
To achieve this result, the province mobilized the coordinated efforts of the Education sector, the Health sector, the provincial Social Insurance agency, and parents in implementing this important policy. In 2025 and the first six months of 2026, the entire province had 289,935 students from primary to high school and continuing education. Of these, 289,819 students participated in health insurance, reaching 99.96% of the total number of students in the province; the number of students in universities and colleges managed by the province reached 100% participation in health insurance.
The above figures not only reflect almost complete coverage but also show the increasing awareness among parents and students about the role of health insurance. To achieve this result, the Department of Education and Training has issued many directives and closely coordinated with the Department of Health, the Social Insurance agency, and local authorities to implement comprehensive solutions from the beginning of the school year. Along with the directives, regular awareness campaigns have been conducted through various forms such as flag-raising ceremonies, class activities, parent meetings, communication via electronic information systems, and communication groups between schools and families. The content of the campaigns focuses on clarifying the rights and responsibilities of students when participating in health insurance, as well as the humanitarian significance of the policy for school health care. In reality, school health insurance has become a practical support for many families. When students unfortunately fall ill, have accidents, or require long-term treatment, medical expenses can amount to tens or even hundreds of millions of dong.

For example, the family of Mr. Nguyen Dang Thanh (Hong Hai 5 area, Ha Long ward) has a child suffering from chronic obstructive pulmonary disease (COPD) and requiring frequent hospitalization. Thanks to participating in health insurance, the family receives coverage for a large portion of their medical expenses, significantly reducing the financial burden during each treatment period for their child. Especially for disadvantaged families, poor and near-poor households, or those in policy-eligible groups, support from the central and provincial budgets for health insurance contributions is even more practical and meaningful. According to the Department of Education and Training, the policy of supporting health insurance contributions has contributed to reducing the economic pressure on families, increasing the rate of universal health insurance coverage, and ensuring the right to healthcare for students.
Despite the positive results, the implementation process still faces some difficulties. Some students have not yet participated in health insurance due to issues with personal identification information, citizen identification cards, incomplete birth certificates, or because they are foreign nationals. Furthermore, some parents still face economic difficulties, resulting in participation not reaching 100%.
To further improve the effectiveness of the health insurance policy for students, the Department of Education and Training has coordinated with relevant sectors to propose researching a solution to subsidize 100% of the health insurance premium for students. This solution is expected to reduce the financial burden on families while maintaining a 100% health insurance coverage rate; ensuring that all students receive healthcare and fully benefit from the health insurance policy.
In the context of the increasing priority placed on school health care, health insurance is not only a social security policy but also a "shield" protecting future generations from the risks of disease. With the joint efforts of all levels, sectors, and localities, especially the Department of Education and Training and the provincial Social Insurance agency, and particularly the support of each family, the goal of 100% of students in Quang Ninh participating in health insurance is entirely achievable. This is also an important foundation for each student to study and develop in a safe, healthy environment and receive comprehensive protection.
