; focus on leading and developing the economy and society; preserve and build a culture imbued with national identity as the spiritual foundation of society, creating a driving force for sustainable development; strengthen national defense and security, firmly protect national border sovereignty.
