From early morning on June 26, most of the cadres and civil servants in the communes and wards were present to carry out their tasks. In Dong Dang commune (new), although the trial operation started at 8:00 a.m., many cadres and civil servants were present from 6:30 a.m. Then, at 7:30 a.m., the People's Committee and the Fatherland Front Committee of the commune simultaneously organized the first trial operation session/meeting with the full participation of related members.
Departments and units such as the Party Committee Office, the Party Building Committee, the Inspection Committee, the People's Committee Office, the Economic Department, the Cultural and Social Department and the Public Administration Service Center (PVHCC) also started working from 7:00 a.m., receiving and returning results of administrative procedure (AP) records to organizations and individuals. Some arising APs such as authentication, justice - household registration were guided, answered and resolved by officials and civil servants carefully and in accordance with regulations.

Comrade Trinh Tien Duy, member of the Provincial Party Committee, Secretary of the Cao Loc District Party Committee, was appointed to hold the position of Secretary of the Dong Dang Commune Party Committee (from July 1, 2025) and said: Dong Dang Commune was established on the basis of merging 5 communes and towns (Thuy Hung, Phu Xa, Hong Phong, Bao Lam and Dong Dang Town of Cao Loc District), with 93 cadres and civil servants. As a border commune, bordering China, the commune has 2 international border gates, 1 secondary border gate and a convenient transportation system, bringing great potential for economic, trade, service and tourism development. After its establishment, the commune has a total area of 91.57 km² and 19.036 km of border.
In recent days, the Commune Party Committee has actively led and directed preparations for the trial operation, set up many hypothetical situations to test the meetings of the Party Committee, the Standing Committee of the People's Council, the People's Committee, the Vietnam Fatherland Front Committee, especially directing the departments, offices, affiliated units and the Public Service Center to ensure timely and accurate settlement of administrative procedures for the people.

Similarly, at 7:30 a.m. on June 26, at the headquarters of the People's Council - People's Committee of Nhan Ly commune (new) based on the merger of 4 communes of Chi Lang district: Nhan Ly, Bac Thuy, Lam Son, Mai Sao, the commune's cadres and civil servants were present in full force to perform their duties.
At the Commune Public Service Center, officers and civil servants on duty have handled administrative procedures in parallel with the old one-stop department, related to areas such as justice - civil status, land - construction, insurance, meritorious people, labor, war invalids and social affairs, ensuring that there is no backlog or delay in records and procedures of people and businesses.
The reception of administrative procedure records was basically stable and smooth, accordingly, on the first day of the trial operation, nearly 20 administrative procedure records were received and results were returned. During the day, the People's Committee of Nhan Ly commune also held the first meeting to discuss the work of organizing the implementation of a number of key tasks in the coming time.

At Dong Kinh ward - a new administrative unit based on the merger of Vinh Trai ward, Dong Kinh, Mai Pha commune (Lang Son city) and Yen Trach commune (Cao Loc district), from 7:00 a.m. on June 26, officials, civil servants, especially officials at the PVHCC Center were present to be ready to operate the 2-level government model, receiving citizens' administrative procedure files. On June 26 alone, nearly 200 people came to perform administrative procedures and most of them were guided, received and processed promptly, without congestion or delay.
Mr. Le Quyet Thang, a resident of Dong Kinh Ward, said: Today, I came to the ward office to install level 2 electronic identification. I was there early in the morning and was enthusiastically guided by the staff. My procedures were resolved quickly, transparently, without any difficulties or problems.

Comrade Phung Quang Hoi, member of the Provincial Party Standing Committee, Secretary of the Lang Son City Party Committee, was appointed to hold the position of Secretary of the Dong Kinh Ward Party Committee (from July 1, 2025) and said: Dong Kinh Ward is the new central ward of the province, with a high population density and a larger area. Therefore, immediately after the two-level local government officially operated, the ward Party Committee and government determined that it was necessary to implement many important solutions to promote socio-economic development, ensure national defense and security, and maintain the political system.
Right from the trial operation, the ward has prepared and implemented all contents and situations thoroughly so that from July 1, the new government model can be operated effectively. And on June 26, all contents such as organizing meetings, receiving, resolving and returning results of people's administrative procedures took place smoothly.
This trial run is considered an important rehearsal for Lang Son to confidently operate the new government model, ensuring smoothness, efficiency, and best service to the people and businesses. Not only in the 3 commune-level administrative units mentioned above, the first day of the trial run of the model showed that all 62 newly established communes and wards have completed their facilities, administrative procedures, arranged personnel, and consolidated their departments.

The new commune and ward administrative units have also officially started testing the operations of the political system. Along with the testing, the entire political system continues to complete its headquarters, ensuring technological infrastructure, human resources and facilities to smoothly operate the apparatus when it officially comes into operation.
On June 26, the Standing Committee of the Party Committee, the Party Executive Committee, the Standing Committee of the People's Council, the People's Committee, and the Fatherland Front of the 65 new communes and wards all held their first meetings. Departments, offices, and divisions of the communes and wards all received and processed documents; the Public Service Center received and processed public administrative services.
On July 1, 2025, Lang Son province and the whole country officially implemented the 2-level local government model. In parallel with the trial operation taking place over these 2 days, relevant agencies and units in the province have been and continue to implement important tasks such as: reviewing and arranging facilities; arranging, streamlining and developing a plan for training and fostering staff; completing information technology infrastructure.
During the operation period, the Provincial Party Committee established 11 working groups to inspect and supervise all communes and wards. Along with inspection and supervision, the groups and working groups also promptly grasped the situation, urged, guided and assisted the communes and wards in the process of implementing the pilot operation contents.
From the actual records on the first day of the trial operation, it can be seen that with careful preparation in all stages and fields, the trial operation of the new government model has taken place smoothly, stably and smoothly. With positive results from the trial operation days, 65 new grassroots administrative units of Lang Son province will confidently enter the official operation phase of the new government model from July 1, 2025 - a 2-level government model that serves, creates, is transparent and effective.
