At the conference, voters listened to presentations on the action programs and brief biographies of the candidates. All candidates expressed their determination, if elected, to create a legal framework and remove current obstacles to promote the socio -economic development of the country in general and Ho Chi Minh City in particular, a locality with a crucial economic role and a significant contribution to the national budget.
Speaking at the conference, National Assembly Chairman Tran Thanh Man emphasized that in recent years, the Party and State have issued many important guidelines and policies serving socio-economic development, including a series of resolutions on specific mechanisms and policies for Ho Chi Minh City such as Resolution 54/2017/QH14, Resolution 98/2023/QH15 and Resolution 260/2025/QH15. These mechanisms create outstanding opportunities for the city to leverage its potential and advantages, and develop rapidly and sustainably.
Candidates and voters are in strong agreement on the goals of removing current institutional bottlenecks; innovating thinking in lawmaking; enhancing the effectiveness of law enforcement; and simultaneously implementing specific mechanisms to address practical difficulties such as planning, finance, investment, land management, environment, inter-regional transport infrastructure, and digital infrastructure. These proposals aim to realize the goals of developing a knowledge-based economy, digital transformation, attracting talent, and boosting productivity and competitiveness in the context of deep integration.

Many voters also suggested focusing on addressing urgent social issues such as flooding, traffic congestion, public security, social housing, hospitals, and schools, especially in the former Cu Chi and Hoc Mon districts. Voters emphasized the responsibility of elected representatives in reflecting the thoughts and aspirations of the people to the National Assembly and relevant agencies, as well as coordinating the resolution of legitimate proposals from citizens and businesses.
National Assembly Chairman Tran Thanh Man affirmed that for the country to develop rapidly and sustainably, institutions must be transparent, clear, and feasible, creating a favorable legal environment for the people, businesses, and localities; he also clearly stated the motto: resolutely eliminate overlapping regulations that are not in line with reality, and shift from administrative management to development-oriented management, enhancing transparency and implementation efficiency.
Regarding proposals on education, healthcare, and living standards, the Speaker of the National Assembly emphasized that these are overarching goals of the Party and the State. The National Assembly will continue to refine policies and laws to ensure the rights of investors in education, build healthcare infrastructure, expand nationwide health insurance, and promote poverty reduction and the development of high-tech agriculture linked to domestic consumption and export.
Building a modern army to firmly protect the Fatherland.
On the same day, General Phan Van Giang, member of the Politburo, Minister of National Defense, and candidate for the 16th National Assembly (2026-2031 term), attended a meeting with voters in Thai Nguyen province. At the meeting, voters heard presentations on the list and brief biographies of each candidate for the 16th National Assembly, as well as their action programs if elected.
According to the Ministry of National Defense, presenting his action plan to voters, General Phan Van Giang affirmed that if re-elected as a National Assembly delegate for the 16th term, he would strive to fulfill his responsibilities to the voters and the National Assembly, worthy of representing the will and aspirations of the people of Thai Nguyen province in particular and the whole country in general.
General Phan Van Giang stated that he will make the most of his knowledge, practical experience, and position to work with National Assembly delegates in researching, developing, and perfecting the legal system, especially in the fields of national defense, protecting the Fatherland, and other important issues of the country.
Alongside this, together with the leaders of the Central Military Commission and the Ministry of National Defense, we will lead and direct the thorough understanding of the Party's guidelines and viewpoints on military affairs, national defense, and safeguarding the Fatherland in the new situation, especially the "new thinking and understanding on national defense and safeguarding the Fatherland of the 14th Party Congress". We will build a revolutionary, regular, elite, and modern people's army as the core of national defense; build a strong and modern national defense system to firmly protect the Fatherland in the new situation; and effectively fulfill the functions of a fighting force, a working force, and a productive labor force.
General Phan Van Giang also affirmed that he would lead and direct military agencies and units to closely coordinate with Party committees, governments, the Fatherland Front, and various departments and organizations in localities to participate in economic, cultural, and social development associated with strengthening national defense and security; maintaining political security, social order and safety; preventing and combating natural disasters and epidemics; rescue and relief; and effectively implementing policies for the welfare of military families.
"Three things you need to have, four things you need to do"
Also on March 3rd, the Vietnam Fatherland Front Committee of Dak Lak province organized a meeting with voters and candidates for the National Assembly in Constituency No. 1 in Song Cau ward and Dong Xuan commune. The candidates included Mr. Nguyen Thai Hoc, Deputy Secretary of the Party Committee of the Fatherland Front and Central Mass Organizations; Mr. Bui Thanh Toan, Director of the Department of Science and Technology of Dak Lak province; Ms. Pham Thi Them, Deputy Head of the Standing Committee of the Farmers' Affairs Committee, Vietnam Fatherland Front Committee of Dak Lak province; Ms. Le Dao An Xuan, Deputy Head of the National Assembly Delegation of Dak Lak province; and Mr. Nguyen Phuong Dai Nguyen, Head of the Training Department of Tay Nguyen University (Dak Lak).
At the conference, voters heard summaries of each candidate's biography, work experience, and action plan. In particular, many voters agreed with the motto "Three things that must be had, four things that must be done" in Mr. Nguyen Thai Hoc's action plan.
Specifically, the "three essential qualities" are: genuine moral character and competence; unwavering resolve and courage to fight; and a sense of responsibility and genuine devotion to the people and the nation. The "four essential actions" are: respecting the people, always being close to and connected with the people and voters; understanding, reflecting, and conveying the legitimate thoughts, aspirations, opinions, and suggestions of voters and the people to the National Assembly and relevant authorities; protecting the legitimate rights and interests of the people, contributing to the protection of national and ethnic interests; and ensuring that words are matched by actions, with tangible and effective results, fulfilling promises made to the people and voters.
On March 3rd, General Luong Tam Quang, member of the Politburo and Minister of Public Security, along with other candidates for the 16th National Assembly, met with voters in 21 communes and wards belonging to Electoral Unit No. 3 (Hung Yen province).
At the conference, the representative of the Standing Committee of the Vietnam Fatherland Front Committee of Hung Yen province presented brief biographies of the candidates for the 16th National Assembly in Constituency No. 3, including: General Luong Tam Quang, Member of the Political Bureau, Minister of Public Security; Mr. Nguyen Huu Nghia, Member of the Central Committee of the Party, Secretary of the Hung Yen Provincial Party Committee; Mr. Nguyen Tuan Phong, Chief of the Hung Yen Provincial Party Committee Office; Mr. Dang Ngoc Thang, specialist in the Party Finance Department, Hung Yen Provincial Party Committee Office; and Ms. Khuc Thi Xuan, Deputy Head of the Women's Affairs Department, Hung Yen Provincial Fatherland Front Committee.
Speaking at the meeting, General Tam Quang expressed his honor at being elected as a National Assembly representative in Hung Yen province, seeing it as an opportunity to directly contribute to building Hung Yen province into a rapidly developing, sustainable, prosperous, beautiful, civilized, and happy province, worthy of the fine traditions and potential of its land and people. The Minister of Public Security emphasized that if elected by voters as a representative to the 16th National Assembly, he would strive to dedicate his intellect, abilities, enthusiasm, and responsibility to fulfilling his duties as a representative of the people, making positive contributions to the development of his homeland and country.
