According to the Ministry of Education and Training, the perspective and principles behind the new circular on tutoring are aimed at better managing tutoring activities, not at prohibiting or restricting them.

Furthermore, the organization of extra classes and tutoring must ensure that it does not affect the implementation of the school's educational program or the teachers' subject curriculum; it must ensure the interests of students, without coercion; it must preserve the image and dignity of teachers while being consistent with the 2018 General Education Program. In this program, students are encouraged to develop initiative, creativity, and self-learning habits; teachers play the role of organizers, monitors, and guides.

The Ministry of Education and Training requires schools to ensure that test and assessment questions accurately and comprehensively meet the learning objectives of the curriculum.

According to the Ministry of Education and Training, the unit will continue to monitor the situation from localities to issue further directives and guidance documents, thereby helping the Departments of Education and Training have a basis for advising and directing implementation at the local level.

The Ministry of Education and Training also requested the People's Committees of provinces and cities to direct the effective implementation of communication work and organize specialized conferences to disseminate and guide relevant stakeholders in order to ensure uniformity in the organization and implementation of regulations.

Effectively implement the responsibilities of state management in education and the Prime Minister 's directives on supplementary tutoring.

The Departments of Education and Training promptly gather information from schools and teachers to provide guidance or coordinate with other departments, agencies, districts, and counties to issue guidelines appropriate to local characteristics.

For schools and teachers, the focus should be on implementing teaching methods that help students develop qualities and competencies, meeting the required learning outcomes; and ensuring that test and assessment questions are accurate and comprehensive, aligning with the curriculum's objectives.

For students whose results are below par and who are preparing for entrance exams to higher education or the high school graduation exam, the school and teachers have a responsibility to provide them with additional support.

Parents and society also need to work together with schools to implement education, ensuring a harmonious combination of all three elements in education, while also participating in monitoring the implementation of Circular 29.
