This message, emphasized by General Secretary To Lam at the opening session of the 14th National Congress of the Party, serves as a political manifesto, containing sharp guiding principles on national governance and the realization of the Party Congress's resolutions.

After 40 years of reform, alongside tremendous achievements of historical significance, our country is also facing unprecedented challenges, ranging from inadequacies in institutions, resources, and infrastructure; limitations in implementation and discipline; to the situation where a segment of officials do not meet the requirements; and many pressing social, environmental, and living issues remain…

The General Secretary frankly acknowledged that our biggest weakness is that many policies are correct, but their implementation has not met expectations. Therefore, alongside reforms, the General Secretary demanded that "we must build a rule of law discipline and an implementation discipline. We must resolutely overcome the situation where: 'The law is correct, but implementation is difficult,' 'it's clear in the parliament, but problematic at the grassroots level,' 'the top is enthusiastic, the bottom is indifferent,' 'much talk, little action,' 'correct decisions but slow implementation,' causing waste of resources and eroding people's trust. At the same time, we must design a mechanism to control power so that power always remains within the framework of the law, ethics, culture, national traditions, and the people's trust."

The General Secretary's message hit the weakest, but also the most crucial, link: the capacity for organization and implementation. The grand goals of the Congress can only become a reality if we "act strongly, act quickly, and act thoroughly" and continue to vigorously and decisively innovate our methods of leadership, governance, and implementation.

The General Secretary emphasized that "Party discipline must come first." This affirms the pioneering and pivotal role of the ruling Party. In other words, the ruling Party can only lead society convincingly when it itself sets an example of discipline and standards. Given the high demands set by the 14th Party Congress on reforming the growth model, promoting science and technology, digital transformation, and rapid and sustainable development, Party discipline is no longer an internal matter but becomes the foundation of the leadership capacity and fighting strength of the entire political system. When Party discipline is strict, political orders are implemented smoothly and effectively. Strict Party discipline inevitably leads to strict adherence to the rule of law.

Alongside discipline is the principle that "all power must be checked." This is a modern governance mindset, especially important as the 14th Party Congress advocated for increased decentralization and delegation of power. Granting strong authority to unlock resources is necessary, but without control mechanisms, decentralization can easily degenerate into parochialism and abuse of power.

The General Secretary's message established an unshakeable principle: the higher the power and the greater the responsibility, the stricter the oversight mechanism must be. This is a condition to ensure that the strategic decisions of the 14th Party Congress are implemented uniformly and without deviations during the implementation process.

In particular, the General Secretary's message reflects a profound political vision, balancing "construction" and "combat." The 14th Party Congress set forth many breakthrough tasks, requiring cadres to dare to think, dare to act, and dare to take responsibility for the common good. The General Secretary's message, therefore, carries the meaning of a firm political commitment: the Party is determined to eliminate those who seek personal gain, but also acts as a solid "shield" protecting those who dare to think and act for the people and the nation. When the boundary between wrongdoing and contribution is clearly defined, we will be able to activate the flow of creativity and the aspiration to contribute throughout the entire cadre.

The measure of the success of the 14th National Congress lies not only in GDP growth figures, but also in the strictness of the law, the efficiency of the public administration, and the trust and improved, happier lives of the people.

As the General Secretary observed, "Never before has the aspiration for a democratic, prosperous, civilized, and happy Vietnam been as close to us as it is today; but never before have we faced so many challenges, so many demanding requirements, and so much competitive pressure as we do now."

It is in this context that the General Secretary's message on Party discipline, the rule of law, the control of power, the clear definition of responsibility, the need to punish all wrongdoings, and the recognition and protection of all genuine efforts for the people and the nation is the core foundation for achieving a strategic breakthrough in implementation, quickly bringing the Resolution of the 14th National Congress into life, truly opening up a brilliant and sustainable period of development for the country.
