On December 26, the Investigation Police Department of Can Tho City Police initiated criminal proceedings, arrested, and searched the homes of vehicle inspection officers Ngo Phu Nhan (born in 1978) and Luong Duy Long (born in 1986) to investigate their alleged bribery offenses.
Through investigation, the police determined that these two suspects repeatedly received money from representatives of vehicle owners to bypass certain procedures and regulations regarding vehicle inspection, in order to expedite the process, simplify procedures, and ensure that the inspections met the needs of the people who paid them.

Bribery is a frequent occurrence, involving collusion and kickbacks between vehicle inspectors and car inspectors. Furthermore, inspectors often offer comprehensive inspection services for vehicles they are responsible for inspecting, without conducting actual on-site inspections.
Previously, the Criminal Investigation Agency of the Can Tho City Police discovered signs of irregularities related to vehicle inspectors of Sub-Department No. 8 of the Vietnam Vehicle Registration Department in Ninh Kieu district.
Many vehicle inspectors accept money for inspecting and testing waterway vessels. They also exploit their position as inspectors, acting as both referee and service provider, offering comprehensive, express inspection services in less than 24 hours.
Having determined there were signs of criminal activity, on April 10, 2023, the Criminal Investigation Agency of the Can Tho City Police Department initiated a criminal case for bribery that occurred at the Vehicle Registration Sub-Department No. 8.
Simultaneously, an order was issued to search the Vehicle Registration Sub-Department No. 8, and in coordination with the People's Procuracy of Can Tho City, a search was conducted to collect additional documents and evidence to support the investigation.
On April 20, 2023, the Investigation Police Department of Can Tho City Police searched the residence and arrested Mai Cong Hung (born in 1985) on charges of accepting bribes exceeding 1 billion VND.
On June 12th, the Investigative Police Agency issued a decision to initiate a case of bribery, indicting and temporarily detaining Vu Van Huyen (born in 1983, residing in An Khanh ward, Ninh Kieu district, Can Tho city - a vehicle inspection officer) for investigation into the crime of accepting bribes.
On September 27, the Investigative Police Agency issued a decision to prosecute and detain Doan Ba Quynh (born in 1986, residing in Long Hoa Ward, Binh Thuy District, Can Tho City - a vehicle inspection officer) for the crime of accepting bribes.
To date, the Investigation Police Department of Can Tho City has initiated legal proceedings in 3 cases, indicted and temporarily detained 5 suspects who are vehicle inspectors from the Vehicle Registration Sub-Department No. 8.
The Investigation Police Department of Can Tho City Police is calling on owners, managers, and operators of vehicles who have paid extra money to vehicle inspectors to proactively report the incident to assist in the investigation and benefit from the leniency policy of the law.
