The breakthrough is linked to local advantages and practices.
Ayun is a predominantly agricultural commune with a high poverty rate, especially in areas where ethnic minorities constitute the majority. Faced with this reality, the commune's Party Committee has identified three key breakthroughs: strengthening institutions and administrative structures in conjunction with digital government; developing services, tourism , and trade based on unique advantages; and investing in infrastructure to remove bottlenecks for sustainable development.
According to Nguyen Thi Thanh Nga, Secretary of the Party Committee of Ayun commune, breakthroughs in institutions, administrative apparatus, and digital government are core elements that ensure all development programs are synchronized, avoiding duplication and waste of resources.
Meanwhile, breakthroughs in services, tourism, and trade are oriented towards exploiting the unique advantages of the locality to build a distinct identity and develop the economy from indigenous resources.
Furthermore, developing transportation infrastructure is considered fundamental and has a ripple effect, acting as a "bridge" to realize modern institutions and effectively exploit the advantages of tourism and services.
"If we consider institutions as the 'locomotive,' tourism and agriculture as the 'products,' then transportation infrastructure is the 'railway' to drive Ayun's rapid and sustainable development," Ms. Nga emphasized.

Unlike Ayun, An Phu ward resembles a newly formed urban area after the merger. The biggest drawback here is the lack of uniformity in planning and infrastructure after the merger of one ward and two communes; services and socio-cultural institutions have not kept pace with demand.
Based on that, the Party Committee of the ward selected four breakthrough areas: Planning, increasing investment and attracting investment in infrastructure; building databases, digital transformation, and applying science and technology; building a team of cadres; and supporting and developing the business system.
According to the Party Secretary of An Phu ward, Luu Trung Nghia, this is both an objective requirement and a foundation for effectively exploiting the potential in terms of infrastructure, resources, and human capital, making An Phu a driving economic ward in the western part of the province.
Meanwhile, the Party Committee of Ia Ko commune has identified four key breakthroughs in personnel work, application of science and technology, development of high-tech agriculture, and investment in socio-economic infrastructure.
The goal is to mobilize maximum resources to promote growth and shift the economic structure in a positive direction, with agriculture remaining key and creating a ripple effect for other sectors.
By 2030, Ia Ko strives to become a locality that develops in an open, harmonious, and distinctive manner, placing the people at the center of development; considering the quality of life of the people as the measure of the effectiveness of social policies.
Meeting expectations, paving the way for development.
Experience shows that when breakthrough initiatives are linked to local advantages, the prospects for socio-economic development become even clearer.

In Ayun commune, a major advantage is the presence of Kon Ka Kinh National Park – an important nature reserve with rich potential for ecotourism and scientific research.
Furthermore, the De Kjieng village of the Bahnar ethnic group, located in the buffer zone of Kon Ka Kinh National Park, still preserves many traditional crafts and customs; the historical site "The House of Painter Xu Man" contributes to enriching the local cultural and historical tourism route.
"The locality has chosen to make breakthroughs in tourism and service development not only to create jobs and improve income but also to preserve and promote local cultural values, build a sustainable economy linked to nature and national identity," shared Party Secretary Nguyen Thi Thanh Nga.
Currently, An Phu ward has 329 operating businesses and cooperatives, many of which are large-scale enterprises with export turnovers of hundreds of millions of USD, making a significant contribution to local economic development. In addition, private enterprises are also deeply involved in the product value chain, creating more jobs for local workers.
Mr. Luu Trung Nghia affirmed that supporting business development is a concrete implementation of Resolution No. 68-NQ/TW of the Politburo on the development of the private economy - one of the four important pillars of the national economy. An Phu Ward aims to maintain an average export turnover of 520 million USD/year, thereby contributing to making the locality a driving force ward in the western part of the province.

Meanwhile, Ia Pa commune focuses on the human factor, identifying two breakthrough areas: personnel management and mobilizing resources for infrastructure development. Local officials who are close to the people and understand their needs will improve the effectiveness of state management, while synchronized infrastructure will pave the way for commercial agriculture, community tourism, and rural services. These are the two "backbones" that activate comprehensive development.
The Party Secretary of Ia Pa Rơ Chăm La Ni commune emphasized the importance of building a team of grassroots officials with strong political convictions, good moral character, professional competence, and high practical leadership skills; with particular attention paid to the quality of the Secretaries and Deputy Secretaries of village Party branches.
When this force is standardized and effectively utilized, the quality of Party branch activities, the effectiveness of state management, and consensus among the people will be enhanced.
Along with that, the commune is focusing on investing in the goal of transforming the rural landscape towards a more modern and attractive direction. When the transportation system is upgraded, irrigation is improved, and the internal field road network is synchronously connected, the economic structure will undergo a strong shift, and people's incomes will gradually increase.
