Over the past 10 years, the implementation of Directive No. 05, dated May 15, 2016, of the Politburo on promoting the study and emulation of Ho Chi Minh's ideology, ethics, and style in Van Ninh district has yielded many positive results. This has led to the emergence of many exemplary models and innovative approaches with widespread influence.

Practical actions

With nearly 40 years dedicated to the medical field, Dr. Tran Van Minh, former Deputy Director of the Van Ninh District Health Center, has had over 20 scientific research projects approved and implemented, resulting in many effective management models. Among these, Dr. Minh's implementation of the 5S model since 2017 has yielded numerous benefits. 5S is not merely a method for improving quality but also reflects the spirit of learning from President Ho Chi Minh's scientific, organized, and disciplined work style. Currently, the model continues to be implemented and effectively utilized at the District Health Center. The effective implementation of the 5S model has contributed to building a clean working environment, streamlining records, and improving the efficiency of examination and treatment processes. For these contributions, in 2024, Dr. Tran Van Minh was honored as an outstanding intellectual of the province.

Over the years, the Women's Union of Van Ninh district has concretized the study and emulation of President Ho Chi Minh's teachings through meaningful projects and activities that have brought many benefits to its members and the people. Ms. Nguyen Hong Khanh Quynh, President of the Women's Union of Van Ninh district, said that the various levels of the Union have sponsored 24 orphaned children and children in difficult circumstances through the "Godmother" program. At the same time, they have built models to mobilize support for poor members and children in difficult circumstances with a total amount of over 4 billion VND. In addition, the Union has actively mobilized over 10 billion VND to build 20 shelters for the needy and repair 38 houses for members facing housing difficulties… Through these efforts, the Union has contributed to effectively implementing the new rural development program, sustainable poverty reduction, and improving the lives of its members.

Mr. Nguyen Thai Nguyen , Permanent Deputy Secretary of the Van Ninh District Party Committee, stated that in recent years, the district has extensively implemented the study and emulation of President Ho Chi Minh's teachings, not only among cadres, Party members, civil servants, and workers, but also among all segments of the population. First and foremost, Party committees at all levels have seriously implemented the study and understanding of Directive No. 05, the thematic topics for the entire term, and annual thematic topics, with 760 classes organized for nearly 37,000 cadres, Party members, civil servants, and citizens participating; the methods of implementation and learning content have been innovated to suit each target group, ensuring practicality and effectiveness. This has had a positive impact, creating a clear transformation in the sense of responsibility in performing assigned tasks and the working style of cadres, civil servants, and workers. Along with that, Party committees, government agencies, units, and mass organizations have intensified the implementation of Directive No. 05 in conjunction with emulation movements and major campaigns at all levels and sectors; deploying many good models and innovative approaches, contributing to spreading positive values ​​in the community… contributing to the successful completion of political tasks in Van Ninh district.

To date, all 11 communes in the district have met the standards for new rural areas; including 4 communes that have achieved advanced new rural area standards and 1 commune that has achieved model new rural area standards. The Provincial People's Committee is requesting the Central Government to consider and recognize Van Ninh district as a new rural district. In addition, the district has completed the work of eliminating temporary and dilapidated houses for the people as early as possible; the multidimensional poverty rate in the entire district has decreased to 0.79%. Administrative reform has seen the implementation of many new models, improving the quality of service for organizations, businesses, and the people. In particular, the locality has focused on completing land clearance for the construction of the Van Phong - Nha Trang expressway section, contributing to the project exceeding the set target. The district also strongly focuses on grassroots development to build a strong political system, doing a good job of propaganda and mobilization to encourage people to unite and actively participate in patriotic emulation movements. Implement the restructuring and reorganization of administrative units at all levels and build a two-tiered local government model, streamlining the organizational structure to ensure efficient and effective operation in accordance with the roadmap set by higher authorities…

The achievements made over the past 10 years of implementing Directive No. 05 have significantly contributed to the successful fulfillment of political tasks and the strengthening of the Party and political system in the district. In 2024 alone, the Van Ninh District Party Committee was awarded a certificate of merit by the Provincial Party Standing Committee for achieving the "Outstanding Performance" standard.
