When will the Nhon metro line become operational?

Reporting at the meeting, Mr. Nguyen Cao Minh, Director of the Hanoi Urban Railway Project Management Board, stated that as of now, the progress of the entire project has reached 74.7%.

The elevated section is 99.93% complete; currently, only the construction of internal roads and landscaping around the depot area remains, equivalent to 0.5% of the total volume of package CP05.

The inspection council, led by Deputy Minister of Construction Bui Xuan Dung - the permanent vice chairman of the council, visited and worked at the Nhon - Hanoi Station urban railway project.

According to Mr. Nguyen Cao Minh, the trial operation began on March 11th, with 57 drill scenarios. On May 17th, the project completed the final scenario T36 "Emergency Situation Handling - Passenger Evacuation at the Terminal" with the coordination and preparation of many external units such as fire departments, traffic police, ambulance services, etc.

The Apave - Bureau Veritas - Certifer Consulting Consortium (ABC Consulting) conducted the system safety assessment. During the trial operation, ABC Consulting mobilized 26 experts on-site to evaluate and certify the system's safety.

Regarding the assessment and approval of system safety documents, Mr. Nguyen Cao Minh informed that the Vietnam Railway Authority has established a System Safety Document Assessment Team for the Project and is currently implementing the process.

The Vietnam Railway Authority expects to complete the assessment and acceptance of the system safety dossier no later than 15 days after ABC Consulting issues the System Safety Certificate. The asset inventory in preparation for the handover has been underway since January 2024 and the detailed inventory is now largely complete.

According to Mr. Minh, since the project was launched, the Standing Committee of the Council has conducted 16 inspections.

Of these, three phases have been implemented since the beginning of 2024. The elevated section of the Hanoi pilot urban railway project, the Nhon - Hanoi Station section, has been basically completed, fully complying with regulations on procedures and quality management of construction works.

The system safety certification assessment has been completed for the construction, installation, and testing phases of the Project; only the operational readiness assessment remains.

Regarding further information on the project's progress, especially the elevated section (from Nhon Depot to S8 Cau Giay station), Mr. Vu Hong Truong, General Director of Hanoi Railway Company Limited, said: To best prepare for the operation of the elevated section, the company has closely coordinated with the consulting and supervision unit to train personnel.

To date, the training of personnel for the Nhon - Hanoi Station urban railway line has been completed and the line is ready for operation.

During the inspection, the inspection team focused on key areas such as: the construction site, trial operation, system safety assessment, and the plan and preparation for putting the elevated section into operation. This inspection is crucial before the project is scheduled to begin commercial operation in July 2024.

Providing an objective assessment of the project's progress and remaining issues, Deputy Minister Bui Xuan Dung stated that this is a key project for the entire country as well as for Hanoi. Therefore, he requested the investor to complete the acceptance testing in accordance with regulations.

Simultaneously, conduct an inventory and develop a specific schedule for handover to the operating unit. We request that the investor coordinate with the assessment unit to complete the system safety assessment certificate before June 10th. In addition, complete the renovation work at the Nhổn Depot before June 20th.

According to Deputy Minister Bui Xuan Dung, the State Council for Project Acceptance in 2024 is expected to conduct the acceptance testing of the Nhon - Hanoi Station elevated section of the urban railway project on June 30th and put it into commercial operation in July 2024.
