From early morning on June 26th, most officials and civil servants in the communes and wards were present to carry out their duties. In Dong Dang (new) commune, although the trial operation started at 8:00 AM, many officials and civil servants were already present from 6:30 AM. Then, at 7:30 AM, the People's Committee and the Fatherland Front Committee of the commune simultaneously held the first trial session/meeting with the full participation of all relevant members.
Departments and units such as the Party Committee Office, the Party Building Committee, the Inspection Committee, the People's Committee Office, the Economic Department, the Culture and Social Affairs Department, and the Public Administrative Service Center (PVHCC) also started work at 7:00 AM, receiving and returning results of administrative procedures for organizations and individuals. Some newly arising administrative procedures, such as notarization and civil registration, were carefully guided, explained, and resolved by officials and civil servants in accordance with regulations.

Comrade Trinh Tien Duy, Provincial Party Committee member and Secretary of the Cao Loc District Party Committee, who has been appointed as Secretary of the Dong Dang Commune Party Committee (effective July 1, 2025), stated: Dong Dang Commune was established by merging five communes and towns (Thuy Hung, Phu Xa, Hong Phong, Bao Lam, and Dong Dang town of Cao Loc district), with 93 cadres and civil servants. As a border commune bordering China, it has two international border gates, one secondary border gate, and a convenient transportation system, offering significant potential for economic, trade, service, and tourism development. After its establishment, the commune has a total area of 91.57 km² and 19.036 km of border.
In recent days, the commune Party Committee has actively led and directed the preparations for the trial operation, establishing many hypothetical scenarios to test the meetings of the Party Committee, the Standing Committee of the People's Council, the People's Committee, and the Fatherland Front Committee. In particular, it has directed the departments, units, and the Public Service Center to ensure the timely and accurate resolution of administrative procedures for the people.

Similarly, at 7:30 AM on June 26th, at the headquarters of the People's Council and People's Committee of Nhan Ly commune (newly formed from the merger of four communes of Chi Lang district: Nhan Ly, Bac Thuy, Lam Son, and Mai Sao), commune officials and civil servants were all present to perform their duties.
At the commune's Public Service Center, the on-duty officials and civil servants handled administrative procedures in parallel with the old one-stop service department, related to fields such as justice - civil registration, land administration - construction, insurance, meritorious individuals, labor, war invalids and social affairs, ensuring that there was no backlog or delay in processing applications and procedures for citizens and businesses.
The process of receiving administrative procedure applications was generally stable and smooth. On the first day of the trial operation, nearly 20 applications were received and processed. During the same day, the People's Committee of Nhan Ly commune also held its first meeting to discuss the organization and implementation of several key tasks in the coming period.

Mr. Le Anh Tung, Head of the Agriculture and Environment Department of Chi Lang District, who has been appointed as Deputy Secretary of the Party Committee and Chairman of the People's Committee of the (new) Nhan Ly Commune, said: The commune has 63 officials and civil servants. With high political determination, thorough and coordinated preparation, and responsibility from the Party Committee, the government, and officials, all aspects serving the operation of the new commune apparatus are ready for both the trial operation and the official start on July 1st.

In Dong Kinh ward – the newly formed administrative unit formed by merging Vinh Trai, Dong Kinh wards, Mai Pha commune (Lang Son city) and Yen Trach commune (Cao Loc district) – from 7:00 AM on June 26th, officials and civil servants, especially those at the Public Service Center, were present to prepare for the operation of the two-tiered government model and to receive administrative procedure applications from citizens. On June 26th alone, nearly 200 people came to carry out administrative procedures, and most were guided, received, and processed promptly, without any congestion or delays.
Mr. Le Quyet Thang, a resident of Dong Kinh ward, expressed: "Today, I came to the ward office to install level 2 electronic identification. Arriving early this morning, I received very enthusiastic guidance from the staff. My procedure was handled quickly, transparently, and without any difficulties or obstacles."
In addition to handling administrative procedures, on the first day of operation, the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Dong Kinh ward conducted trial meetings/sessions, discussing the draft operating regulations, assigning tasks to leaders, officials, and civil servants, evaluating the results of the first six months of the year, and implementing the work plan for July and the remaining months of the year...
Comrade Phung Quang Hoi, Standing Committee Member and Secretary of the Lang Son City Party Committee, appointed to the position of Secretary of the Dong Kinh (new) Ward Party Committee from July 1, 2025, spoke at a meeting during the trial operation of the two-tiered government model in the ward.
Comrade Phung Quang Hoi, Member of the Standing Committee of the Provincial Party Committee and Secretary of the Lang Son City Party Committee, who has been appointed as Secretary of the Dong Kinh Ward Party Committee (effective July 1, 2025), stated: Dong Kinh Ward is the new central ward of the province, with a high population density and a larger area. Therefore, immediately after the two-tiered local government officially came into operation, the ward's Party Committee and government identified the need to implement many important solutions to promote socio-economic development, ensure national defense and security, and maintain the political system.
Right from the trial run, the ward has fully and meticulously prepared and implemented all the necessary measures and scenarios so that the new government model can operate effectively from July 1st. And on June 26th, all activities such as organizing meetings, receiving, processing, and returning results of administrative procedures for citizens went smoothly.
This trial run is considered a crucial dress rehearsal for Lang Son to confidently operate the new administrative model, ensuring smooth and efficient operation, and providing the best possible service to citizens and businesses. Not only in the three aforementioned commune-level administrative units, but also in the first day of the trial run, all 62 remaining newly established communes and wards have completed their infrastructure, administrative procedures, personnel arrangements, and departmental restructuring.

The newly established commune and ward administrative units have also officially begun trial operations of their political systems. Simultaneously with the trial operation, the entire political system continues to improve its office buildings, ensuring the technological infrastructure, human resources, and physical facilities are in place for the smooth operation of the apparatus when it officially begins functioning.
On June 26th, the Standing Committee of the Party Committee, the Executive Committee of the Party Committee, the Standing Committee of the People's Council, the People's Committee, and the Fatherland Front of all 65 newly established communes and wards held their first meetings. Departments and offices within the communes and wards began receiving and processing documents; the Public Service Center received and processed public administrative services.
On July 1, 2025, Lang Son province, along with the rest of the country, officially launched the two-tiered local government model. Simultaneously with the two-day trial operation, relevant agencies and units in the province have been and continue to implement important tasks such as: reviewing and arranging facilities; streamlining and developing training plans for staff; and improving information technology infrastructure.
During the trial period, the Provincial Party Committee established 11 working groups to conduct inspections and supervision in all communes and wards. In addition to inspections and supervision, these working groups also promptly grasped the situation, urged, guided, and assisted communes and wards in the implementation of the trial operation.
Based on observations from the first day of the trial operation, it is evident that, with thorough preparation in all stages and areas, the trial operation of the new government model has proceeded smoothly and stably. With positive results from the trial operation, the 65 new grassroots administrative units of Lang Son province will confidently enter the official operation phase of the new government model from July 1, 2025 – a two-tiered government model that is service-oriented, innovative, transparent, and efficient.
