Although there have been many warnings, recently, two more children have drowned in the Da River, in Tan Thinh Ward (Hoa Binh City). The white garlands mixed with the music of filial piety are an obsession and a warning about drowning, especially during the summer holidays.

One street corner, two pain
Just in a corner of sub-zone 10, group 17, Tan Thinh ward, two pains piled up. The funeral of Dang Ngoc L. (SN 2011) and Tran Thanh B. (SN 2010) have just drowned on the Da River, just a few tens of meters apart. The white wreaths mixed with the music of filial piety make everyone feel sorry. Dang Lan H. (SN 2012) who survived the fateful afternoon was also depressed, pale because of insomnia and not yet panicking.
Mr. H. shared: “On June 5, my house lost power. Around 6 o'clock, I and my sister B. and L. invited each other to the Da River to play and bathe. I can't swim, I stay close to the shore, and the two sisters jokingly pull each other's hands further away. Later, seeing the sisters waving for help (can't cry - PV), I went ashore and ran to call for help, but when I arrived, the two sisters had completely sunk. To this day, I am still afraid and do not dare to swim in the river anymore.”
The case of 2 students at Song Da Secondary School drowned to death, causing many people to feel sorry for the situation. Both children and parents are divorced. L.'s nephew lives with his father with his grandfather and grandmother, but earlier this year, his father went to work abroad in the Philippines. B.'s grandson lives with his grandfather, grandmother, and mother to work abroad in Japan. My mother tried to come back in time to see me one last time.
Consecutive children die from drowning
According to the Department of Labour, Invalids and Social Affairs, only from the beginning of the year until now, the whole province has had 8 children die from drowning: 4 children in Lac Son district, 1 child in Tan Lac district, 1 child in Luong Son and 2 children in Hoa Binh city. The children were born between 2010 and 2020.
Right before the drowning incident in Tan Thinh ward, on June 4, in Quy Hoa commune (Lac Son), a 6-year-old boy drowned and died. On May 1, also in Lac Son district, in Huong Nhuong commune, a 3-year-old boy also died from drowning.
Statistics for many years have shown that every year, children drown, die and mainly when it is hot and sunny. In 2022, the province will have 20 children die from drowning. New incidents, tragic deaths continue to happen and almost all stem from the same old causes: not knowing how to swim, not wearing life jackets; without the management and supervision of adults; lack of understanding, subjectivity; lack of playground…
Although it rained, but the water level in the downstream of the Da River dropped to low, exposing the rocky outcrops in the middle of the river, many people thought that shallow people could subjectively swim out. Since 2015, the movement of bathing in the Da River has flourished, and many spontaneous beaches have appeared… Mr. Nguyen Van Gioi, group 9, Thinh Lang ward, who often goes shrimp fishing in the Da River, said: The downstream area has whirlpools, reverse currents and very dangerous indentations that cannot be subjective.
Prevention and avoidance of drowning – lessons never get old
The weather is hot, without power, and coincides with the summer vacation, so the children often find ways to cool off in places with water such as rivers, lakes, ponds, streams. Hoa Binh city has 67 schools and 30.843 students. Deputy Head of the City Department of Education and Training Kim Thi Hong said: On May 8, the department issued an official dispatch on organizing the graduation ceremony and handing over students to the locality for summer activities. In particular, highlighting the fact that schools held a launching ceremony "Children's Day, students throughout the city learn to swim to prevent accidents, injuries and drowning at schools (held before summer vacation). There were 5 school-level activities and 35 grade-level activities.
According to the Principal of Song Da Secondary School Hoang Le Chau Ha, on May 24, the school held an extra-curricular on drowning prevention and control for students, but sadly, there were still students who died because of this.
So what should be done to keep children happy in the summer and still safe? To ensure the safety of children, the Department of Labor, War Invalids and Social Affairs has issued an official dispatch requesting districts and cities to step up communication and education to raise awareness and responsibilities of party committees, authorities, families and individuals about child drowning prevention and control. Disseminate knowledge and skills of drowning prevention and control to each school, class, and residential area. Review and promptly detect areas of waterholes, lakes, ponds, rivers, streams, dangerous deep water areas, drainage systems, dams where drowning often occurs or risks to take initiative in prevention such as: building barriers, placing warning signs, assigning guards. Continue to build safe homes, safe schools, and safe communities. Promote safe swimming lessons for children.
Along with the measures of the authorities, schools, families need to pay attention to managing and supervising their children. Party committees and authorities at all levels actively participate in propaganda, care and create a healthy, useful and attractive playground for children in the summer.
