The Ministry of Education and Training (MOET) has just issued Circular No. 19/2025/TT-BGDĐT regulating student rewards and disciplinary measures. This Circular replaces Circular No. 08/TT issued in 1988.
According to the new circular, disciplinary measures for primary school students only include two forms: a warning and, in more severe cases, requiring an apology (in cases where the student continues to violate the rules after being warned).

Therefore, teachers and schools will not be allowed to criticize or apply any other form of discipline to elementary school students.
Disciplinary measures for students in higher education levels will include: warnings; reprimands; and requiring them to write a self-assessment report.
Three measures correspond to three levels of violations: Level 1 is a violation that harms the student themselves; Level 2 is a violation that negatively impacts the group or class; and Level 3 is a violation that negatively impacts the entire school.
The specific disciplinary measures are as follows:
A reminder is when educational administrators, teachers, and staff use direct verbal communication with students who have committed violations to draw their attention to the issue, encourage them to learn from their mistakes, and correct their behavior.
Criticism is when principals or homeroom teachers use direct and stern language to analyze and evaluate violations of rules, so that students understand the consequences and take measures to correct and adjust their behavior.
An apology is when a student verbally acknowledges a wrongdoing, recognizes the wrongfulness of their actions, expresses regret for what they have done, and desires forgiveness and redress for the consequences caused by the individual or group they wronged.
Writing a self-criticism report is when a student acknowledges their wrongdoing in writing, clearly recognizes the wrongfulness of their actions, expresses regret for what they have done, desires forgiveness, and commits to learning from the experience and rectifying the consequences for the individual or group they have wronged.
In addition to disciplinary measures, the circular also outlines activities to support behavior correction, including: advising, encouraging, monitoring, counseling, providing support, and requiring participation in certain school counseling activities and social work within the school…
Previously, when the draft circular was published in May, many teachers and parents expressed concern that student discipline would only involve warnings or writing self-criticism reports, arguing that this regulation would not be sufficient to deter problematic students.
