
Attending and giving a keynote address at the conference was the Secretary of the Central Committee of the Communist Party of Vietnam and Deputy Prime Minister Pham Thi Thanh Tra . Also in attendance were leaders from central ministries and agencies; representatives from provinces and cities; international delegates, experts, and scientists; and leaders from associations, business organizations, economic groups, enterprises, and investors.
Representing Lai Chau province were Le Minh Ngan, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council, along with other provincial leaders; members of the Standing Committee of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Vietnam Fatherland Front Committee, the Provincial National Assembly Delegation; and leaders of departments, agencies, mass organizations, and the People's Committees of communes and wards in the province.

There is still huge potential for development.
Instead of simply highlighting existing advantages, the Lai Chau Provincial Investment Promotion Conference 2026 sent a message that the locality is proactively creating an investment environment through strong institutional reforms, considering this as the key to transforming potential into development resources.
In his opening remarks at the conference, Chairman of the Lai Chau Provincial People's Committee Ha Quang Trung affirmed: "This event aims to realize the goals, targets, and tasks in accordance with the spirit of the Resolution of the 14th National Congress of the Party and the Resolution of the 15th Provincial Party Congress; striving to achieve double-digit economic growth in the 2026-2030 period and become a province with average development in the Northern Midlands and Mountains region by 2030."
As a border province in the Northwest with an area of over 9,068km² and a border length of over 265km bordering Yunnan province (China), Lai Chau possesses many conditions to become a new growth pole of the region.
Strategic infrastructure projects such as the Bao Ha - Lai Chau - Ma Lu Thang International Border Gate expressway and the road tunnel through Hoang Lien Pass, once implemented, will significantly shorten travel time to Hanoi, major economic centers, and the Southwest China market, expanding development opportunities for the entire Northwest region.

In agriculture, over 74% of the natural area is agricultural land, with a forest cover rate of nearly 54%, along with unique climatic conditions that provide a foundation for the development of organic farming, large-scale raw material areas, macadamia nuts, high-quality tea, and especially Lai Chau ginseng and many other valuable medicinal herbs.
This also creates favorable conditions for the formation of deep processing chains, increasing added value and developing the economy under the forest canopy.
In the industrial sector, Lai Chau has more than 100 mines and mining sites with many valuable mineral resources, and continues to affirm its position as the region's clean energy center with potential for developing hydropower, solar power, and high-tech processing and manufacturing industries.
In terms of tourism, the province boasts 7 of the 10 highest mountain peaks in Vietnam, a diverse ecosystem, and the cultural identity of 20 ethnic groups, opening up significant potential for the development of ecotourism, resort tourism, community tourism, and experiential tourism.
Meanwhile, the Ma Lu Thang Border Economic Zone is envisioned to become an important trade, service, and logistics hub between Vietnam, ASEAN, and Southwest China.

Institutional breakthroughs to create a competitive advantage.
The highlight of this conference lies in the province's determination to innovate its approach to attracting investment.
According to Chairman of the Provincial People's Committee Ha Quang Trung, after adjusting the Provincial Planning for the period 2021-2030, with a vision to 2050 and the development orientation of "one axis - two regions - three pillars - four breakthroughs," Lai Chau has identified "institutional breakthroughs" as the solution to create a competitive advantage in the new phase.
Accordingly, the Provincial People's Committee has implemented the "Green Channel" mechanism for priority investment projects outside the budget, based on the principles of openness, transparency, responsibility, and partnership with investors.
Simultaneously, the province is accelerating administrative procedure reforms, prioritizing the processing of applications and committing to shortening the time for resolving investment procedures by at least 70% as stipulated by regulations.
Along with issuing many specific mechanisms and policies in the fields of agriculture, industry, trade, tourism, and services, Lai Chau also focuses on effectively carrying out land clearance work to create the most favorable conditions for projects to be implemented as soon as possible.
These commitments demonstrate that the province is shifting from a "attracting investment" mindset to a "partnering with investors" approach, using effective implementation as a measure of governance capacity.

In her remarks at the conference, Deputy Prime Minister Pham Thi Thanh Tra highly appreciated Lai Chau's proactive approach and innovative spirit, especially its pioneering efforts in improving the investment environment and reducing and simplifying administrative procedures.
The Deputy Prime Minister emphasized that, in order to effectively seize opportunities and create new growth drivers, Lai Chau needs to continue to significantly improve its investment and business environment and work closely with businesses.
Focus on land clearance, streamlining administrative procedures, finalizing zoning plans, developing high-quality human resources, and coordinating with ministries and agencies to promote strategic infrastructure projects.
The Deputy Prime Minister requested that ministries and agencies strengthen support for Lai Chau in removing bottlenecks, seeking ODA funding, and introducing strategic investors.

"The business community and investors need to fulfill their commitments with the spirit of 'saying what they mean and doing what they promise,' working alongside the locality to create new values, share benefits, and jointly address the livelihoods of the people of all ethnic groups in Lai Chau province," the Deputy Prime Minister emphasized.
Affirming the local government's determination, Provincial Party Secretary Le Minh Ngan stated: "The success and efficiency of investors' production and business activities is the success and a measure of the effectiveness of the local government's leadership, guidance, and management."
He affirmed that the province will continue to improve the investment environment in a way that is open, transparent, and equitable; fully implement preferential policies and investment support; prioritize resources for the development of strategic infrastructure; and commit to listening to, resolving difficulties, and ensuring a safe investment environment so that businesses can confidently commit to Lai Chau in the long term.

The conference also marked the awarding of investment approval decisions for 19 projects from 18 enterprises with a total registered capital of over 27,700 billion VND, and the signing of 19 memoranda of understanding for investment cooperation with a total projected capital of over 172,000 billion VND.
These figures demonstrate that the business community's confidence in Lai Chau's investment environment is being strengthened by concrete reform commitments and the local government's determination to support it.
