The appearance of ethnic minority regions is improving.

Thanks to the attention of the Party and the State, the decisive involvement of all levels and sectors, and the efforts of the ethnic minority people, the implementation of ethnic programs and policies in ethnic minority and mountainous areas has achieved many positive results, with significant changes in the socio-economic landscape and infrastructure.

Over the years, the implementation of programs and policies on ethnic minorities has received significant investment, through three national target programs: New Rural Development, Sustainable Poverty Reduction, and Socio -Economic Development in Ethnic Minority and Mountainous Areas (Program 1719). According to data from the Provincial People's Committee, for the period 2021-2025, the province received 6,837 billion VND from the central budget to implement these three programs, including over 4,161 billion VND for development investment and over 2,676 billion VND for recurrent expenditures. In addition, Dak Lak province has balanced and allocated over 1,688 billion VND, including over 1,351 billion VND for development investment and over 337 billion VND for recurrent expenditures.

A livelihood model is being supported for the people of Dak Phoi commune.

Regarding social welfare and sustainable poverty reduction, the entire province has supported 442 production development projects and diversified community livelihoods under Program 1719 for 7,151 households/household groups; the Sustainable Poverty Reduction Program has implemented 69 models, including 6 crop farming models, 62 livestock farming models, and 1 non- agricultural model, with the participation of 1,642 poor, near-poor, and newly-escaped-from-poverty households.

In ethnic minority and mountainous areas, large-scale, concentrated raw material zones have been established, linked with preliminary processing and manufacturing facilities; production organization forms have been innovated and developed to be appropriate and effective, promoting production linkages along value chains with certification; attracting business investment into agriculture and rural areas has seen many positive changes; the application of scientific and technological advancements and advanced production processes, especially high-tech agriculture and agricultural mechanization, has been strengthened, resulting in the formation of several high-tech and organic agricultural zones with investments of hundreds of billions of dong; rural infrastructure has been basically ensured to facilitate the production and business activities of craft villages, craft clusters, and rural industries.

Besides focusing on economic development, ethnic minority communities also prioritize preserving and conserving their traditional cultural identity.

Under Sub-project 1 of Project 4, Program 1719, over 1.34 trillion VND has been allocated to invest in and construct 157 essential infrastructure projects serving production and daily life, and to maintain and repair 174 existing projects in ethnic minority and mountainous areas, integrated with two national target programs: building new rural areas and sustainable poverty reduction. To date, 100% of roads to commune centers are paved with asphalt or concrete; over 85% of communes and villages in ethnic minority and mountainous areas have sufficient infrastructure to meet the requirements of socio-economic development and people's lives; the percentage of villages with hardened roads to the center reaches over 70%; and the percentage of households using the national power grid and other suitable power sources reaches 99%.

According to the assessment of Dak Lak province, thanks to the effective implementation of ethnic policies, the socio-economic situation of ethnic minority areas continues to develop stably; the economic structure is shifting in a positive direction; people's livelihoods are becoming increasingly diverse and abundant; incomes have improved significantly; and material and spiritual lives are increasingly enhanced. In addition, security and order are maintained, and the unity of ethnic groups is consolidated and strengthened, contributing to creating an important foundation for sustainable development.
